BRIEF DESCRIPTION OF CLASS
SERIES
Deputy Superintendents
for Security Services are responsible for the overall enforcement of laws,
rules, and regulations and, as such, administratively direct all security
functions to ensure the safety and security of inmates, employees, and visitors
at the facility to which they are assigned. Incumbents manage all security
services of the facility; develop appropriate procedures for security, custody,
control of the facility, and emergency situations; ensure proper staffing
coverage, including relief arrangements; supervise security personnel; prepare
and maintain custodial staffing reports; administer the issuance of keys,
locks, weapons, and protective and other equipment from the key room and
arsenal; control contraband; maintain proper count of inmates assigned to the
facility; regulate inmate movement within the facility; regulate inmate
movement from facility for outside trips; oversee the general care and well-being
of inmates and the custody of inmate personal property; participates in labor
relations activities; prepare budget requests relevant to the security services
at the facility; assume management responsibility in the absence of the
facilitys superintendent; and serve as a member or chairman of various
committees.

are classified in the Department of Corrections and Community Supervision (DOCCS).
DISTINGUISHING
CHARACTERISTICS
DEPUTY
SUPERINTENDENT FOR SECURITY SERVICES 2: non-competitive; management level;
supervises Correction Captains and/or Lieutenant; responsible for administratively
directing all security functions at a correctional facility with an inmate
population of between 400 and 699.
DEPUTY
SUPERINTENDENT FOR SECURITY SERVICES 3: non-competitive; management level;
supervises Correction Captains and/or Lieutenant; responsible for
administratively directing all security functions at a correctional facility
with an inmate population of 700 or more. Positions at this level are also
classified in all maximum security level correctional facilities and the
Bedford Hills Correctional Facility.

Incumbents of
positions of Deputy Superintendent for Program Services, Deputy Superintendent
for Administrative Services, and Deputy Superintendent of Correctional Health
Care Facility, also work under the direction of a Superintendent of
Correctional Facility and are responsible for the programs, administration, and
health care functions at a correctional facility.
ILLUSTRATIVE DUTIES
DEPUTY
SUPERINTENDENT FOR SECURITY SERVICES 2 AND 3:
Responsible for all security
services functions at the correctional facility to which assigned.
- Executes departmental policy
and directives of superiors concerning security services matters.
- Develops facility security plan,
reviews and updates as necessary.
- Ensures that all security
assignments performed by Correction Captains, Correction Lieutenants,
Correction Sergeants, and Correction Officers are carried out in
accordance with departmental policy.
Develops and continually evaluates
procedures for security, custody, control of the facility and emergency
situations.
- Regularly reviews all emergency
procedures with subordinate supervisors.
- Arranges proper training and
preparedness exercises in accordance with emergency response procedures.
- Educates facility employees in
general with regard to the procedures that must be followed in the event
of various types of emergencies.
- Supervises, plans, and
personally participates in the training of all facility security personnel
with regard to the proper use of weapons, chemical agents, and protective
equipment for possible use in an emergency situation.
- Promotes verbal and written
communications describing problems that have arisen in the operation of
the facility.
- Evaluates such problem areas
through on-site inspection and consultation with immediate subordinates
and other personnel concerned with a situation.
- Develops solutions within the
policies of the Department which are consistent with existing laws, rules,
and regulations.
- Makes decisions and disseminates
necessary information to appropriate personnel in order to effectuate
alternative procedures.
Ensures proper security staffing
for the facility.
- Determines physical staffing
requirements necessary to carry out policy and directives based on
security considerations.
- Determines specific delegations
of authority in security areas, assigning personnel to facility locations
as appropriate to achieve maximum support for operational activities and
proper direction of staff.
- Formulates particular facility
procedures to carry out policy and directives, disseminating same by way
of written orders and verbal communications as necessary.
- Participates in the delineation
and description of manpower posts for the effective operation of the
facility.
- Reviews recommendations and
drafts formal requests for additional or otherwise modified coverage.
- Ensures that daily coverage is
provided for all critical posts via subordinate supervisors; determines
which non-critical posts can be suspended; and approves all related shift
assignments.
Supervises security personnel and
civilian support staff assigned to security.
- Establishes reporting
procedures to determine compliance with directives and procedures.
- Evaluates subordinate Captains
and civilian support staff.
- Reviews all marginal and
unsatisfactory appraisals of security personnel and civilian support staff
and counsels such employees in an effort to improve performance.
- Reviews the work of subordinate
supervisors and civilian support staff and provides them with the
necessary corrective guidance and/or criticism to develop self confidence,
proficiency, and proper work habits on the part of his/her staff.
- Devises methods to expose
subordinate supervisors to increasing degrees of responsibility,
recognizing those capable employees whose performance merits such action.
- Directs implementation of
appropriate training programs.
- Trains all subordinate
supervisors and provides them with a good working knowledge of their
assignments in the objectives of their facility and the Department.
- Conducts regular inspection
tours of the facility.
- Conducts periodic unscheduled
night inspections of the facility.
- Counsels, corrects, and prepares
disciplinary reports of infractions, if necessary.
- Institutes appropriate
disciplinary action where necessary, in conjunction with the Deputy
Superintendent for Administrative Services.
In conjunction with the Deputy
Superintendent for Administrative Services and the Plant Superintendent,
develops an adequate program to ensure the proper sanitation of the
correctional facility.
- Assigns areas of responsibility
to custodial personnel to oversee proper cleaning of all areas.
- Supervises the preparation of
schedules by subordinate supervisors for such cleaning of all areas,
assisting in the determination of inmate manpower necessary to support
civilians employed in such capacity.
- Inspects and/or supervises the
inspection of the facility to ensure cleanliness in all areas.
