Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

Positions in this series gather, analyze, and disseminate information and intelligence regarding incidents, trends or threats relating to terrorism that have implications for New York State; and facilitate information sharing among federal, State, and local law enforcement agencies in cooperation with the New York State Intelligence Center Counter Terrorism Center.

Positions in this series are only classified at the Division of Homeland Security and Emergency Services.

DISTINGUISHING CHARACTERISTICS

INTELLIGENCE ANALYST 1: full performance level; under the general direction of an Intelligence Analyst 2, collects, analyzes, and disseminates terrorism-related information and intelligence gathered from open source and classified materials.

INTELLIGENCE ANALYST 2: supervisory level; under the general direction of higher level Intelligence & Analysis Unit staff, supervises Intelligence Analysts 1 and support staff in the collection, analysis, and dissemination of terrorism-related information and intelligence.

RELATED CLASSES

Homeland Security Program Analysts 1 and 2 perform research, program planning, policy development and analytical duties, and undertake a variety of liaison activities and special assignments to protect New York State from terrorism and other man-made and natural disasters, threats, and emergencies.

Intelligence Analysts 1 and 2 (Information Systems) are assigned to the New York State Intelligence Center within the Cyber Analysis Unit at the Division of State Police. Incumbents engage in activities to protect New York States infrastructures and analyze threats and risks to the State, and collaborate with the Division of Homeland Security and Emergency Services to identify and review ongoing intrusion activities and threats to New York State.

ILLUSTRATIVE DUTIES

INTELLIGENCE ANALYST 1

· Monitors open source accounts of international and domestic incidents, arrests, and legislation as they relate to terrorism and counterterrorism.

· Conducts research of terrorist groups and individuals to ensure an updated understanding of ideology, recruitment, fundraising, tactics, and targets.

· Analyzes information and intelligence provided by open source media and all levels of government in an effort to predict trends.

· Writes and disseminates counter-terrorism advisories.

· Drafts speeches as well as legislative and congressional testimonies on topics relating to global, national, and State counter-terrorism issues for executive staff.

· Maintains spreadsheets of suspicious activities reported throughout the country to ascertain developing trends and aid in the investigative work of State law enforcement.

· Follows up on potential terrorism-related leads with originators of the information.

· Relays potential lead information to appropriate State, local, or federal police agencies.

INTELLIGENCE ANALYST 2

· Performs all of the duties and responsibilities of Intelligence Analyst 1.

· Identifies, develops, and reviews New York States public security resources, policies, protocols, and strategies.

· Develops procedures and implements policies for the sharing of information among local, State, and federal law enforcement agencies.

· Participates in the statewide assessment of vulnerability to terrorist attacks.

· Oversees the monitoring of open source accounts of international and domestic incidents, arrests, and legislation as they relate to terrorism and counterterrorism.

· Oversees the research of terrorist groups and individuals to ensure an updated understanding of ideology, recruitment, fundraising, tactics, and targets.

· Supervises the development and dissemination of counter-terrorism advisories.

· Manages the preparation of speeches as well as legislative and congressional testimonies on topics relating to global, national, and State counter-terrorism issues.

· Develops procedures to ensure that all potential terrorism-related leads are investigated with the originators of the information.

· Develops procedures to ensure all potential lead information is relayed to appropriate State, local, or federal police agencies..

· Develops and implements a strategy to ensure an agency presence on various task forces, and serves as liaison to all pertinent associations or organizations concerned with terrorism, threats, and security efforts.

· Performs the full range of supervisory duties (e.g., performance evaluations, time and attendance, and staff development).

MINIMUM QUALIFICATIONS

INTELLIGENCE ANALYST 1

INTELLIGENCE ANALYST 2

Non-competitive: a bachelors degree in relevant area* from a regionally accredited college or university or one recognized by the New York State Education Department as following accepted educational practices AND five years of relevant experience**; or an associates degree AND seven years of relevant experience**; or nine years of relevant experience** in intelligence analysis for a governmental entity. Two years of this experience must be supervisory in nature including responsibility for the development, implementation, and analysis of policies and programs. A masters degree in a relevant area may substitute for an additional year of non-supervisory experience.

*Qualifying education may include the following or closely related fields: Psychology, Criminology/Criminal Justice, Law, Sociology, GIS, Geography, Information Technology (Various), Engineering (Various), Forensics, Biological Sciences, Earth and Atmospheric Science, Military Studies, Mathematics, Telecommunications, Chemistry, Language (Various), Transportation and Logistics, Industrial Technology, Global Studies, or Intelligence Studies.

**Relevant experience is defined as critical data or intelligence analysis, including open source intelligence research with preparation and presentation of intelligence reports and briefings for an organization in the military, private or public sector.
