BRIEF DESCRIPTION OF CLASS
Correctional Facility Program Administrators are management positions which oversee all Program Services areas within a small correctional facility, including: Academic and Vocational Education; Guidance and Counseling Services; Alcohol & Substance Abuse Treatment (ASAT) Programs; Ministerial, Family, and Volunteer Services; Transitional Services; General and Law Library Services; and Special Subjects. The incumbent functions as a member of the facility executive team, routinely acts as Officer-of-the-Day, may act in the capacity of the Facility Superintendent during his/her absence, and often represents the facility in Labor/Management meetings.
Positions are classified only at the Department of Corrections and Community Supervision (DOCCS).
DISTINGUISHING CHARACTERISTICS
CORRECTIONAL FACILITY PROGRAM ADMINISTRATOR: management level; classified in Correction Camps, Shock Incarceration facilities, and other small correctional facilities; performs duties similar to those of Deputy Superintendents for Program Services 2 & 3 found in larger correctional facilities.
ILLUSTRATIVE DUTIES
Oversees all Academic and Vocational Education programs within the correctional facility.
· Establishes all inmate work, program and treatment assignments.
· Reviews existing facility programs to determine their effectiveness and efficiency.
· Recommends and implements changes as necessary.
· Oversees the recruitment and hiring of new staff.
· Periodically reviews staff training programs, determining effectiveness and making modifications as needed.
· May enlist the assistance of the Training Lieutenant and the Main Office Training Unit to provide supplementary specialized training to new staff; in appropriate areas of expertise, may personally provide training to subordinate staff.
· On an annual basis, prepares performance programs and evaluations of subordinate staff with recommendations concerning levels of performance, performance improvement, termination, and needed training.
· Functions as Chairperson of the Program Committee, Temporary Release Committee, and Time Allowance Committees.
· With the facility Institution Steward, coordinates the provision of space and the ordering of equipment and supplies.
· With other Executive Team members, arranges for the rescheduling of inmates to ensure that they can take advantage of programs offered.
Supervises all Counseling and Substance Abuse Treatment programs within the facility.
Supervises Ministerial, Family, and Volunteer Services.
Supervises Transitional Services, Law Library and general Library Services, and Special Subjects.
As assigned, assumes responsibility for employee disciplinary and grievance matters within the facility.
May act as Superintendent of a correctional facility in the absence of the Superintendent.
Serves as Officer-of-the-Day during assigned weekends, holidays, and other designated periods.
Serves as a member of the Facilitys Executive Committee.
MINIMUM QUALIFICATIONS
Promotion: three years of permanent competitive service in the Department of Corrections and Community Supervision, including one year of permanent competitive service in a correctional program title allocated at or equivalent to Grade 22 or higher; OR three years of permanent competitive service in the Department of Corrections and Community Supervision, including two years of permanent competitive service in a correctional program title allocated at or equivalent to Grade 19 or higher.
