 Classification Standard

BRIEF DESCRIPTION OF CLASS 

Human Resources Specialist (Appointments) oversees the establishment, maintenance, and certification of eligible lists, processing of appointments transactions, and certification of the payroll to the Office of the State Comptroller.

The position exists only in the Department of Civil Service, the States central human resources agency, in the Division of Staffing Services.

HUMAN RESOURCES SPECIALIST 3 (APPOINMENTS): manages multiple units engaged in establishing, maintaining, and certifying eligible lists, processing of appointments transactions, and certifying the payroll.

Human Resources Specialist is a generalist series and incumbents perform various human resources activities, such as classification, recruitment, placement and provision of employee services, in an agency.

Human Resources Specialist (Labor Relations) administers the employee and labor relations activities for a State agency. Human Resources Specialists in Attendance & Leave, Benefits, Classification & Compensation, Municipal Assistance, Staffing, and Testing parenthetics provide services to municipalities and State agencies in administering merit system and employee benefits activities. 

ILLUSTRATIVE DUTIES 

HUMAN RESOURCES SPECIALIST 3 (APPOINMENTS): provides guidance and technical advice to State agencies regarding proper application of Civil Service Law, rules, regulations, and policy related to appointments transactions, proper canvass of certifications,  and use of eligible lists; resolves differences over interpretations of Civil Service Law, rules, regulations, and policy with other section heads; directs the review of appointments transactions to certify the legality of the payroll; oversees the establishment, maintenance, and certification of eligible lists for State positions; determines the order of certification of lists, decentralizes the maintenance of lists to agencies, and posts changes to lists; directs the automated certification process for reemployment lists and the clearance control functions; selects, supervises, and trains staff; establishes and maintains effective relationships with staff of the Department and other State agencies; trains Division staff and agencies on sections activities; establishes policy, systems, and procedures within the section to optimize use of staff and technology; works with information technology staff to develop and enhance applications and systems for merit system activities; prepares the annual budget request and justification for the section; and participates in policy development regarding Divisions activities.

MINIMUM QUALIFICATIONS

Promotion: One year of permanent service as a Human Resources Specialist 2 (Staffing).