- May recommend equipment and
supplies necessary to successfully affect such sanitation program.
Administers the issuance of keys,
locks, weapons, and protective and other equipment from the key room and
arsenal.
- Controls the dissemination of
keys to appropriate personnel through subordinate supervisors.
- Devises practices for movement,
employment, control, and maintenance of weapons, protective equipment, and
other related items.
Controls contraband.
- Ensures that all personnel in
the facility are familiar with contraband items through subordinate
supervisory officers.
- Ensures that all personnel are apprised
of new types of contraband as the need arises through subordinate
supervisors.
- Orders frequent irregular
searches to discover contraband.
- Oversees the proper and regular
inspection of incoming materials.
- Arranges for thorough searches
of inmates who have had contact with visitors, or who have been outside of
the facility prior to their re-entry into the inner institution.
- Institutes appropriate
disciplinary action against inmates found to be in possession of contraband.
Maintains proper count of inmates
assigned to the facility.
- Assigns subordinate supervisory
officers to maintain inmate counts on proper forms to certify the accuracy
of the facility count.
- Ensures that Correction Officers
take a proper master count of inmates at the facility seven times per day.
- Ensures that Correction
Officers maintain a current record of the location of inmates.
- Evaluates procedures for taking
inmate counts, modifying and approving as necessary.
Regulates inmate movement within
the facility.
- Prepares schedules through
subordinate supervisors to facilitate inmate movement to and from
programs, meals, recreation, showers, and all other activities.
- Ensures that sufficient
officers are assigned to provide security and control of resident movement
and that schedules are met.
- Investigates and surveys inmate
movement to identify potential problem areas and update procedures.
- Coordinates custodial
activities with other facility programs.
Oversees the general care and
well-being of inmates and the custody of inmate personal property.
- Supervises investigations and
follows up on inmate complaints, problems, and information provided by
subordinate staff members pertaining to problems of inmates.
- May personally interview
inmates and discuss problems in more serious situations.
- Supervises checks of supplies,
clothing, and hygienic needs of inmates.
- Supervises routine checks on
housing conditions of inmates.
- Recommends procedures relating
to food service as relates to the security of the facility.
- Ensures that written responses
are returned to inmates who have submitted written inquiries.
- Refers inmates with problems
which are drawn to his/her attention to appropriate personnel within his
own area, or within other divisions for resolution.
- Advises subordinate officers
regarding appropriate procedures to be taken in the investigation of
inmate problems, including directing the proper method of documenting
investigations.
- May assign specific subordinate
officers to conduct investigations as defined by him/her; may analyze the
results of such investigations.
Participates in labor relations
activities.
- Reviews disciplinary reports of
subordinate supervisors.
- Determines which level of
supervision should administer each case.
- Administers important cases
requiring formal action in conjunction with the Deputy Superintendent for
Administrative Services.
- Refers matters to the
Superintendent, requesting his/her counsel on matters, as appropriate.
- Implements the union contract
for security services in relation to job assignments, time off, and all
other terms and conditions of employment in direct conjunction with the
Deputy Superintendent for Administrative Services.
- Advises subordinate security
supervisors regarding the processing of grievances and other employee
relation problems of both formal and informal natures, and refers matters
to the Deputy Superintendent for Administrative Services as necessary.
- Attends conferences with labor
relations and aggrieved employees.
- Attends labor/management
meetings to remain abreast of developing issues.
- Conducts conferences with
representatives of officers and supervisors to facilitate better
communications with union representatives.
- May discuss changing practices
with union representatives and employee organizations prior to
implementing changes.
- May answer grievances and
attend grievance hearings as necessary.
Assumes management responsibility
of an absent Superintendent.
- Executes all Department policy,
rules, and regulations relating to all activities at the facility and
provide necessary leadership.
- Discharges all normal functions
of the Superintendent.
- Serves as Officer-of-the-Day on
assigned weekends, holidays or other designated period.
- Remains on call to receive all
emergency or extraordinary messages at any time of the day or night for
the period when acting as designated Officer-of-the-Day.
Serves as member of the Executive
Committee at the facility.
- Attends meetings with other
Deputy Superintendents and management staff to discuss overall policies
relating to the operation of the facility.
- Presents recommendations to
resolve problems in the area of security services.
- Evaluates present activities
and operations at the institution in collaboration with other members of
the Executive Committee.
- Implements directives of the
Executive Committee concerning the security areas.
May act or serve as a member of
the Time Allowance Committee, Training Committee, Media Review Committee,
Safety Committee, Inmate Classification Committee, and any other committee as
directed by the Superintendent.
Prepares Budget requests relevant
to the security services at the facility.
- Reviews requests from custodial
employees to assist in determining projected needs for the next fiscal
year.
- Projects manpower and equipment
expense for the next fiscal year.
- Justifies budget requests at
the facility level pertaining to the security services area.
Oversees inmate disciplinary
procedures.
- Acts in a quasi judicial
capacity in weighing all evidence and statements pertaining to
disciplinary charges against an inmate.
- Evaluates evidence and makes
decisions sustaining or dismissing charges.
- Establishes penalties within
the framework of Departmental procedures.
- May act as Superintendent
designee to handle Tier 2 appeals and discretionary reviews of Tier
hearings.
MINIMUM QUALIFICATIONS
DEPUTY
SUPERINTENDENT FOR SECURITY SERVICES 2 AND 3:
Non-Competitive: three
years of experience in a position in the Department of Corrections and
Community Supervision, including one year of experience in a security/custodial
position allocated to Grade 22 or higher; or three years of experience in a
position in the Department of Corrections and Community Supervision, including
two years as a Correction Lieutenant.
