Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series oversee the operations of regional logistics centers (stockpiles) and provide resource management, guidance, and support to federal, state, local, and tribal emergency response agencies during disasters and emergencies.

 

These positions are classified only at the New York State Division of Homeland Security and Emergency Services (DHSES).

 

DISTINGUISHING CHARACTERISTICS

 

DHSES LOGISTICS SPECIALIST: performance level; under the general direction of a DHSES Logistics Supervisor, provides logistics support to one or more stockpile sites by overseeing warehouse storage and organization, assisting with the development of operating procedures and protocols, identifying and researching new commodities for acquisition, and managing staging areas and other field activities during disasters and emergencies.  Incumbents may supervise laborer staff in the maintenance of stockpile sites.

 

DHSES logisticS SUPERVISOR: supervisory level; under the general direction of the DHSES Logistics Manager, supervises at least two DHSES Logistics Specialists; and has overall responsibility for the operation of multiple stockpile sites within an assigned geographic area.  

 

DHSES logisticS MANAGER: managerial level; under the general direction of executive staff, administratively supervises all DHSES Logistics Supervisors and subordinate staff; oversees the daily activities of the New York State Emergency Response Stockpile Program, ensuring the strategic preparation, accountability and readiness of all stockpile equipment and supplies.

 

RELATED CLASSES

 

Correctional Industries Shipping Supervisor is a one-position class at the Department of Corrections and Community Supervision.  The position is responsible for shipping, warehousing, inventory management, and related activities for Correctional Industries products. 

 

Shipping Supervisors direct the daily operations of a large distribution center or centralized print, mail and freight operation, while overseeing the receipt, storage, and scheduling of the distribution of a variety of products and commodities. 

 

Support Services Managers plan and direct food distribution and warehousing; print, mail, and freight services; and state and federal surplus property programs within the Office of General Services, Support Services Group.

 

ILLUSTRATIVE DUTIES

 

DHSES LOGISTICS SPECIALIST

 

·       Maintains the DHSES statewide asset tracking and management system.

 

·       Coordinates with state, local, federal agencies, and private businesses for acquisition and/or dissemination of emergency equipment.

 

·       Manages warehouse storage and organization, surplus materials, and preventative maintenance programs at stockpile sites.

 

·       Acts as logistic liaison to State Preparedness Training Center and Office of Interoperable and Emergency Communication.

 

·       Issues equipment to vendors for maintenance and calibration.

 

·       Assists in the development and implementation of operating procedures and policies for the stockpile sites.

 

·       Researches and bids necessary equipment for disaster recovery.

 

·       Coordinates return shipments, verifying all items and working condition.

 

·       May supervise laborer staff in the maintenance of stockpile sites.

 

DHSES logisticS SUPERVISOR

 

·       Develops, acquires, and allocates resources to accomplish program goals.

 

·       Establishes, implements, and monitors internal service level agreements.  Analyzes financial impact of proposed logistics standards.

 

·       Coordinates and manages the establishment of temporary staging facilities near a disaster, and provides direction to subordinate staff to insure the safe and rapid deployment of commodities during and after the incident.

 

·       Prepares various reports, briefings, and presentations, including after action reports.

 

·       Manages the DHSES statewide asset tracking and SFS inventory control of the distribution of emergency response equipment.

 

·       Conducts Division training on SFS Inventory.

 

·       Supervises the installation and use of GPS devices on all equipment.

 

·       Manages logistics staging areas and distribution points.

 

·       Attends meetings, conferences, and seminars as required.

 

·       Performs the full range of supervisory responsibilities such as evaluating staff performance and time and attendance.

 

DHSES logisticS MANAGER

 

·       Develops and implements quality control procedures for the agency. 

 

·       Directs and coordinates the long-range plans of logistical operations of DHSES.

 

·       Formulates organizational strategies, tactics, and budget/action plan to acquire and allocate resources.

 

·       Reviews and advises executive staff regarding all logistical support issues.

 

·       Performs the full range of administrative supervisory responsibilities.

 

MINIMUM QUALIFICATIONS

 

DHSES LOGISTICS SPECIALIST

 

Non-competitive: Six years of experience in planning, directing, or coordinating transportation, storage, supply chain management, distribution or logistics activities.  This must have included experience operating a forklift.  Applicants must be physically able to lift/move items weighing 50 or more pounds.  A bachelors degree may be substituted for up to four years of experience; an associates degree may be substituted for up to two years; or 30 semester credit hours may be substituted for one year of experience up to a maximum of four years.

 

DHSES LOGISTICS SUPERVISOR

 

Non-competitive: Seven years of experience in planning, directing, or coordinating transportation, storage, supply chain management, distribution or logistics activities.  This must have included experience operating a forklift.  In addition, one year of the experience must have been at the supervisory level.  Applicants must be physically able to lift/move items weighing 50 or more pounds.  A bachelors degree may be substituted for up to four years of general experience; an associates degree may be substituted for up to two years; or 30 semester credit hours may be substituted for one year of general experience up to a maximum of four years.

 

DHSES LOGISTICS MANAGER

 

Non-competitive: Eight years of experience in planning, directing, or coordinating transportation, storage, supply chain management, distribution or logistics activities.  This must have included experience operating a forklift.  In addition, two years of the experience must have been at the supervisory level.  Applicants must be physically able to lift/move items weighing 50 or more pounds.  A bachelors degree may be substituted for up to four years of general experience; an associates degree may be substituted for up to two years; or 30 semester credit hours may be substituted for one year of general experience up to a maximum of four years.
