Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS

 

        Positions in this class provide risk management, self-retention and insurance services to State agencys public authority and public benefit corporation customers.

 

        These positions are classified only in the New York State Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

        INSURANCE CLAIMS ADMINISTRATOR:  supervisory level; under the general direction of higher level staff, the positions oversee the processing of liability claims resulting from the operation of the States motor vehicle fleet; purchase insurance policies as required by State entity customers; act as a liaison to all parties involved with the program; prepare and submit claims to the Third Party Administrator, and audit files; and supervise administrative and support staff. 

 

ILLUSTRATIVE DUTIES

 

·        Prepares and submits motor vehicle claims under the Self Retention Auto Program to third party administrators and the Department of Law.

 

·        Maintains paper and electronic files in relation to motor vehicle claims.

 

·        Reviews third party administrators adjustment reports and investigative files to ensure the third party correctly sent evaluations and settlement offers to the Department of Law.

 

·        Assesses the potential of collecting property damage to state motor vehicles caused by negligent third parties.

 

·        Prepares and submits insurance submissions to contracted brokers.

 

·        Evaluates proposals from different insurance carriers submitted by contracted brokers.

 

·        Reviews insurance policies against selected proposals and processes changes to these policies as requested or required by state entity customers.

 

·        Consults with state entity customers on the need or desire for new insurance coverage.

 

·        Produces identification cards for state motor vehicles.

 

·        Processes requests for certificates of insurance through the contracted brokers.

 

·        Administers an agency accident preventability policy and safe driver program.

 

·        Acts as liaison to state entity customers and all other involved parties, including all contractors and agency partners.

 

·        Consults on the development, implementation, and management of office systems that encompass both the States Self-Retention Auto Program and the States Insurance Procurement Program.

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  seven years of experience in insurance claims adjustment and/or auditing of insurance claims files for compliance with New York State laws, rules, and regulations. This experience must have included establishing policies and procedures, establishing reserves for potential settlement amounts, and supervising staff.  College study may be substituted on a year for year basis for up to four years of the required experience with thirty college credits equaling one year of experience.
