Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series oversee the establishment and management of contracts for goods and services needed by government entities across the State, including agencies, local governments, and other authorized users.

 

These positions are classified only at the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

PROCUREMENT MANAGER 1:  first managerial level; under the general direction of a Procurement Manager 2, directs strategic sourcing initiatives and manages multiple contract management teams in the strategic sourcing process for goods, services or projects.  The positions typically supervise Contract Management Specialists 2 and 3. 

 

PROCUREMENT MANAGER 2: second managerial level; under the general direction of executive staff, provides leadership of the enterprise procurement organization, including the development and implementation of agency policies, procedures, programs, and management systems pertaining to procurement, strategic sourcing, contract management, and related activities.  The positions directly supervise Procurement Managers 1. 

 

ILLUSTRATIVE DUTIES

 

PROCUREMENT MANAGER 1

 

·       Supervises teams of Contract Management Specialists in the development and execution of procurement methodologies in several categories.

 

·       Manages a multi-million dollar contract portfolio consisting of several procurement category types.

 

·       Directs and trains teams in data gathering and analysis, and prepares procurement strategies for contract development and implementation.

 

·       Identifies and investigates continuous improvement opportunities within Statewide Procurement, evaluates and proposes improvements to existing supplier issues, and proposes efficiencies and cost savings solutions to executive staff.

 

·       Guides teams in developing and implementing assorted bid documents and requests, and manages status reporting and performance metrics of these procurement activities.

 

·       Ensures compliance with all legal and agency requirements.

 

·       Performs the full range of administrative supervisory responsibilities.

 

PROCUREMENT MANAGER 2

 

·       Leads and manages acquisition reform initiatives in support of statewide sourcing programs and initiatives.

 

·       Plans, manages, and directs the selection, negotiation, award, administration, and close-out of procurement contracts, financial assistance instruments, and interagency agreements.

 

·       Serves as the approving authority for centralized procurement contracts, financial assistance instruments, and interagency agreements.

 

·       Represents the agency in the negotiation of contracts and other agreements with commercial, non-profit, government, and educational institutions.

 

·       Directs and coordinates the management, administration, and oversight functions for contracts and other agreements that are awarded by the agency.

 

·       Meets with high level executives in government and the private sector in order to promote acceptance of procurement policies and practices.

 

·       Manages the resolution of disputes, complaints, and issues raised by contractors, State agencies, elected officials and others, rendering decisions as appropriate.

 

·       Performs the full range of administrative supervisory responsibilities.

 


 

MINIMUM QUALIFICATIONS

 

PROCUREMENT MANAGER 1

 

Promotion: one year of permanent competitive service as a Contract Management Specialist 3 or Purchasing Team Leader. 

 

PROCUREMENT MANAGER 2

 

Promotion: one year of permanent competitive service as a Procurement Manager 1 OR two years of permanent competitive service as a Contract Manager Specialist 3 or Purchasing Team Leader.
