Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Forest Appraisers are responsible for on-site data collection of timber and lakeshore inventories for both state-owned and private land. Incumbents establish State land values for millions of acres of state-owned forestland and analyze and value private forestland in support of the ongoing equalization process. Further, Forest Appraisers establish and maintain assessment schedules (valuation rates), for seven forest regions throughout the State.

These positions are in the Forest Land Appraisal Unit of the New York State Office of Real Property Tax Services at the Department of Taxation and Finance.

DISTINGUISHING CHARACTERISTICS

SENIOR FOREST APPRAISER: full performance level; performs data collection of timber and lakeshore inventories for both state-owned and private land; establishes and maintains assessment schedules, valuation rates.

SUPERVISOR FOREST APPRAISAL: one-position class; supervises lower-level Senior Forest Appraisers; oversees the forest appraisal program.


 

ILLUSTRATIVE DUTIES

Forest Appraisers interpret aerial photographs for the evaluation and classification of forested lands, the measurement of timber volumes and the coding of observed and measured forest land characteristics; analyze forest and vacant land sales and analyze timber sales and logging cost data; work collaboratively with assessors, real property tax directors, and local officials to achieve and maintain an equitable real property tax administration system; and provide technical instruction or participate in the development of instructional materials for the assessing community. Incumbents are also responsible for performing computer assisted mass appraisal using statistical analysis packages, geographical information systems, database software, and proprietary agency software and systems to determine and establish valuations.

MINIMUM QUALIFICATIONS

SENIOR FOREST APPRAISER

Open-Competitive: Bachelors degree including 30 semester credit hours in general forestry, forest management and/or forest economics, and completion of a two-year traineeship.

          SUPERVISOR FOREST APPRAISAL

Promotion: one year of service as a Senior Forest Appraiser.
