Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            General Park Managers plan, direct, and coordinate the operations, recreation activities and facilities, maintenance programs, and security for multiple parks within a Region or District. They supervise several Park Managers, Regional Maintenance Supervisors, and other program manager positions within a Region or District and perform a variety of regional administrative responsibilities, such as budgeting and personnel, and assist with the regional public relations program. These positions are classified only in the Office of Parks, Recreation and Historic Preservation.

 

DISTINGUISHING CHARACTERISTICS

 

            GENERAL PARK MANAGER 1: is responsible for the day-to-day administration, supervision, and management of a large park or several parks within a Region or District.

 

            GENERAL PARK MANAGER 2: two-position class assigned to the Long Island Region; one position assists the General Park Manager 4 in managing Jones Beach State Park and oversees Robert Moses State Park, Captree State Park and Hecksher State Park; the other position is in the non-competitive jurisdictional class, has region-wide responsibility for the environmental, horticultural, botanical, conservation, and interpretation and historic preservation programs at Planting Fields Arboretum, Bayard Cutting Arboretum, Connetquot River State Park, Caumsett State Park, and Caleb Smith State Park, and serves as a liaison with groups and private foundations.

 

            GENERAL PARK MANAGER 3: one-position class assigned to the Long Island Region; manages Bethpage State Park and has region-wide responsibility for other parks having golf operations, golf course maintenance programs, and related program activities, including Montauk Complex and Sunken Meadows State Park.

 

            GENERAL PARK MANAGER 4: one-position class assigned to the Long Island Region; position manages Jones Beach State Park, Jones Beach Theatre, Jones Beach Regional Maintenance, Wildwood State Park, Orient Beach State Park, Hempstead Lake State Park, Valley Stream State Park, and Belmont Lake State Park and has region-wide responsibility for all human resources functions, including position classification, staffing, labor relations and training programs, and the regional water safety program.

 

RELATED CLASSES

 

            Park Managers manage, supervise, and maintain park and recreation facilities operated by the Office of Parks, Recreation and Historic Preservation and supervise programs and activities at those facilities.

 

            Historic Site Managers use professional training and experience to manage, supervise, and maintain historic sites and supervise programs and activities related to those sites. They also provide advice and assistance to parks and other facilities with historic structures and landscapes.

 

            Golf Course Managers use specialized training and experience to maintain, operate, and supervise golf courses and related facilities and equipment. They also supervise and maintain other recreational facilities at the courses and are responsible for off-season course activities, such as cross-country skiing.

 

ILLUSTRATIVE DUTIES

 

            GENERAL PARK MANAGERS 1, 2, 3, AND 4: under the general direction of the Assistant Regional Manager, Deputy District Director, or Deputy General Manager, supervises several park manager, maintenance supervisor, and other program manager and specialist positions at a large park or multiple parks, golf courses, historic sites, and/or arboretums within a region or district; inspects parks to determine the quality of program operations; assists in problem solving about improvements, expansions, and developments of new park operations; inspects concession services to ensure accurate prices are posted, food and services meet acceptable standards, facilities are clean, and contract conditions are being met; implements maintenance standards for park facilities and equipment; directs the maintenance, repair, and renovation of park structures, equipment, roads, trails, and grounds; determines maintenance and program priorities based on program needs and costs; ensures appropriate resources, such as staff, materials, and equipment, are available; assists in the recruitment, training, and determination of staff requirements; assists Regional or District Managers in preparing and executing the annual budget; prepares written narrative reports on regional operations, programs, and maintenance activities; assists Regional or District Managers with public relations programs, such as investigating and replying to complaints, taking corrective actions, and speaking before community groups; assists Regional or District Managers in planning for park construction and rehabilitation projects, expansion, and development; and performs the full range of supervisory activities, such as evaluating staff performance, approving leave, and signing time cards.

 

MINIMUM QUALIFICATIONS

 

GENERAL PARK MANAGER 1

 

Promotion: One year of permanent service in a position at or above Grade 17.

 

GENERAL PARK MANAGER 2

 

Promotion: One year of permanent service in a position at or above Grade 21.

 

GENERAL PARK MANAGER 3

 

Promotion: One year of permanent service in a position at or above Grade 21.

 

GENERAL PARK MANAGER 4
