Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series supervise and conduct financial audits of all Department of Labor grants, agreements, and contracts with local areas, State agencies, and other program providers funded by the Federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training program funding streams and grants.

 

These positions are only classified at the Department of Labor within the Financial Oversight and Technical Assistance (FOTA) Unit of the Division of Employment and Workforce Solutions.

 

DISTINGUISHING CHARACTERISTICS

 

EMPLOYMENT & TRAINING FISCAL AUDITOR 2: first supervisory level; supervises Senior Auditors conducting financial audits or oversight reviews.

 

EMPLOYMENT & TRAINING FISCAL AUDITOR 3: supervises a regional office.

Unemployment Insurance Auditors supervise and oversee Unemployment Insurance (UI) contribution enforcement and collection field audits, hold conferences with employers to resolve issues and clarify information regarding contribution enforcement laws and reporting requirements, and oversee various aspects of UI compliance in central office.

 

ILLUSTRATIVE DUTIES

 

          EMPLOYMENT & TRAINING FISCAL AUDITOR 2

 

Plan, assign and conduct financial audits and oversight reviews to ensure that local areas and Department of Labor contracts utilize necessary fiscal, audit and accounting procedures.

 

Conduct entrance conferences to explain purpose and scope of audit or oversight review and any potential problems.

 

Ensure all costs and activities conform to the cost principles and administrative requirements outlined in the Federal Uniform Guidance.

 

Ensure all costs and activities confirm to the cost principles and administrative requirements outlined in the former Office of Management and Budget (OMB) Circulars A 21, A 87, and A 122 and Uniform Administrative Requirements in OMB Circulars A 102 and A 110 for federal funds awarded before December 26, 2014. For federal funds awarded after December 26, 2014, ensure conformance to requirements outlined in the current Federal Uniform Guidance.

 

Review work papers for accuracy, completeness and compliance with procedures to ensure that Generally Accepted Governmental Auditing Standards and American Institute of Certified Public Accountants (AICPA) Statements on Auditing Standards are met.

 

Review original work papers to ensure validity of audit findings.

 

Act as a team leader when conducting large audits or oversight reviews.

 

Supervise and train Senior Auditors.

 

Supervise the desk review of local area audits to ensure compliance with State and Federal audit requirements under  the Federal Uniform Guidance.

 

Review corrective actions based on department audit findings and implemented by local areas.

 

Assistant in refining the audit and oversight review program by providing technical expertise and detailed knowledge of procedures.

 

Assist in conducting the Contractor Assistance Program.

 

Provide technical assistance to local areas and state funded contractors to improve their financial management systems.

 

EMPLOYMENT & TRAINING FISCAL AUDITOR 3

Plan, direct and coordinate the activities of a Regional Office. 

Plan, schedule and assign audit staff in the conduct and maintenance of a financial auditing program for all Department of Labor grants, agreements, and contracts with local areas, State agencies, and other program providers under the Workforce Innovation and Opportunity Act (WIOA) and other employment and training program funding streams.

Visit audit site and review samples of work papers to ensure audit is progressing according to timeframes and that objectives are met.

Participate in establishing fiscal audit criteria, methods and procedures to ensure proper audit coverage of WIOA contract compliance.

Review and edit audit reports including findings and recommendations.

Issue final audit reports to contracts and sub-recipients.

Recommend corrective actions and follow-up with contractor and sub-recipient staff to ensure corrective actions have been implemented.

Interpret provisions of WIOA rules and regulations which pertain to fiscal auditing.

Supervise and participate in audits involving suspected fraud.

Discuss audit findings with agency representatives and participate in opening and exit conferences with agency management being audited.

Assist in the development of office policy and procedures.

Provide ongoing technical assistance to unit staff through training and staff development activities.

Promotion: one year of permanent competitive service as a Senior Auditor or Data Processing Fiscal Systems Auditor 1.

Promotion: one year of permanent competitive service as an Employment & Training Fiscal Auditor 2.
