Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

Positions in this title series conduct or manage the review and examination of payments for materials, equipment, supplies, services, leases, grants, State aid, travel expenses and capital construction projects, processed by State agencies. State Expenditures Examiners process liens and offsets; examine payment intercepts and interventions; maintain the Statewide Financial System (SFS) Vendor File; advance initiatives for vendors to do business with the State electronically; recommend system enhancements; and assist SFS users. Incumbents may also perform audit support activities.

These positions are only classified at the Office of the State Comptroller.

DISTINGUISHING CHARACTERISTICS

 

STATE EXPENDITURES EXAMINER 1: performs examinations related to the payment and approval of expenditures; supervises clerical staff.

 

STATE EXPENDITURES EXAMINER 2: supervises State Expenditure Examiners 1 and clerical staff that perform examinations of payments.

 

STATE EXPENDITURES EXAMINER 3: supervises multiple teams of State Expenditures Examiners 1 and 2 performing payment examinations.

RELATED CLASS

 

State Program Examiners conduct or manage financial and performance audits and attestation engagements of New York State and New York City agencies, public benefit corporations, and for-profit and not-for-profit organizations that contract with a State agency to ensure that programs achieve their established goals, funds are used efficiently and in compliance with applicable laws, rules, and regulations, and assets are protected against fraud, waste and abuse.

ILLUSTRATIVE DUTIES

STATE EXPENDITURES EXAMINER 1: perform activities that support daily expenditure processing such as operating the bureau help desk; provide customer service and outreach; process liens, offsets and payment intercepts and interventions; maintain the SFS Vendor File; process annual 1099 reports for federal reporting purposes; respond to FOIL requests and requests for SFS data; process payment cancellations, payment reissues and wire payments; test SFS enhancements and changes; analyze and evaluate SFS processes and procedures to identify system defects; determine the impact of the defect on processing and identify corrective action; and work on special projects as required.

 

STATE EXPENDITURES EXAMINER 2: supervise State Expenditures Examiners 1 performing activities that support daily expenditure processing;  supervise the operation of the bureaus help desk and customer service activities; process liens, offsets, and payment intercepts and interventions; maintain the SFS Vendor File; process annual 1099 reports for federal reporting purposes; respond to FOIL requests and requests for SFS data; process payment cancellations, payment reissues, and wire payments; and work on special projects as required.

 

STATE EXPENDITURES EXAMINER 3: supervise multiple State Expenditures Examiners 2 or State Program Examiners 2 who lead the activities that support daily expenditure processing; manage multiple examinations, support, and operational activities; oversee staff development and evaluations; perform outreach activities to state agencies to effect accurate and timely payment processing; and address other issues that may require troubleshooting by an agency. 

MINIMUM QUALIFICATIONS

 

STATE EXPENDITURES EXAMINER 1

Promotion: one year of permanent competitive service as an Office Assistant 3 (Calculations) or an Accountant Aide.

 

STATE EXPENDITURES EXAMINER 2

 

Promotion: one year of permanent competitive service as a State Expenditures Examiner 1.

 

STATE EXPENDITURES EXAMINER 3

 

Promotion: one year of permanent competitive service as a State Expenditures Examiner 2.
