Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS

 

          The one position class is responsible for the oversight, review, and policies and procedures of all New York State Lottery regulated drawings at the New York State Gaming Commission.

 

DISTINGUISHING CHARACTERISTICS

 

          MANAGER LOTTERY DRAWINGS:  managerial level; under the general direction of the Lottery Director of Operations, serves as a member of Lotterys senior management team, and ensures that broadcast, non-broadcast and second chance non-winning lottery ticket  lottery drawings operate in a manner consistent with established policy, procedures and Executive directives.  The position supervises lottery drawings production staff, and Lottery Drawings Assistants. 

 

ILLUSTRATIVE DUTIES

 

Administers and supervises the distribution of all lottery drawings in television markets in New York State.

Supervises the scheduling, rotation of assignments, and performance of the production staff assigned to each shift.

Drafts and designs individual game executive directives to establish security standards, randomness standards, retention standards and detailed procedures for conducting all lottery drawings.

Analyzes and recommends changes to procedures involving outside auditors, contractors, video gaming facilities, and lottery promotions staff.

Applies best industry practices for the lottery drawing programs.

Creates and manages drawing studio operations budget.

Writes and reviews requests for proposals for associated procurements including outside auditors, drawing equipment, recording and distribution services.

Reviews and recommends changes, as necessary, to existing drawing processes that are transparent, efficient, and random to ensure the integrity and trust of lottery drawings and operations.

Reviews and coordinates services provided under the existing or future Memorandums of Understanding with other state entities in relation to operation and testing associated with lottery drawings.(New York Media Services Center for the recording, network and satellite broadcast services; and Department of Agriculture and Markets for ball weighings).

 

Reviews and coordinates services provided by contracted external audit service partners for drawing observation and ball weighing services. 

 

Produces live broadcast lottery drawings in consultation with senior management and contracted set directors, designers, and lighting specialists to appropriately depict the random selection of winning lottery numbers.

Responds to unique or unusual drawing events 24/7 to identify and resolve drawing events requiring corrective action.

Coordinates and partners for drawing events with other state lottery drawings (e.g., the multi-jurisdiction games Mega Millions, Powerball and Cash 4 Life).

Provides descriptions and tours of lottery drawing operations to visiting representatives from print and television media and various international and domestic dignitaries.    

MINIMUM QUALIFICATIONS

 

Non-Competitive: Nine years of experience managing televised productions OR working as a TV master control production engineer, OR managing the recording of publicly distributed drawings, OR supervising/ auditing lottery-related drawings, OR supervising high stakes games of chance. An associates degree may substitute for two years of experience; a bachelors degree for four years; a masters degree for an additional year of experience.
