Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series perform traffic control activities in a Thruway Division. Incumbents monitor and assist with the coordination of traffic management; conduct accident investigations; review and assist in compliance with Thruway Authority Traffic Operations policies; conduct safety meetings; and provide for the disposition of abandoned vehicles.

 

These positions are classified only at the Thruway Authority.

DISTINGUISHING CHARACTERISTICS

 

ASSISTANT TRAFFIC SUPERVISOR: monitors tandem trailer operations; conducts daily surveillance of roadways and rights-of-way; investigates advertising/logo sign proposals; monitors services provided by authorized garages; assists in ensuring availability of emergency services to travelers; assists in delivering training related to traffic safety; reviews construction and Thruway traffic control for compliance; inspects vehicles operating under Special Hauling Permits; and serves as liaison to State Police and military activity within the Division.

 

TRAFFIC SUPERVISOR: manages inventory of authorized Thruway garages; coordinates traveler emergency services; coordinates abandoned vehicle program; oversees advertising programs such as devices, logos and sign boards; conducts investigations on behalf of Legal Department; prepares the program's budget; plans the use and expansion of Intelligent Transportation Systems (ITS) resources; and

performs the full range of supervisory duties.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT TRAFFIC SUPERVISOR

 

Monitors and assists with Traffic Incident Management; responds to and represents the Thruway Authority at on-scene or off-scene incident command posts; gathers and distributes real-time incident information; assists with recommendation and implementation of regional intelligent transportation support activities; assists in the facilitation of local and regional detours internally and with outside agencies.

 

Performs traffic control activities within a Thruway Division and ensures compliance with the Traffic Safety Manual, the Manual on Uniform Traffic  Control Devices, and New York State Standard Specifications.

 

Conducts initial investigations of accidents/incidents that cause injury or fatality to customers or employees, damage to Thruway Authority property or equipment, and /or potential Authority liability.

 

Assists in the coordination of a traffic management system based on the utilization of Regional Traffic Management Centers, such as the Capital District Traffic Management Center, and Hudson Valley Traffic Management Center, developed with other transportation agencies.

 

Conducts the regular surveillance of Division roadways and rights-of-way to ensure optimum travel conditions.

 

Monitors service provided by authorized towing garages and commercial road service providers.

 

          TRAFFIC SUPERVISOR

 

Oversees inspections of contractors’ work zone projects for compliance with construction specification plan.

         

Prepares reports of work zone compliance with rules and regulations of the Highway Safety Operational Requirements for use by the Thruway Division Engineer.

 

Oversees the initial investigations of serious accidents/incidents which cause injury or fatality to patrons or employees and/or damage to Thruway Authority property or equipment. Conducts or directs investigations on behalf of the Authority's Legal Department to determine the validity of patrons' negligence claims involving conditions of the physical plant or actions of Authority personnel.

 

Assesses the agency's implementation of Emergency Response Plans at the accident/ incident site and follows up with a written evaluation of incident for use by Authority departments. Ensures the availability of emergency services to travelers in accordance with the Emergency Response Plan.

 

Coordinates the instruction of fire and ambulance personnel in Thruway emergency response procedures, rules, and regulations.

 

Organizes the traffic management system based on the utilization of Regional Traffic Management Centers (Capital District Traffic Management Center) developed with other transportation agencies and Emergency Services.

 

Monitors delivery of training to field maintenance employees related to use of Traffic Safety Manual.

 

 

MINIMUM QUALIFICATIONS

 

ASSISTANT TRAFFIC SUPERVISOR

 

Open Competitive: four years of experience in one or any combination of the following:

investigating on-scene motor vehicle accidents, and preparing motor vehicle accident reports in a position with responsibility for either safety control or vehicular traffic; working in Incident Management with multijurisdictional agencies; and reviewing traffic control and compliance within a multilane divided highway.

 

Promotion: one year of service EITHER 1. in a position allocated to Grade 10 or higher; OR 2. as a Construction Equipment Operator Light, Grade 9.

 

TRAFFIC SUPERVISOR

 

Open Competitive: five years of experience in one or any combination of the following:

investigating on-scene motor vehicle accidents, and preparing motor vehicle accident reports in a position with responsibility for either safety control or vehicular traffic; working in Incident Management with multijurisdictional agencies; and reviewing traffic control and compliance within a multilane divided highway.

 

Promotion: one year of service as an Assistant Traffic Supervisor.
