Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Assistant Directors Information Technology Services typically function as the second-in-command of an Information Technology (IT) organization and handle the daily management activities under the general direction of a Director Information Technology Services.  They may also function as the overall manager of applications in one or more of the various technical specialties (systems programming, database programming, data communications, computer operations) or complex information technology program areas; e.g., networks and multi-user support services that require significant attention and have Statewide implications. 

 

Assistant Directors Information Technology Services exist in most agencies with medium to large sized information technology operations. 

 

DISTINGUISHING CHARACTERISTICS

 

The level and number of Assistant Directors Information Technology Services classified in an agency are dependent upon a number of factors such as the level and number of technical and consultant staff supervised; requirement for 24/7 operations; geographic dispersion of users; number and categories of users served both internally and externally; the diversity and scale of information technology operations, software, hardware, architectural and infrastructural requirements, and applications; management responsibility and control of the IT budget; and the number and dollar value of contracts managed and/or service-level agreements executed. 

 

Additional factors such as the overall impact of IT operations on the health and safety of New York State citizens, and the consequences of error are also considered in determining the appropriate level. 

 

 

 

            ASSISTANT DIRECTOR INFORMATION TECHNOLOGY SERVICES 1:  positions in this class function under the direction of Directors Information Technology Services 2, M-5 or 3, M-6.  They may serve as second-in-command of an entire operation or as managers of a significant IT program area such as networks or applications development within the organization along with one or more Assistant Directors Information Technology Services 1 and/or one or more Assistant Directors Information Technology Technical Services 1. 

 

        ASSISTANT DIRECTOR INFORMATION TECHNOLOGY TECHNICAL SERVICES 1: positions in this class exist in only the most complex information technology organizations and function under the direction of a Director Information Technology Services 2, M-5 or 3, M-6 in managing one or more technical specialties (systems programming, database programming, data communications, computer operations) or a significant program within an agencys information technology operations.  In less complex IT organizations, management responsibilities of the technical specialties are handled by Managers Information Technology Services 1 and 2, Grade 27 and M-3, and various parenthetics. 

 

        ASSISTANT DIRECTOR INFORMATION TECHNOLOGY SERVICES 2:  these positions exist in only the most complex information technology organizations and function under the direction of a Director Information Technology Services 3, M-6 in managing the daily operations.  They may oversee the application programs and/or IT technical specialty programs of the IT organization which involve operations and networks with multi-agency impact.  Typically, only one position in this class is classified in the most complex information technology organizations, unless the IT operation has Statewide, mission critical implications across multiple agencies (State and local) such as the Office for Technology.

 

ILLUSTRATIVE DUTIES

 

Plans and manages large complex IT environments, Statewide and/or agency strategic initiatives and multi-agency initiatives or assists with the analysis, development, implementation, quality assurance, maintenance and enhancement of various IT initiatives (applications, networks, architecture, infrastructure, operations, and telecommunications) across multiple platforms such as mainframe, open servers, and web-based platforms.

 

·      Manages the preparation of detailed work plans for staff resources and monitors work plans for progress, adjusting resource allocation and priorities as necessary.  Ensures that appropriate resources are available to complete the project by the needed due date.

 

·      Manages the preparation of analysis and cost benefit studies, which result from customer requests, legislative and policy changes, system problems, and emerging technologies.

 

·      Recommends the appropriate priority for pending requests for IT services.

 

·      Meets with IT program management and customers to determine technical needs, requirements, program priorities and implementation approaches. Assesses the impact of new legislation on existing systems and work in progress.

 

·      Manages the development of application architecture or Enterprise Architecture plans for complex, multi-tiered application development environments. 

 

·      Manages the preparation of project deliverables and the resolution of issues affecting various aspects of the project life cycle.

 

·      Oversees vendors and customers who are developing IT products and/or services for the agency to ensure that the product or service is developed according to contract specifications; and resolves problems as necessary.

 

·      Oversees the administration of recovery and resolution of major disruptions, malfunctions and recurring problems which may slow down or halt customer agencies' batch jobs and on-line processing.  This is generally seen in a large computing environment (e.g., State Data Center) in such areas as:  production control, tape processing, print processing and console operations; mainframe and open systems; and other related data processing peripherals.

 

Plans and manages the research, analysis, development and implementation of appropriate system development strategies and technologies to meet short-term and long-range customer service goals and delivery methods.

 

·      Assigns and oversees staff work in the preparation of in-depth research to identify platforms, software and tool set options for all planned projects and identifies how new technology can be applied to State government initiatives.

 

·      Recommends strategies for system security, and for disaster recovery and other methods to maintain continuity of business operations.

 

·      Recommends optimal solutions for each project to the IT Director and the management staff of the user community.

 

 

·      Oversees the development and implementation of various IT systems ensuring compliance with standards, accessibility, audit requirements, legal requirements, privacy, etc.

 

·      Oversees the development, implementation and evaluation of test plans and the administration for new systems' functionality (e.g., hardware and software).

 

·      Monitors the status of all ongoing projects and resolves any technical issues, problems or conflicts that may arise.

 

·      Manages the development of proof-of-concept documentation for dissemination to the project group(s) to ensure the appropriateness and effectiveness of the selected technology.

 

Performs administrative and strategic functions to assist the IT Director in managing the operations of the IT organization.

 

·        Provides vision and direction for innovative problem solving (usually on a Statewide basis) and anticipates future needs in relation to IT industry trends.

 

·        Applies enterprise-wide approach to IT projects and promotes innovative technological solutions to address Statewide changing operational needs.

 

·        Serves on committees to plan special projects, establish policy, prepare Request for Proposals, evaluate proposals, and address special IT needs. 

 

·      Meets with internal computer operations managers, IT technical services managers and State Office for Technology managers to plan, discuss and resolve service-related issues of common interest.

 

·      Sets policy, standards and procedures for all areas of responsibility.

 

·      Conducts performance reviews of direct subordinates and ensures the timely completion of performance reviews for staff in the IT division or section.

 

·      Reviews pending legislation and policy determinations for the impact on the agencys IT operations and makes recommendations to the IT Director.

 

·      Develops the IT budget in coordination with the agency finance officer and IT management.

 

 

MINIMUM QUALIFICATIONS

 

Promotion to all three titles: One year of permanent competitive service as a Manager Information Technology Services 1, Grade 27; Manager Information Technology Services 1 (Technical), Grade 27; Manager Information Technology Services 1 (Data Communications), Grade 27; Manager Information Technology Services 1 (Database), Grade 27; Manager Information Technology Services 1 (Systems Programming), Grade 27; Manager Information Technology Services 1 (Operations), Grade 27; Manager Information Technology Specialist 2, M-3; or Manager Information Technology Services 2 (Technical), M-3.
