Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Taxpayer Services Administrators manage the operation of a processing and taxpayer services bureau or major, comprehensive program operation.  Bureau activities include, but are not limited to, program development and evaluation; identification of tax processing system requirements; testing of tax processing systems; administration of contracts governing processing activities; provision of taxpayer contact center services; and the resolution of return processing errors, taxpayer protests and requests for refunds.

 

            These positions are found only at the Department of Taxation and Finance (Tax).

 

DISTINGUISHING CHARACTERISTICS

 

            TAXPAYER SERVICES ADMINISTRATOR 1: serves as section head over tax specialty processing operation; ensures the effective provision of services to customers; and improves performance of bureau operations.  

 

            TAXPAYER SERVICES ADMINISTRATOR 2: functions as assistant director of a processing and taxpayer services bureau; or administers a major comprehensive bureau program operation.

 

            TAXPAYER SERVICES ADMINISTRATOR 3:  serves as bureau director with overall responsibility for the management of a processing and taxpayer services bureau.

 

ILLUSTRATIVE DUTIES

 

            TAXPAYER SERVICES ADMINISTRATOR 1: directs the activities of tax specialty processing sections; formulates section goals and objectives, work procedures and standards consistent with tax laws, rules, and regulations; ensures that Department policies governing the processing of tax documents and remittances are uniformly and consistently applied; develops priorities, procedures, and schedules to meet section goals; monitors workflow and production levels; drafts and reviews fiscal, production, and statistical reports and makes recommendations regarding the development of budget requests and the formulation of section spending plans; and collaborates with counterparts in other tax specialty processing sections in meeting the goals and objectives of the Department.

 

            TAXPAYER SERVICES ADMINISTRATOR 2: assists in the direction, planning, and management of the overall operations of a taxpayer services bureau or major bureau program operation to ensure the achievement of bureau and program goals and objectives; oversees the day-to-day management of bureau and major program activities; acts on the behalf of the Taxpayer Services Administrator 3 in his or her absence; provides guidance to subordinate managers; collaborates with the Taxpayer Services Administrator 3 to ensure that departmental policies affecting bureau operations are uniformly and consistently applied and that goals and objectives of Division management are achieved; measures and monitors, via reporting mechanisms established by subordinate managers, the volume of work received, work-in-progress, completed work, efficiency of systems, and section production levels; participates in the development of the bureaus annual budget; and collaborates with  counterparts in other taxpayer services bureaus in meeting the goals and objectives of the Department.

 

            TAXPAYER SERVICES ADMINISTRATOR 3: manages the operations of a taxpayer services bureau to ensure the achievement of bureau and program goals and objectives;  provides guidance to subordinate managers; disseminates bureau policies and guidelines within the scope of departmental policies and the directives of management; formulates bureau goals, objectives, priorities, and work plans; directs the development of new and revised work processes and operating procedures; develops annual budget requests for the continuing operation of the bureau and achievement of projected goals and objectives; measures and monitors volume of work, efficiency of systems, and section production levels; and coordinates bureau activities with those of other taxpayer services bureaus within the Division.  

 

COMMUNICATION

 

            Taxpayer Services Administrators communicate orally and in writing with a variety of individuals on a number of tax issues.  Incumbents consult with staff in other divisions to address or resolve issues pertaining to or impacting tax processing operations. They may represent or advance the concerns of the agency with respect to emerging or potentially controversial tax processing technologies, applications, and integrative programs through their membership or association with professional and technical organizations.  As representatives of the Department, Taxpayer Services Administrators may make presentations at committee meetings or trade conferences, or participate in inter-agency and inter-state projects.  They may consult with staff from other State and federal tax agencies to exchange information.  In all communications, Taxpayer Services Administrators must exercise discretion and diplomacy; provide clear, concise, and complete information; and uphold and enforce the secrecy provision of the Tax Law.

 


MINIMUM QUALIFICATIONS

 

            TAXPAYER SERVICES ADMINISTRATOR 1 

 

Promotion:   one year of experience as a Taxpayer Services Specialist 4.

 

            TAXPAYER SERVICES ADMINISTRATOR 2

 

Promotion:  one year of experience as a Taxpayer Services Administrator 1.

 

            TAXPAYER SERVICES ADMINISTRATOR 3

 

Promotion:   one year of experience as a Taxpayer Services Administrator 2.
