Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Industrial Superintendents are management positions that administer and supervise the industrial programs in maximum and medium security prisons in the Department of Corrections and Community Supervision. Incumbents are responsible and accountable for the overall profitable management of a facilitys industrial program, the security of inmates working in the industrial program, and for determining health and safety standards for all shops under their control in conjunction with OSHA standards.
The Industries program currently includes Construction, Drafting, Foundry, Garment Manufacturing, Machinery Maintenance, Mattress Manufacturing, Metal Products Manufacturing, Printing, Optical Manufacturing, Tool and Die, Sign Manufacturing, Soap Manufacturing, Upholstery, Wood Products Manufacturing, and Abatement (i.e. asbestos abatement).
These positions are only classified in the Department of Corrections and Community Supervision (DOCCS).
DISTINGUISHING CHARACTERISTRICS
ASSISTANT INDUSTRIAL SUPERINTENDENT: principal assistant to Industrial Superintendent in the direction of an extensive Correctional Services Industrial program, or independently in charge of a small industrial program. Incumbents oversee the purchase of raw materials and their manufacture into finished goods; approve written specifications and estimates; correspond with vendors and State agencies; select shop equipment; prepare periodic and special reports of industrial activities; compile bills of materials and cost findings; and exercise supervision over all civilian and inmate employees working in Correctional Services industries.
INDUSTRIAL SUPERINTENDENT: plans and directs an extensive industries program at a State correctional facility, performing similar duties to those of an Assistant Industrial Superintendent, but in a larger industrial program. Incumbents are responsible for the administration of both the business and production aspects of the industrial program, exercising supervision over all civilian and inmate employees either directly or through an Assistant Industrial Superintendent.
SENIOR INDUSTRIAL SUPERINTENDENT: management level positions that work directly with the facility executive team. Incumbents plan and direct an extensive industries program at a State correctional facility, performing similar duties to those of an Industrial Superintendent, but in the largest industrial programs. Incumbents are responsible for the administration of both the business and production aspects of the industrial program, exercising supervision over all civilian and inmate employees either directly or through an Assistant Industrial Superintendent.
RELATED CLASSES
General Industrial Training Supervisors, supervise a group of Industrial Training Supervisors and inmate workers; plan, schedule, and coordinate manufacturing operations for their staff; implement changes in manufacturing operations; and prepare a variety of reports and records. They are classified only in industrial programs at correctional facilities operated by DOCCS and report to a position in the Industrial Superintendent series.
Industrial Training Supervisors 2 and 3, oversee production operations in a specialized area of manufacturing, as indicated by the parenthetic title assigned to each position, and train and supervise prison inmates assigned to the manufacturing program. They are classified only in industrial programs at correctional facilities operated by DOCCS and report to General Industrial Training Supervisors.
ILLUSTRATIVE DUTIES
Develops and implements plans to meet goals and objectives.
Reviews fiscal statements and submits reports on a regular and predetermined basis. Takes corrective action as necessary.
Reviews unit cost and selling prices of products.
Reviews and plans product manufacturing.
Recommends alternative ways to make products to improve quality or reduce costs.
Determines subcontract requirements from other manufacturing facilities.
Conducts studies to formulate plans for the feasibility of new Industrial Modules or products and submits recommendations.
Develops production requirements.
Coordinates with Production Control Manager and develops production standards on the basis of the production schedule.
Monitors production scheduling to satisfy customer and stock requirements. Makes changes as necessary.
Establishes rules and regulations of plant operations and methods of manufacturing to ensure efficiency.
Monitors quality control standards set by Quality Control Department.
Prepares and justifies annual business plan.
Establishes both civilian and inmate staffing requirements and develops equipment requirements.
May participate in the update and review of facility procedures and internal controls for purpose of maintaining facility accreditation.
May supervise, train, and/or schedule civilian employees and/or inmate workers, including preparing evaluations and/or counseling employees and/or inmate workers.
Verifies and signs all inmate payrolls.
Reviews and initiates disciplinary procedures and responds for first step grievance procedure.
May assist with, conduct, and/or make determinations on inmate disciplinary hearings.
May serve on good behavior time allowance committees as outlined in Title 7, Chapter 5: Procedures for Standards of Inmate Behavior and for Granting Good Behavior Time Allowances.
Reviews inmate incentive allowance reports including eligibility for promotions and raises.
MINIMUM QUALIFICATIONS
ASSISTANT INDUSTRIAL SUPERINTENDENT
Promotion: one year of permanent competitive service as a Production Control Supervisor, Quality Control Supervisor, or General Industrial Training Supervisor (including parenthetics).
Open-Competitive: three years of satisfactory experience in industrial engineering, one year of which involved supervisory responsibility for manufacturing operations; or five years of satisfactory experience in the supervision and planning of manufacturing operations. A Bachelors Degree in engineering or business administration may be substituted for two years of experience.
INDUSTRIAL SUPERINTENDENT
Promotion: one year of permanent competitive service as an Assistant Industrial Superintendent.
Open-Competitive: eight years of satisfactory experience in industrial engineering, one year of which involved supervisory responsibility for manufacturing operations. An associates degree in business administration, engineering, mathematics or the physical sciences may substitute for two years of specialized experience. A bachelors degree in the above fields may substitute for four years; a masters degree in the above fields may substitute for one additional year; a Ph.D. in the above fields may substitute for two additional years.
SENIOR INDUSTRIAL SUPERINTENDENT
Promotion: one year of permanent competitive service as an Industrial Superintendent, or two years of permanent competitive service as an Assistant Industrial Superintendent.
Open-competitive: nine years of satisfactory experience industrial engineering, two years of which involved supervisory responsibility for manufacturing operations. An associates degree in business administration, engineering, mathematics or the physical sciences may substitute for two years of specialized experience. A Bachelors Degree in the above fields may substitute for four years; a masters degree in the above fields may substitute for one additional year; a Ph.D. in the above fields may substitute for two additional years.
