BRIEF DESCRIPTION OF CLASS SERIES

 

The positions direct a consolidated IT organization that serves the needs of multiple state agencies in a cluster or chief operations office.  Cluster Chief Information Officers/Deputy Cluster Chief Information Officers direct IT strategic planning and governance programs to ensure alignment of IT services and investments with agency business needs; allocate IT resources within agencies; develop long and short term goals for agencies and collaborate across the Office of Information Technology Services to maximize IT resources.  The positions are only classified at the Office of Information Technology Services.


DISTINGUISHING CHARACTERISTICS

 

DEPUTY CLUSTER CHIEF INFORMATION OFFICER: under the general direction of the Cluster Chief Information Officer (CCIO), or executive staff in the chief operations office, the position assists the agency executives in directing a consolidated IT organization that serves the needs of all agencies and collaborates with an executive board of agency Commissioners and their deputies to ensure that IT activities align with their agendas and needs. The positions directly supervise Directors/Assistant Directors Information Technology Services in an information technology cluster or chief operations office. 

 

CLUSTER CHIEF INFORMATION OFFICER: under the general direction of the New York State Chief Information Officer or Deputy New York State Chief Information Officer, the position directs a consolidated IT organization that serves the needs of all agencies in the Cluster and collaborates with an executive board of agency Commissioners and Deputy Secretaries to ensure that IT activities align with their agendas and needs.  The positions supervise a Deputy Cluster Chief Information Officer in an information technology cluster or chief operations office.  

 

ILLUSTRATIVE DUTIES

 

DEPUTY CLUSTER CHIEF INFORMATION OFFICER

 

·       Participates in the Governance Board and provides recommendations to the Boards activities relative to IT investment decisions, budget planning and project portfolio management with the CCIO and chief operations office.

·       Reviews the framework for all new projects including budgets, staff resources, hardware and software needs.

·       Develops strategies for identifying shared services and outcomes within cluster agencies to better leverage resources.

·       Ensures that business needs of customers are considered throughout the project lifecycle.

·       Develops and implements communication plans which include customers, IT staff, enterprise executive staff, and other CIOs.

·       Takes the lead in operational escalation to ensure services delivered meet customer expectations.

·       Participates in the Cluster Executive Board to provide an executive-level forum for cluster strategic planning, investment decision-making and setting priorities for significant cluster technology project.

·       Participates in the development and regular updating of an IT Strategic Plan for the cluster.

·       Meets regularly with the agency Commissioners or other leaders to ensure communication regarding ITS initiatives which impact the agencies is proactive and informed.

·       Identifies programmatic commonalities and synergies among agencies and develop common technology solutions to leverage opportunities for increased operational efficiency and more effective constituent service across agencies.

·       Oversees the development and implementation of technology standards to ensure a standardized and efficient delivery of technology services throughout ITS, consistent with industry best practices and enterprise technology standards.

·       Oversees all project deliverables, resolves issues as needed and advises executive staff in business unit and ITS of issues/problems that may impact outcomes.

·       Directly supervises tower Directors, ensuring a cohesive management team is established and maintained.

·       Directs succession planning/cross training of staff, based on current and anticipated needs, to enhance career development opportunities and ensure continuity of service.

·       Retains primary responsibility for the administrative aspects of the cluster including budgeting, staffing plans and contracts.

 

CLUSTER CHIEF INFORMATION OFFICER

 

·       Establishes a Cluster Governance Board and directs the Boards activities relative to Cluster investment decisions, budget planning and project portfolio management.

·       Reviews the framework for all new projects including budgets, staff resources, hardware and software needs.

·       Develops strategies for identifying shared services and outcomes within cluster agencies to better leverage resources.

·       Ensures that business needs of customers are considered throughout the project lifecycle.

·       Develops and implements communication plans which include customers, IT staff, enterprise executive staff, and other Cluster CIOs.

·       Directly supervises Business Solution Managers/CIOs in assigned cluster agencies, overseeing the establishment of agency specific IT solutions, establishment of priorities, allocation of resources and budget development.

·       Oversees formation and operation of the Cluster Executive Board to provide an executive-level forum for cluster strategic planning, investment decision-making and setting priorities for significant cluster technology project.

·       Leads the development and regular updating of an IT Strategic Plan for the cluster.

·       Informs and contributes strategy input to the development and regular updates of the States Enterprise IT Strategic Plan to ensure that the enterprise technology direction supports Deputy Secretary and Commissioner Agendas and business strategies.

·       Standardizes data elements, database management, security needs, network operations and software development to provide enterprise wide solutions, as appropriate, that meet Cluster agency business needs.

·       Identifies and develops common technology solutions to leverage opportunities for increased operational efficiency and more effective constituent service across cluster agencies.

·       Oversees the development and implementation of technology standards for the Cluster (e.g., data security, application architecture, etc.) to ensure a standardized and efficient delivery of technology services throughout the cluster consistent with industry best practices and enterprise technology standards.

·       Directs cross training of Cluster IT staff, based on current and anticipated needs, to enhance career development opportunities and ensure continuity of service.

·       Oversees all project deliverables, resolves issues as needed and advises executive staff in business unit and ITS of issues/problems that may impact outcomes.

 

MINIMUM QUALIFICATIONS

 

          DEPUTY CLUSTER CHIEF INFORMATION OFFICER

Non-Competitive: twelve years of experience* in the field of Information Technology, three years must have included acting in a management capacity. General experience must include: systems development and implementation, business process reengineering, application development and data management, and planning and directing major technology projects. Knowledge of IT procurement and budgeting within a government or not for profit organization and interagency/intergovernmental IT management is preferred.

          CHIEF CLUSTER INFORMATION OFFICER

 

Non-Competitive: fifteen years of experience* in the field of Information Technology, five years must have included acting in a management capacity. General experience must include: systems development and implementation, business process reengineering, application development and data management, and planning and directing major technology projects.

 

*Substitution: a college degree may substitute for the portion of the general experience as follows: associates, two years; bachelors, four years; and masters, five years.
