BRIEF DESCRIPTION OF CLASS SERIES

Incumbents in these titles develop specifications (RFP’s) and evaluation criteria for benefit program procurements; negotiate contracts and amendments; and manage existing contracts with insurance companies and other vendors engaged to provide one or more aspect of an employee benefit program administered for New York State by the Employee Benefits Division (EBD) of the Department of Civil Service.

They participate in the development of benefit policy and recommend program changes. Such recommendations may be subsequently implemented through legislation, collective bargaining, or contract amendment/procurement. They notify all contractors/vendors of negotiated benefit changes and policy decisions, and oversee required modifications to contractor/vendor procedures. They monitor each contract to assure vendor compliance, and analyze program and benefit structure for efficiency and effectiveness.

DISTINGUISHING CHARACTERISTICS

EMPLOYEE BENEFITS REPRESENTATIVES 2 (CONTRACT MANAGEMENT) under general supervision incumbents perform analysis, participate in the contractor selection process, review and interpret the analytical work of others, serve as a liaison to the insurance carriers, and obtain all necessary reporting data required to appropriately administer the new contract(s) or specific portions or areas of an existing contract. Incumbents may function as the Contract Manager for a benefit program contract having a smaller annual dollar value.

EMPLOYEE BENEFITS REPRESENTATIVES 3 (CONTRACT MANAGEMENT) are responsible for training and supervising a staff of professional employees engaged in the administration of a wide variety of benefit plans and programs for employees and retirees of State agencies, other participating employers and agencies, and jurisdictions eligible to offer New York State employee benefit plans to their public employees.

They direct and participate in the development of procurement and contract documents. They are responsible for the preparation of internal and review of external reports containing specific analysis pertaining to the utilization, cost and value of existing benefits, as well as proposed benefit changes. (Such analyses are generally submitted for the consideration of the Health Insurance Council consisting of the President of the Civil Service Commission, the Division of the Budget, the Governor’s Office of Employee Relations, or to other special interest groups including public employee unions, associations of interested enrollees, labor/management committees, municipal government associations, standing or special committees of the State Legislature, and the State Comptroller.) Incumbents usually function as the Contract Manager for at least one major benefit plan or program with an annual value of several hundred million dollars.

SUPERVISION EXERCISED

Employee Benefits Representatives 2 (Contract Management) work under general supervision, and may have 1 to 3 project team members reporting directly to him/her at various times of the year or contract cycle.

Employee Benefits Representatives 3 (Contract Management) work independently under the general direction of the Assistant Director of Benefits Administration. Each is responsible for overseeing the administration of one or more major benefit or ancillary contracts and may have additional responsibility for teams working on several smaller contract projects. Incumbents may supervise 1 to 5 subordinates assigned to perform tracking, evaluation, and review functions on different contracts and lead an evaluation team comprised of up to 20 members when procuring a major contract.

MINIMUM QUALIFICATIONS

EMPLOYEE BENEFITS REPRESENTATIVE 2 (CONTRACT MANAGEMENT)

Promotion: One year of permanent competitive or 55 b/c service as an Employee Benefits Representative 1, Senior Accountant or Senior Auditor in the Department of Civil Service.

EMPLOYEE BENEFITS REPRESENTATIVE 3 (CONTRACT MANAGEMENT)

Promotion: One year of permanent competitive service as an Employee Benefits Representative 2 (Contract Management).
