BRIEF DESCRIPTION OF CLASS

 

The Director Tax Processing oversees the Office of Processing and Taxpayer Services. The Office of Processing Services processes over 40 different types of taxes such as personal income taxes and business taxes resulting in millions of tax returns. In addition, the incumbent oversees the Office of Real Property Tax Services that is responsible for STAR and the property tax freeze operations, real property regional assessments and services, and real property data management and measurement.

 

The Director Tax Processing exists only at the New York State Department of Taxation and Finance (Tax).

 

DISTINGUISHING CHARACTERISTICS

          Director Tax PROCESSING: one-position class; director; manages all functions of the Office of Processing and Taxpayer Services.  

 

ILLUSTRATIVE DUTIES

Directs the Office of Processing and Taxpayer Services.

·      Supervises program directors; establishes the goals, objectives, and priorities for the office.

·      Develops operating policies and procedures; ensures the consistent implementation of procedures for all programs within the office; maintains internal controls; and monitors programs performance.

·      Directs the analysis of recommendations for legislative, policy, and procedural changes.

·      Prepares the offices budget request; evaluates resource needs.

·      Oversees the Tax Preparer Registration program.

 

Ensures the development of procedures and policies to mitigate refund fraud.   

·       Researches and reviews industry refund fraud detection initiatives for solutions.

 

Oversees marketing efforts for the electronic filing of tax returns.

 

Advises executive management on office operations; office resources and staffing needs; programs performance results; and organizational issues.

 

May lead special projects as authorized by executive management.

 

MINIMUM QUALIFICATIONS

Promotion: one year of service as a Taxpayer Services Administrator 2 or Taxpayer Services Administrator 3.
