BRIEF DESCRIPTION OF CLASS SERIES
Managers Information Technology Services 2 plan,
direct and coordinate systems analysis, design, application program
development, maintenance, implementation and quality assurance activities.
Managers Information Technology Services 2
(Technical) plan, direct and coordinate activities related to the Information Technology
(IT) technical specialties. The specialties include database, data
communications, operations and systems programming.
DISTINGUISHING CHARACTERISTICS
Managers Information Technology Services 2 oversee systems
analysis and application program development activities for a large IT
organization or for a major systems development group within a very large
organization where size and/or functional specialization justify more than one
such position.
Managers Information Technology Services 2 may
function in an assistant director capacity in IT organizations where size does
not warrant classification of one or more Assistant Directors Information
Technology Services 1. In addition, Managers Information Technology Services 2 (Technical)
may function as the top position in smaller organizations.
Managers Information Technology Services 2 (Technical)
direct and coordinate any combination of two or more technical specialties for
a large IT organization. They direct the activities of two or more subordinate
supervisory positions in more than one of the technical specialties.
Managers Information Technology Services 2 (Technical)
may function in an assistant director capacity in IT organizations where size
does not warrant classification of an Assistant Director Information Technology
Services 1 (Technical). As such,
they direct and coordinate all technical specialty activities for the agency.

ILLUSTRATIVE ACTIVITIES AND TASKS

Confers with
higher level managers, subordinates and users to develop long-term work
objectives taking into consideration technical, fiscal and staffing resources.

Develops and
maintains detailed management plans for major areas of responsibility.

Defines purpose,
scope and objectives of short-term and long-range projects for the specialty
area.
·
Works with
counterparts within the organization to ensure compatibility of all initiatives
and acquisitions within and among the IT specialties.

Assigns work to
subordinate supervisors. Monitors project progress, reviews major staff initiatives
and products, and makes recommends as appropriate.

Directs meetings
attended by project team(s), agency management, users and IT staff to discuss
specific projects.
·
Develops
alternative solutions to problems and consults with other IT staff and users to
evaluate the effectiveness of proposed solutions.
·
Develops
procedures, standards and internal controls for the conduct of work within the
specialty area.
·
Monitors
compliance and takes appropriate action as needed.
·
Writes progress
reports for IT and agency management that describe
project status including the technical, fiscal, and staffing issues associated
with project completion.

Serves as
liaison with vendors. Monitors
vendor compliance with contracts for services. Resolves problems as needed.

Makes
recommendations on hardware and software acquisitions.
·
Prepares the
budget for a specialty area or provides information needed for its preparation.
·
Develops or
participates in the development, interpretation, review and communication of IT
policies, procedures and standards.

Analyzes the
impact of proposed policy and legislation as they pertain to information
systems and makes recommendations as appropriate.

Develops or
participates in the development of training guidelines for IT technical staff.
·
Keeps abreast of
new technologies and innovations in the IT arena for use in planning and staff
development activities.

assists IT management with overall management of division activities.

full range of supervisory duties.
Managers Information Technology Services 2 typically
work under the general direction of an Assistant Director Information
Technology Services 1 or an Assistant Director Information Technology Technical
Services 1. However, they may also function as a director or assistant director
in smaller organizations. As such, Managers Information Technology Services 2 operate
with a great deal of independence. Their work must conform to policy and
technical standards set by agency and top IT management. Managers Information Technology Services
2 rely on professional standards, policy directives,
agency and vendor technical manuals for direction.
Managers Information Technology Services 2 may be
expected to be available during off-shift hours to ensure the continuous
operation of data processing services.
COMPLEXITY
The work of Managers Information Technology Services
2 consists of directing the most complex activities associated with systems
analysis and application program development or the IT technical specialties.
In smaller organizations their work entails the responsibility of a director or
assistant director over all IT activities. In carrying out their
responsibilities Managers Information Technology Services 2 must successfully
reconcile the needs of program managers and users with the technical, financial
and staffing resources available.
The consequences of error or neglect on the part of
incumbents are great, affecting the availability of some or all data processing
services in the agency.
COMMUNICATION
Managers Information Technology Services 2 communicate orally and in writing with various individuals
including management, users, vendors and other IT staff. The ultimate goal of
such communication is to produce effective and efficient information systems
that meet user needs. Toward that end, Managers Information Technology Services
2 must be able to listen to the needs articulated by program managers and
explain the technical and fiscal realities within IT that impact on meeting
user requirements. They may have
to negotiate between program managers and IT staff to reconcile differing
priorities. They must also establish productive relationships with vendors so
that contracts entered into will meet agency operating needs. Managers
Information Technology Services 2 must also be able to communicate clearly with
subordinate staff regarding work priorities and performance.
SUPERVISION EXERCISED
Managers Information Technology Services 2 typically
direct two or more lower level supervisors. They perform the full range of
supervisory responsibilities.
MINIMUM QUALIFICATIONS
One year of permanent service as Manager Information
Technology Services 1 or Manager Information Technology Services 1 with any
parenthetic.
