Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

Positions in this series provide consultation and technical assistance to municipal civil service agencies and government officials on merit system issues; evaluate requests from municipal civil service agencies, and State and local government employers for approval by the State Civil Service Commission; and monitor the performance of municipal civil service agencies in administering the Civil Service Law.  

 

These positions exist only in the Department of Civil Service, the States central human resources agency.

DISTINGUISHING CHARACTERISTICS

HUMAN RESOURCES SPECIALIST 1 (MUNICIPAL ASSISTANCE): full performance level; provides a wide range of technical assistance to local civil service agencies; and assists them in developing and implementing lawful and efficient merit system practices.  

HUMAN RESOURCES SPECIALIST 2 (MUNICIPAL ASSISTANCE): serves as lead of teams of lower level specialists performing large scale projects or major reviews; and provides technical advice and assistance, and analyzes sensitive and complicated matters related to merit system administration by municipal civil service agencies.

HUMAN RESOURCES SPECIALIST 4 (MUNICIPAL ASSISTANCE): first supervisory level; oversees a section engaged in delivering consultation to municipal civil service agencies. 

MANAGER MUNICIPAL ASSISTANCE: manages the day-to-day-activities of the Division; and assists the Divisions head in developing and carrying out policy.

RELATED CLASSES

Human Resources Specialist is a generalist series and incumbents perform various human resources activities, such as classification, recruitment, placement and provision of employee services, in an agency.

Human Resources Specialist (Labor Relations) administers the employee and labor relations activities for a State agency. Human Resources Specialists in Attendance and Leave, Benefits, Classification and Compensation, Staffing, and Testing parenthetics in the Department of Civil Service, the States lead human resources agency, provide services to State agencies and municipalities in administering merit system and employee benefits activities.  


 

ILLUSTRATIVE DUTIES

HUMAN RESOURCES SPECIALIST 1 (MUNICIPAL ASSISTANCE): advises and guides municipal civil service agencies on Civil Service Law and procedures; guides them on position classification matters in conjunction with either a classification survey or a request for classification assistance on individual positions; reviews resolutions amending local civil service rules for conformance with law; assists in training municipal civil service human resources staff by explaining Civil Service Law and its application to specific issues; responds to inquiries concerning provisions of various State and local laws and rules related to civil service; conducts audits of municipal civil service agencies functions to determine the effectiveness and efficiency of their human resources management policies and practices, and determine their compliance with the Civil Service and related laws, rules, and regulations governing their operation; writes reports of findings, discusses them with local officials, and recommends actions for improvement; reviews reports on the implementation of corrective actions to determine progress; and coordinates local civil service agencies requests for examinations with the Testing Services Division.  

HUMAN RESOURCES SPECIALIST 2 (MUNICIPAL ASSISTANCE): provides technical advice and assistance to municipal civil service agencies on all aspects of merit system administration, including position and jurisdictional classification; examination administration; application review; Civil Service Rules text and appendices recommendations; transactions; and the application of Civil Service Law and rules to various situations; evaluates problems raised by municipal civil service agencies and provides direction to staff in resolving them; serves as the lead consultant on audits, technical assistance reviews, and other projects; leads Divisions meetings with State and local officials on matters impacting municipal civil service administration; and may supervise lower specialists.

HUMAN RESOURCES SPECIALIST 4 (MUNICIPAL ASSISTANCE): oversees a units activities related to requests for technical assistance, or approval by the State Civil Service Commission; conducts and supervises periodic audits and technical assistance reviews of local civil service agencies to determine their effectiveness and compliance with law; analyzes items for presentation to the State Civil Service Commission; responds to requests for investigations of municipal civil service agencies activities on behalf of the Commission; oversees the provision of training for municipal civil service agency staff and local government officials on merit system activities, principles, and practices; recommends policies and procedural changes; represents the Division at meetings with State and local officials; works with Departments staff on projects or issues related to merit system administration, and interdivisional processes; collects and analyzes data,  and compiles reports; and trains and evaluates staff.

MANAGER MUNICIPAL ASSISTANCE: oversees the analysis  of various items submitted by municipalities for consideration by the State Civil Service Commission; presents cases and answers questions from the Commissioners at Commission meetings; supervises the provision of technical assistance to local civil service agencies in administering the Civil Service Law; supervises the analysis of duties and writing of classification specifications for local civil service agencies; determines the need for, and directs audits or technical assistance reviews of local civil service agencies operations; administers training for local civil service agencies; coordinates examination services for local civil service agencies; serves on inter-divisional teams developing new services and products; initiates process improvements for all aspects of Division responsibilities; prepares comments on legislation affecting Department and  municipal merit system activities; oversees the compilation of periodic reports; and represents the Division and Department at meetings, conferences, seminars, and other events related to Departments activities.

MINIMUM QUALIFICATIONS

HUMAN RESOURCES SPECIALIST 1 (MUNICIPAL ASSISTANCE)

Open Competitive: Bachelor's degree and satisfactory completion of a two-year traineeship.

HUMAN RESOURCES SPECIALIST 2 (MUNICIPAL ASSISTANCE)

Promotion: One year of service as a Human Resources Specialist 1 (Municipal Assistance).

HUMAN RESOURCES SPECIALIST 4 (MUNICIPAL ASSISTANCE)

Promotion: One year of service as a Human Resources Specialist 2 (Municipal Assistance).
