Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this title series are assigned to the New York State Intelligence Center (NYSIC) within the Cyber Analysis Unit at the Division of State Police. Incumbents engage in activities to protect New York States infrastructures and analyze threats and risks to the State. Incumbents collaborate with the Division of Homeland Security and Emergency Services to identify and review ongoing intrusion activities and threats to New York State.

          These positions are only classified at the Division of State Police.

 

DISTINGUISHING CHARACTERISTICS

 

INTELLIGENCE ANALYST 1 (INFORMATION SYSTEMS): entry level; produces reports and monitors open source accounts of international and domestic incidents, arrests and legislation as they relate to cyber security.

 

INTELLIGENCE ANALYST 2 (INFORMATION SYSTEMS): one position class; supervises subordinate Intelligence Analysts 1 (Information Systems); oversees the Cyber Analysis Unit by directing the program and activities of the Cyber Analysis Unit.

 

RELATED CLASSES

 

Intelligence Analysts gather, analyze and disseminate information and intelligence regarding incidents, trends or threats relating to terrorism that have implications for New York State; and facilitate information sharing among federal, State, and local law enforcement agencies in cooperation with the New York State Intelligence Center (NYSIC) Counter Terrorism Center. 

Chief Information Security Officers (CISOs) represent their agencys interests with respect to the security of information and information systems, and have a senior advisory role in decisions affecting information security and assurance. They implement, enhance, monitor and enforce agency and State information security policies and standards.

 


 

ILLUSTRATIVE DUTIES

 

          INTELLIGENCE ANALYST 1 (INFORMATION SYSTEMS)

 

·       Produce daily, monthly and ad hoc reports focused on current cyber threats to New York State.

·       Monitor open source accounts of international and domestic incidents, arrests and legislation as they relate to cyber issues.

·       Augment federal government intelligence products by providing further analytical judgments.

·       Assist NYSIC staff in the collection and analysis of information and intelligence to ensure developments in cyber and computer/network security.

·       Provide oral briefings on current cyber threat environment.

·       Support the response to incidents of network intrusion.

 

          INTELLIGENCE ANALYST 2 (INFORMATION SYSTEMS)

 

·       Assist NYSIC leadership in shaping the analytic agenda for the unit.

·       Oversee subordinate Intelligence Analysts (Information Systems) in the Cyber Analysis Unit working on cyber security intelligence products.

·       Coordinate unit analysis with the operations of partners such as the FBI, New York State Office of Information Technology Services, and the State Police Computer Crimes Unit.

·       Monitor open source accounts of incidents as they relate to cyber issues.

·       Oversee the Cyber Analysis Units response in assisting NYSIC in the collection and analysis of information and intelligence.

·       Oversee the production of reports focused on current cyber threats in New York State.

·       Provide recommendations and analysis on evolving homeland security policy and programs.

·       Provide oral briefings on current cyber threats.

 

MINIMUM QUALIFICATIONS

 

INTELLIGENCE ANALYST 1 (INFORMATION SYSTEMS)

 

Non-Competitive: Bachelors degree and four years of information system intelligence analysis; associates degree and six years of relevant experience; or eight years of relevant experience in intelligence analysis for a governmental entity.

 

INTELLIGENCE ANALYST 2 (INFORMATION SYSTEMS)

 

Non-Competitive: Bachelors degree and five years of experience in computer or network security, cyber threat analysis, critical data or intelligence analysis, including open source intelligence research, or network administration in the military, private or public sector organization; associates degree and eight years of relevant experience; or nine years of relevant experience in intelligence analysis for a government entity. Two years of this experience must include experience managing computer or network security professionals, or overseeing cyber or information security related threat analysis.
