BRIEF DESCRIPTION OF CLASS SERIES

The Assistant Directors and Director Unclaimed Property Services oversee the operations of the Office of the State Comptroller’s (OSC) Office of Unclaimed Funds (OUF). OUF conducts outreach to seek out the rightful owners of abandoned property, issues refunds, and transfers surplus funds to the State’s General Fund. These positions direct the processing of claims, securities, and production of reports related to New York State Abandoned Property Law, and oversee Unclaimed Property Applications Clerks who ensure OSC’s rules and procedures are followed when processing claims made on abandoned property held in trust by the State of New York.

 

These positions are only classified at the Office of the State Comptroller.

 

DISTINGUISHING CHARACTERISTICS

 

ASSISTANT DIRECTOR UNCLAIMED PROPERTY SERVICES: manages the daily operation of either the Claimant Services, Securities and Reports Management, or Systems program areas; directly supervises Unclaimed Property Applications Clerks 5; assists in formulating policies, procedures, standards and guidelines.   

 

DIRECTOR UNCLAIMED PROPERTY SERVICES: one-position class; oversees various programs within the Office of Unclaimed Funds; directly supervises Assistant Directors Unclaimed Property Services under the direction of an exempt Director Bureau Unclaimed Property.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT DIRECTOR UNCLAIMED PROPERTY SERVICES: under the general direction of the Director Unclaimed Property Services, directs and coordinates functions within a program area; manages staff who conduct abandoned property report processing, remittance reconciliation, report processing functions, securities claims determinations, securities handling, liquidations, and audits; implements changes and enhancements to ensure compliance with laws, policies and regulations; assists in development of short and long-term strategic goals; oversees development and application of internal control systems; directs the planning of all system enhancements within OUF; directs creation and distribution of securities related communications; oversees the maintenance and recording of abandoned property records; serves as liaison to financial institutions, brokers, transfer agents, contract vendors, reporting organizations, security industry professionals, and other State entities; coordinates reciprocity agreements to facilitate exchange of funds with other States; regularly communicates with OUF customers; presents at conferences, seminars and media events to educate the public about OUF; keeps abreast of industry trends, legislation, changes in federal and State laws and practices; researches new and emerging audit approaches; serves as a member of the OUF management team; makes recommendations for change in police or law; works with legal staff on issues pertaining to abandoned property; and assists in preparation for administrative and legislative hearings.

 

DIRECTOR UNCLAIMED PROPERTY SERVICES: under the general direction of an exempt Director Bureau Unclaimed Property, plans and directs the activities of the Claimant Services, Securities and Reports Management, and Systems sections; oversees the Abandoned Property Fund by authorizing disbursements and transfers; monitors reporting organization compliance with requirements of the Abandoned Property Fund; directs the recording, transfer, liquidation and sale of securities and the recording and proper accounting of dividends and interest; directs the maintenance, recording and retention of pertinent abandoned property records; acts as liaison between OUF and the State’s financial institutions and other State agencies; analyzes new or proposed legislation affecting administrative operations of OUF and makes recommendations to increase efficiencies; identifies needs and develops plans to enhance systems; confers with representatives of banks, insurance companies, utility corporations, stockbrokers, and the general public; prepares and distributes handbooks and other written instructions and communications in accordance with Abandoned Property Law amendments; and participates in the formation and implementation of policy decisions.

 

MINIMUM QUALIFICATIONS

 

ASSISTANT DIRECTOR UNCLAIMED PROPERTY SERVICES

 

Promotion: one year of service as an Unclaimed Property Applications Clerk 5 or an Associate Abandoned Property Accounts Auditor.

 

DIRECTOR UNCLAIMED PROPERTY SERVICES

 

Promotion: one year of service as an Assistant Director Unclaimed Property Services.
