Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Positions in this title implement and monitor security staffing systems at correctional facilities.  Incumbents of these positions analyze facility staff requests, develop realignment plans as appropriate and participate in developing staffing standards, operations procedures, and systems for effective security staff deployment and internal controls.  Incumbents also maintain and evaluate security staff utilization data and recommend corrective action.

 

These positions are classified at the Department of Correctional Services (DOCS).  All incumbents assist in the total care and confinement of inmates sentenced to the custody of the Department and perform various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.

 

DISTINGUISHING CHARACTERISTICS

 

CORRECTIONAL STAFF DEPLOYMENT SPECIALIST: full performance level; implement and monitor security staffing systems at specific correctional facilities.

 

ILLUSTRATIVE DUTIES

 

Design, implement, and monitor facility security staffing systems;  prepare new facility staffing plans, capacity expansion plans, and security realignment plans; evaluate program operations for efficiency, identifying operational discrepancies and recommending corrective actions;  present facility operations changes to the Director, Deputy Commissioners, and outside control agencies.

 

Review, analyze, and evaluate staff requests; plan and recommend changes improving operations for designated facilities; identify inappropriate use of staff and overtime and recommend remediation; ensure facility managers utilize security staff effectively.

 

Ensure compliance with departmental policies through the use of on-site staff reviews; prepare site review reports.

 

Aid in developing staffing standards, operational systems, and staff deployments that support strong facility internal controls; review, analyze, and apply staffing policies and standards on a Statewide basis.

 

Coordinate communications between security staffing units, central office units, and correctional facilities; participate in Department meetings on staffing issues; establish and maintain personal communications with facility staff.

 

Provide technical assistance and training to facility staff responsible for automated systems that support facility staffing efforts; participate in academy training for security supervisors.       

 

MINIMUM QUALIFICATIONS

 

Promotion:  one year of permanent competitive service with the New York State Department of Correctional Services as a Correction Counselor, Senior Personnel Administrator, Senior Budgeting Analyst, Administrative Assistant, Senior Administrative Analyst, or Correctional Services Internal Auditor 2.

 

Open Competitive:  two years of experience in the implementation, monitoring, and deployment of uniformed staff in an adult correctional services system of at least 20 facilities.  Experience must include maximum, medium, and minimum security classification levels.
