Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Information Technology Specialists 3 supervise or perform technical and agency program support IT activities related to network and system design, configuration, maintenance, security; customer support; project support; business/systems analysis and design which may include mainframe, client/server and n-tier (e.g., three-tiered) web or browser-based applications systems; and the design, development, and administration of enterprise storage, backup, and database systems.
Information Technology Specialists 3 (Programming) perform technical activities related to writing instructions (code), applications program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance and implementation in such areas as the design and development of database systems; dynamic, transactional, or interactive web sites; and agency specific applications programs.
These positions exist in most State agencies and all positions are in the competitive class.
DISTINGUISHING CHARACTERISTICS
INFORMATION TECHNOLOGY SPECIALIST 3: first supervisory level; supervises Information Technology Assistants, Information Technology Specialists 1 or 2 or Information Technology Specialists 1 or 2 (Programming) and support staff. Positions may perform any of the duties assigned to Information Technology Specialists 3 (various parenthetics); however, the preponderance of duties involves non-programming assignments that are generalist rather than specialized in nature.
INFORMATION TECHNOLOGY SPECIALIST 3 (PROGRAMMING): advanced performance level; may supervise Information Technology Specialists 1 or 2 (Programming) or Information Technology Specialists 1 or 2. Positions may perform any of the duties assigned to Information Technology Specialists 3 or Information Technology Specialists 3 (various parenthetics); however, the preponderance of duties assigned involves computer applications programming duties.
RELATED CLASSES
Information Technology Specialists 1 and 2 perform a wide range of information technology related activities in such areas as Information Security, Business/Systems Analysis, Office Automation, Network Administration, Customer Support, and Project Support.
Information Technology Specialists 3 (Systems Programming) perform systems programming and implement and maintain an agency's systems software environment or major components of it, including administration of servers, storage area network infrastructure and backup infrastructure.
Information Technology Specialists 3 (Database) perform database definition, documentation, structure, installation, organization, and management.
Information Technology Specialists 3 (Data Communications) perform data communications, network analysis, design, installation, monitoring, performance evaluation, tuning, and maintenance tasks.
ILLUSTRATIVE DUTIES
INFORMATION TECHNOLOGY SPECIALIST 3
Installs, tests, and maintains end user and enterprise hardware and software.
Oversees the scheduling of IT system job productions, entry of Job Control Language scripts to initiate production runs, and running of utility programs to identify, analyze, and solve production problems/issues.
Supervises agency help desk operations including the development of written problem tracking and problem solving procedures.
Reviews and recommends the selection of hardware, software, and maintenance services; and may participate in the procurement process.
Develops, plans, and supervises the deployment, configuration, and maintenance of networked systems including switches, routers, firewalls, and intrusion detection systems.
Designs and implements the architecture and infrastructure of enterprise systems under general direction from higher level IT staff.
· Maintains thorough understanding of the environment to ensure adherence to standards and utilizes accepted practices for enterprise design.
· Reviews current and proposed architectures to meet acceptable enterprise system practices.
· Makes recommendations for infrastructure improvements and deploys and maintains systems in accordance with established guidelines.
Implements enterprise information security procedures and protocols and participates in security risk reviews and remediation activity including producing written reports.
Participates in the testing of applications such as developing test plans, test conditions, and validation testing.
May supervise or perform business/systems analysis and design activities and meets with users to gather requirements.
May perform various design activities such as creating program specifications, work flow diagrams or structure charts, and logical data models.
INFORMATION TECHNOLOGY SPECIALIST 3 (PROGRAMMING)
Plans and conducts applications programming design, coding, testing, and debugging activities.
· Develops and reviews high level conceptual designs.
· Develops and reviews detailed designs for an information system including the functional specifications that define the business rules and the input, processing, and output details pertinent to the system's operations and report programs.
· Reviews information system security requirements to ensure adequate access controls.
· Writes computer programs based on previously developed and approved program specifications.
· Develops unit, component and system test plans and data with user input.
Implements new and revised systems and ensures documentation and system security measures are appropriate and comply with agency, Office for Technology, and New York State information security policies.
Maintains and analyzes systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment.
Participates in the design, development and implementation of computer security programs as it relates to applications systems access and accessibility.
· Meets with users and IT staff to determine levels of security for user access to new or revised applications.
· Ensures all requirements and best practices for securing data and systems are fully deployed in any applications system.
· Conducts applications system risk assessments and implements and administers computer security systems.
Performs business/systems analysis and design activities; web site development and administration of transactional, dynamic, or interactive web site and IT application activities; and the design, development, and administration of database systems to support web site and IT application activities.
MINIMUM QUALIFICATIONS
