Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

Transportation Analysts create, implement, and apply transportation analytical methods, including surveys and studies, and collect and analyze transportation statistics to support the development of transportation programs. These analytics assist in evaluating transportation objectives and in measuring the social, economic, and ecological impact of existing and proposed plans and projects.

These positions are found in the Department of Transportation (DOT) and the Thruway Authority.

DISTINGUISHING CHARACTERISTICS

TRANSPORTATION ANALYST: full performance level; conducts detailed data collection and technical analysis; evaluates projects, plans, and proposals; and assists in developing statewide and regional transportation plans, transportation systems, and policy.

SENIOR TRANSPORTATION ANALYST: first supervisory level; plans, trains, and supervises at least two lower level Transportation Analysts; designs and directs transportation studies; directs the development of new data analysis methods, projects, and programs; and serves as the head of a transportation analysis section.

ASSOCIATE TRANSPORTATION ANALYST: managerial level; responsible for the direction and development of a major project planning and research program and for its coordination with local, state, and/or federal traffic safety officials and governments; and serves as the supervisor of multiple work sections overseen by Senior Transportation Analysts.

RELATED CLASSES

          Capital Program Analysts develop, analyze, and manage capital programs, projects, and the funds needed to support them. These positions review individual capital projects against State and federal guidelines to determine eligibility for funding and to evaluate projects per established criteria; monitor the impact of project changes for their effect on expenditures; advise project staff and managers; and recommend project or program revisions.

ILLUSTRATIVE DUTIES

TRANSPORTATION ANALYST

Under the supervision of a Senior Transportation Analyst:

·     Collects, analyzes, evaluates, and summarizes data, including manipulation of data and information, to show the effects of different or altered variables on projects, plans, and proposals, including social, economic, and ecological impacts.

·     Reports findings to supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations.

·       Evaluates projects, plans, and proposals for consistency with regional and statewide transportation plans and forecasts, and assesses their effectiveness.

·     Implements objectives, methods of analysis, monitoring systems, and standards to evaluate planning activities and to analyze transportation improvement and safety programs.  

·       Assists in developing, implementing, and maintaining systems, procedures, and manuals in support of planning activities and projects.

·     Develops planning process documents, including annual reports, certificate documentation, and air quality certifications.

·     Develops planning and project procedures and manuals for use by agency staff and local governments.

          SENIOR TRANSPORTATION ANALYST

Under the supervision of an Associate Transportation Analyst:

• Designs study and survey plans, including developing objectives, assigning parameters, selecting methods of analysis, and scheduling projects and completion dates.

• Supervises and trains subordinate staff by assigning work to subordinates; reviewing work in progress and on completion for adherence to objectives, policy, and guidelines; resolving problems of subordinates work and reassigning for further analysis if alternatives or problems develop which were not anticipated; and ensuring that findings, recommendations, and methodology are documented.

• Recommends changes in projects and policies, or proposes legislation based on findings.

• Consults with agency staff, representatives of State and local governments, and regulatory authorities about projects.

• Develops criteria for evaluating program economy, efficiency, and effectiveness.

• Performs routine mathematical operations and analyzes and interprets data, including tables, data sets, and other statistical information.

• Attends hearings, conferences, and meetings and makes speeches and presentations about transportation studies and issues.

• Ensures compliance of State and Regional planning with State and Federal regulations.

• Directs the development, implementation, and maintenance of data inventory, collection, and analysis systems, including supporting documentation, based on user needs.

• Directs regional planning activities, including providing technical assistance and advice to local authorities. 

• May perform any of the duties of Transportation Analyst as needed.

          ASSOCIATE TRANSPORTATION ANALYST

·       Develops and directs major planning and project development programs.

·       Supervises multiple units consisting of Transportation Analysts and Senior Transportation Analysts, and other professional technical positions.

·       Plans and directs the testing of various transportation programs throughout different regions.

·       Represents DOT at meetings with government officials, transportation industry representatives, and/or the public.

·       Determines and defines systems of local, arterial, and express facilities.

·       Derives mathematical relationships necessary for reliable computer traffic simulations.

·       Develops theoretical statements of the relationships between vehicle density, volume, and speed and associated cost of accidents.

·       Coordinates with local officials to ensure that transportation plans are integrated with plans for the overall development of the region.

·       Maintains contact with traffic engineers, design engineers, and traffic safety officials of local, state and Federal governments. 

MINIMUM QUALIFICATIONS

          TRANSPORTATION ANALYST

Open-Competitive: Bachelors degree in Business Administration, Calculus, Computer Science, Economics, Engineering, Geographic Information Systems, Geography, Mathematics, Operations Research, Public Administration, Public Policy, Quantitative Analysis, Quantitative Methods, Regional Planning, Statistics, Transportation Planning, Transportation Management Systems, Transportation Systems Planning, or Urban Planning; with at least 15 semester credit hours in transportation or highway planning, transportation or highway management, transportation or highways systems engineering, civil or transportation engineering, civil engineering technology statistics, economics, mathematical or computer quantitative/analytical methods, quantitative analysis, geography, geographic information systems, mathematics, statistics, public administration, public policy, informational science, information systems, operations research/management, and/or computer modeling/science; and two years of professional work experience. The two years of professional work experience must be directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems and must have included direct responsibility for the preparation of written material such as narrative reports, letters of memoranda documenting accomplishments, and/or supervision of such activity.

Substitutions: a masters degree in a qualifying degree area may be substituted for one year of the required experience. A Ph. D. in a qualifying area may be substituted for two years of the required experience.  

          SENIOR TRANSPORTATION ANALYST

Promotion: one year of service as a Transportation Analyst.

          ASSOCIATE TRANSPORTATION ANALYST

Promotion: one year of service as Senior Transportation Analyst.
