Brief Description of CLASS Series
Positions in
this series provide technical assistance and services to
improve job opportunities for persons with disabilities.
These positions are classified only in the State Education Department.
DISTINGUISHING CHARACTERISTICS
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 1: full performance level; provide technical assistance for the integrated programs and supported employment programs within a District Office service area directed toward improving job opportunities for persons with disabilities.
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 2: responsible for outreach, marketing, and employment development activities for a geographic area.
RELATED CLASSES
Vocational Rehabilitation Counselors provide counseling and coordinate the provision of a broad range of services to enable people with disabilities to gain or re-gain employment. They refer the clients to appropriate job openings and assist them in finding employment opportunities, but spend the majority of their time providing direct services to their clients rather than developing job opportunities for persons with disabilities in general.
ILLUSTRATIVE DUTIES
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 1
Provide technical assistance for the integrated programs and supported employment programs to improve job opportunities for persons with disabilities within a service area.
Assist in the development and implementation of private/public partnerships and marketing activities to develop employment opportunities for persons with disabilities.
Communicate the availability of job openings to district office counseling staff and to local employment preparation services such as BOCES and schools.
Assist in the development of marketing plans for the district office catchment area.
Develop a monitoring plan designed to assure consumers placement in the least restrictive work environment.
Develop seminars and job search groups for consumers.
Communicate job leads, marketing concepts, and labor force information to district office staff; and network closely with service providers.
Coordinate all aspects of the supported employment program in the district office.
Develop linkages with municipal governments to promote hiring under §55a/b/c of the Civil Service Law and/or Schedule A.
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 2
Coordinate the development plans to increase employment opportunities for persons with disabilities for an assigned region of the State.
Develop and maintain a network of regional private and public partners including providers of employment preparation services.
Confer with Central Office and district office staff to coordinate regional strategies, goals, and policies to improve integrated employment opportunities.
Assist district office staff and Employment Specialists for Individuals with Disabilities 1 in the development of knowledge, skills, and strategies for developing and implementing marketing plans.
Coordinate regional plans with public and private economic development entities and initiatives to ensure inclusion of persons with disabilities in regional workforce plans.
Assist companies, county, State and federal government offices, business partners and industry associations, union locals, and district councils in developing recruitment activities to attract qualified candidates with disabilities.
Provide technical assistance to district offices and other interested parties.
May supervise.
MINIMUM QUALIFICATIONS
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 1
Open Competitive: bachelor's degree and three years of experience in originating employment programs resulting in new and increased employment opportunities for people with disabilities. This experience must have included job development and creation of targeted marketing plans directed toward hiring persons with disabilities. One year of this experience must have included either preparation and delivery of presentations to business groups on employing persons with disabilities or negotiating agreements to hire persons with disabilities.
A masters degree may substitute for one year of experience.
EMPLOYMENT SPECIALIST FOR INDIVIDUALS WITH DISABILITIES 2
Promotion: one year of permanent service as an Employment Specialist for Individuals with Disabilities 1.
