Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Real Property Services Managers mentor, empower and manage staff to accomplish the goals and objectives of the agency.  They are responsible for workload planning, personnel issues, staff development training, performance evaluations, establishing work teams and participating on cross functional process improvement teams and collaborative intra-governmental teams.  Incumbents oversee the timely delivery of the agencys products and services; participate in making policy decisions; and act as spokespersons for the agency programs and real property tax administration.

 

            Real Property Services Managers are classified only in the Department of Taxation and Finance.

 

DISTINGUISHING CHARACTERISTICS

 

            REAL PROPERTY SERVICES MANAGER 1:  is assigned to a regional office, and either manages a satellite office within the region or a portion of the operations of the regional office. That portion may include a group of three or more counties and/or multiple specific functions that encompass the entire region (e.g., Market Analysis, RPS Support, Data Management). Typically, positions supervise two or more Real Property Analyst 3 positions.

 

            REAL PROPERTY SERVICES MANAGER 2:  highest-level position assigned to a specific regional office; performs with a high degree of autonomy.

 

            REAL PROPERTY SERVICES MANAGER 3:  manages the operation of a major program area such as Central Support Services, State Valuation Services, Information Technology, or two or more regional offices and/or a key process (e.g., Local Equity or Equalization).

 

            REAL PROPERTY SERVICES MANAGER 4:  assigned to the central office; coordinates the activities of multiple major program areas such as Central Support Services, State Valuation Services, and Information Technology or all of Regional Customer Service Delivery.  Serves on the agency executive staff and assists in or determines policy affecting the entire agency or the Real Property Tax.

 

RELATED CLASSES

 

            Real Property Analysts collect, acquire, review and reconcile assessment and real property data; appraise real property; review and analyze municipalities current assessment administration practices; and develop and support the real property information system.

 

            Complex Real Property Appraisers perform data collection, analysis, and valuation activities of both sales and appraisals for complex commercial, industrial, and utility structural properties.

  

ILLUSTRATIVE DUTIES

 

REAL PROPERTY SERVICES MANAGER 1

 

Under the direction of a Real Property Services Manager 2, manages a portion of the operations of a regional office or a satellite office within a region; supervises professional and support staff and coordinates their work activities to ensure the delivery of regional services; provides or arranges for training of subordinate staff; provides high-level technical and analytical expertise to both subordinate staff and customers; oversees the valuation of less complex non-residential properties, including farm land, industrial and commercial properties; responds to issues and problems of local government officials; communicates agency strategic policy to subordinate staff and helps to implement that policy in the regional office; participates in developing procedures and implementing work process improvement efforts; and assists the Real Property Services Manager 2 with the management of the physical and human resources of the regional office.

 

REAL PROPERTY SERVICES MANAGER 2 

 

Under the direction of a Real Property Services Manager 3, manages the operations of a regional office,  establishes and maintains relationships between local government officials, the regional office, and Albany-based units of the agency; oversees and provides direction to several Real Property Services Manager 1 positions  in the regional office on reassessment or inventory collection; ensures quality and timeliness of all external communication; signs off on project uniform percentage and commitment letters; develops consensus among the regional management team on regional commitments; oversees Market Value survey planning; reviews survey analysis reports and resolves survey problems that have external impact; approves all rate complaint responses; coordinates and participates in regional public information activities; oversees special projects and the LAN/WAN systems support unit; and coordinates communication and support with Educational Services.

 

REAL PROPERTY SERVICES MANAGER 3 

 

Under the direction of the Executive Director, Deputy Executive Director, or a Real Property Services Manager 4, manages a major program area, two or more regional offices, and/or a key process. Oversees the agencys delivery of products and services, manages the day-to-day operations of the major program area including personnel, budgeting, administrative matters, resource allocation planning, work priority determination, and implementation of agency policy and plans.  Oversees the development of systems to monitor and facilitate the day-to-day delivery of programs and services.  Coordinates and leads team efforts to map valuation processes and identify target areas for process improvement.  Responds to inquiries from assessors, county directors, and State officials.  Participates in agency policy and strategic planning.

 

 

 

 

REAL PROPERTY SERVICES MANAGER 4 

 

Under the direction of the Executive Deputy Director, leads, coordinates and aligns functional areas to the agencys strategic management plan.  Works on State Board issues, agency policy and priorities, budget and program plans.  Participates in labor relations, legislation, human resource issues and agency program strategies. Exercises appointment powers as delegated by the Executive Director.  Leads partnerships with local governments to advance Real Property Tax Administration.  Works to ensure processes are coordinated within program areas. Works as part of the executive team to develop real property tax policy.  Explains complex real property tax issues to legislative and local government officials.

 

MINIMUM QUALIFICATIONS

 

REAL PROPERTY SERVICES MANAGER 1

 

Promotion:  one year of permanent service in a position allocated to Grade 23 or higher.

 

Open Competitive:  Bachelors Degree including or supplemented by nine credit hours in mathematics, statistics, computer programming or real estate and eight years of experience in mass appraisal systems.

 

REAL PROPERTY SERVICES MANAGER 2

 

Promotion:  one year of permanent service in a position allocated to Grade 25/M-1 or higher.

 

REAL PROPERTY SERVICES MANAGER 3

 

Promotion:  one year of permanent service in a position allocated to Grade 27/M-2 or higher.

 

REAL PROPERTY SERVICES MANAGER 4

 

Promotion:  one year of permanent service in a position allocated to Grade 31/M-4 or higher.
