Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Casualty Insurance Analysts provide centralized insurance expertise for State entities, along with access to commercial insurance products for risk management needs throughout New York State. These positions are classified only in the Office of General Services.   

 

DISTINGUISHING CHARACTERISTICS

 

All positions are in the non-competitive jurisdictional class.

         

CASUALTY INSURANCE ANALYST 1: full performance level; under the direction of a Casualty Insurance Analyst 2, provides detailed insurance coverage options and pricing to State entities, provides detailed review of insurance documentation for contractual insurance requirement compliance, and may supervise lower level staff.

 

CASUALTY INSURANCE ANALYST 2: first supervisory level; under the direction of the Casualty Insurance Analyst 3, supervises two or more Casualty Insurance Analysts 1; and oversees the development of Broker of Record (BOR) contracts.

 

          CASUALTY INSURANCE ANALYST 3: second supervisory level; under the direction of the Insurance Services Manager, functions as assistant director and oversees the daily operations of the OGS Bureau of Risk and Insurance Management (BRIM); and, administratively supervises Casualty Insurance Analysts 2.

 

ILLUSTRATIVE DUTIES

 

CASUALTY INSURANCE ANALYST 1: negotiates, develops, prepares, reviews, and provides insurance requirements requested by State entities, and communicates contractual risks to customers. Works directly with insurance brokers to provide required policy information. Consults with State agencies, Public Benefit Corporations, and other State entities to review insurance needs to meet contract requirements or State mandated policy. Prepares applications to submit to the BOR, works with BOR and insured throughout policy procurement to ensure accurate and timely responses are received, and evaluates proposals submitted by the BOR for policy procurement. Answers questions and concerns from State contractors and other agency partners. Manages requests for certificates of insurance through the BOR to ensure accuracy and timeliness. Manages the entire claims process from reporting to closeout. Serves as the lead contact for State's master policies; works with other OGS staff and BOR to add project endorsements to the policy and completes quarterly audits. Conducts monthly and/or quarterly audits on master policies. Reviews insurance documentation to ensure compliance with contract terms and provides guidance to resolve any discrepancies. Researches cost saving strategies pertaining to self-retention and federal regulations such as Federal Emergency Management Agency disaster regulations.

 

CASUALTY INSURANCE ANALYST 2: supervises a team of Casualty Insurance Analysts 1; trains staff to address regulatory compliance issues by consulting on risk managements and insurance issues; leads staff to respond to routine and emergency coverage requirement requests. Oversees the development of BOR contracts, reviews and scores submissions, and manages existing BOR contracts. Provides oversight and guidance in the preparation of correspondence for monitoring of insurance files related to BOR contracts.  Oversees accuracy and completion of audits to ensure control requirements are met. Works with the BOR and insured throughout policy procurement to verify the policy meets contract and/or State policy requirements; reviews insurance documentation to ensure compliance with contract terms and provides related technical assistance. Oversees processed certificates of insurance for the insured through the BOR for accuracy and timeliness. Performs the full range of supervisory duties such as performance evaluations and time and attendance.

 

CASUALTY INSURANCE ANALYST 3: represents BRIM and OGS at meetings, conferences, and in negotiations with the Attorney General’s Office, the State Insurance Department and other State agencies. Establishes program goals, budget, and other agency-wide priorities. Surveys the insurance needs of State departments, agencies, public benefit corporations, and public authorities; prepares insurance coverage plans to meet customer needs; reviews existing insurance contracts to ensure adequacy of coverage. Develops and negotiates the most difficult insurance contracts with the Insurance Services Manager; reviews contracts negotiated by subordinate staff. Works directly with the Insurance Services Manager to establish insurance policy standards in contracts and statewide to mitigate risk. Negotiates the most difficult policy placements with BOR and insurance carriers for a variety of special events. Oversees networked computer operation to provide policy rates and necessary reporting documents with existing or new data bases and systems. Manages the settlement of insurance claims against the State, working closely with the Insurance Services Manager, Attorney General, and the various insurance carriers involved. Ensures that insurance policies covering construction contractors are fully protective of the state, including bilateral and multilateral agreements with municipalities, authorities, and other governmental bodies. Works with BOR and insurance carriers in the development and implementation of safety and accident prevention programs.  Oversees subordinate staff in their review of quoted insurance premiums to determine the equitability of premiums paid by the State based on the insurance coverage required and purchased. Ensures that purchase orders for insurance are reviewed and approved accordingly prior to payment by the Office of State Comptroller. Reviews new insurance legislation to ensure compliance; amends existing State insurance contracts to comply with mandated changes. Performs the full range of administrative supervisory duties such as performance reviews and time and attendance.

 

MINIMUM QUALIFICATIONS

 

CASUALTY INSURANCE ANALYST 1

 

Non-competitive: six years of experience* in commercial insurance, two years of which must include insurance customer service, insurance broker or insurance underwriting experience.

 

CASUALTY INSURANCE ANALYST 2

 

Non-competitive: one year of permanent service as a Casualty Insurance Analyst 1; or seven years of experience* in commercial insurance, three years of which must include insurance customer service, insurance broker or insurance underwriting experience.

 

CASUALTY INSURANCE ANALYST 3

 

Non-competitive: one year of permanent service as a Casualty Insurance Analyst 2; or eight years of experience* in commercial insurance, four years of which must include insurance customer service, insurance broker or insurance underwriting experience. One year of the experience must have been at a supervisory level. 

 

*Substitutions: An associate’s degree may substitute for two years of the general experience or a bachelor’s degree may substitute for four years of the general experience; a master’s degree may substitute for one additional year of the general experience.
