Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Positions in this series apply quality assurance principles to the review, evaluation, and monitoring of service delivery and quality of care in youth facilities operated by the Division for Juvenile Justice and Opportunities for Youth (DJJOY). Incumbents of these positions inspect and review services and programs on-site, investigate reports of deficiencies, and recommend remedial action.
These positions exist only at the Office of Children and Family Services (OCFS).
DISTINGUISHING CHARACTERISTICS
STANDARDS COMPLIANCE ANALYST 1 (YOUTH SERVICES): full-performance level; conducts quality assurance reviews and evaluations of DJJOY-operated facilities and programs.
STANDARDS COMPLIANCE ANALYST 2 (YOUTH SERVICES): first supervisory level; supervises and leads a team of two or more Standards Compliance Analysts 1 (Youth Services).
STANDARDS COMPLIANCE ANALYST 3 (YOUTH SERVICES): second supervisory level; supervises and oversees the activities of all regionally-based Standards Compliance Analysts 2 (Youth Services); and recommends facility quality improvement measures to the Director.
DIRECTOR YOUTH SERVICES QUALITY ASSURANCE: one position class; directs all activities and staff of the Bureau of Quality Assurance statewide; establishes policies and procedures; and administratively supervises the Standards Compliance Analyst 3 (Youth Services).
RELATED CLASSES
Standards Compliance Analysts (Developmental Disabilities) perform, supervise, and oversee quality improvement, on-site field inspection, survey, and/or certification activities of treatment, service, and care providers for people with developmental disabilities that are funded and regulated by the federal government and/or New York State.
Standards Compliance Analysts (Mental Health) approve, inspect, and certify public and private mental health programs providing treatment to individuals with mental illness. Incumbents of these positions evaluate mental health programs against established standards, laws, rules and regulations; issue operating certificates; inspect program spaces; review and evaluate treatment and service plans; participate in quality management activities; and provide input for the development of regulations and standards.
ILLUSTRATIVE DUTIES
STANDARDS COMPLIANCE ANALYST 1 (YOUTH SERVICES)
Independently conducts quality assurance reviews of DJJOY-operated facilities and programs.
Reviews, evaluates, and monitors the delivery of services, and the quality of care, provided to youth in DJJOY-operated facilities and programs, as well as voluntary agencies.
Performs on-site audits and inspections of DJJOY-provided programs and services.
Assesses the quality of services and programs delivered to youth in the care of DJJOY; identifies areas of strength and those in which improvement is needed; and recommends corrective actions to Standards Compliance Analyst 2 (Youth Services).
Provides technical assistance to other OCFS staff to support new initiatives and increase the effectiveness of current practices; assists facilities with the technical implementation of new quality improvement initiatives.
Gathers, organizes, and analyzes quality assurance-related information; documents findings; offers tentative conclusions; and makes recommendations.
Prepares reports and other documents, as directed.
STANDARDS COMPLIANCE ANALYST 2 (YOUTH SERVICES)
Performs the same duties and activities as a Standards Compliance Analyst 1 (Youth Services).
Supervises and leads a team of Standards Compliance Analysts 1 (Youth Services).
Analyzes and interprets established regulatory requirements, policies, and standards to ensure that programs, services, and mental health treatment are delivered in accordance with OCFS policies and New York State and federal laws.
Collects, analyzes, and evaluates data about the effectiveness of program elements and treatment modalities, and recommends remedial action, where indicated.
Conducts quality assurance reviews to investigate complaints and reports of deficiencies; identifies deficiencies, and develops and submits corrective action plans.
STANDARDS COMPLIANCE ANALYST 3 (YOUTH SERVICES)
Performs the same duties and activities as a Standards Compliance Analyst 2 (Youth Services).
Supervises and oversees the work of Standards Compliance Analysts 1 and 2 (Youth Services) statewide.
Consults with youth facility directors, managers, and program and service directors on policy issues that include regulatory requirements and best practices.
Confers with facility executive staff and program managers about the implementation of self-assessment and quality improvement processes.
Revises and implements quality assurance and improvement procedures.
Confers with the Director Youth Services Quality Assurance on facilities levels of compliance with standards, and recommends quality improvement measures.
Oversees the establishment of criteria, development of methods, and use of resources to ensure that policies, practices, and protocols promote data collection consistent with agency goals and practices and any applicable agency settlement agreements.
Creates a quality incident review system to analyze and address complaints and reports of incidents.
Develops protocols to evaluate and measure facility progress toward quality assurance objectives.
DIRECTOR YOUTH SERVICES QUALITY ASSURANCE
Performs the same duties and activities as a Standards Compliance Analyst 3 (Youth Services).
Supervises the Standards Compliance Analyst 3 (Youth Services) in the review, evaluation, and ongoing monitoring of the delivery of services and quality of care and treatment provided to youth in DJJOY facilities.
Oversees the design, development, and implementation of a quality assurance program for DJJOY.
Presents the results of on-site inspection of facilities and analysis of the results to the Deputy Commissioner of DJJOY, in written reports and meetings.
Directs Bureau of Quality Assurance and Improvement staff in providing technical assistance to facility staff to ensure that regulatory requirements are met.
Works with Information Technology staff in the design, implementation, and continual assessment of all pertinent data systems.
MINIMUM QUALIFICATIONS
STANDARDS COMPLIANCE ANALYST 1 (YOUTH SERVICES)
Open Competitive: Bachelors degree and at least one year of experience in a residential facility for court-adjudicated youth, a community multi-services office (CMSO), a community-based program for youth, a county or local government agency that works with vulnerable populations, or in a designated quality assurance program; AND at least one year of quality assurance* experience in a residential facility for court-adjudicated youth, or in an agency or program responsible for providing services to a vulnerable population. A masters degree may substitute for one year of general experience in a residential facility.
