Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this class supervise professional real estate staff, which includes Real Estate Specialists, Leasing Agents, Land Surveyors, and other related titles, and manage and direct real estate programs or large portions of real estate programs at State agencies responsible for the following specializations of appraisal, acquisition and/or disposition, control of right-of-way access and land-use, or leases and/or easements of real property.  Levels are distinguished by such factors as the size and scope of an agency real property program, which includes the number and level of subordinate staff, responsibility for one or more areas of real estate specialization listed above, and the scope of responsibility of the position within these programs. 

 

DISTINGUISHING CHARACTERISTICS

 

REAL ESTATE OFFICERS 1: oversee and direct professional real estate staff, including at least two staff members at Grade 23, in smaller agency real estate programs for which the real estate activities of the agency may be limited within the agencys overall mission and/or for which the real estate responsibilities may not include all the areas of specialization.  Incumbents may assist higher-level real estate staff in the management of a real estate program or be responsible for a large portion of a large statewide real estate program.  Classification based upon responsibility for a portion of a program requires oversight of statewide operation in one or more areas of specialization or responsibility for a geographic area, typically a region, of a statewide program.    

 

REAL ESTATE OFFICERs 2: oversee and direct professional real estate staff, including at least two staff members at Grade 23, in agency real estate programs for which the real estate activities include the full range of specializations.  Incumbents may assist higher-level real estate staff in the management of the largest real estate programs or be responsible for a large portion of the largest statewide real estate program.  Classification based upon responsibility for a portion of a program requires oversight of statewide operation in one or more areas of specialization or responsibility for a geographic area, typically a region, of a statewide program.   

 

 

REAL ESTATE OFFICERs 3: oversee and direct professional real estate staff, including at least three staff members at Grade 23, in the largest real estate programs for which the real estate activities include the full range of specializations.  Incumbents may assist higher-level real estate staff in the management of the largest statewide real estate programs or be responsible for a large geographic area, typically a region, within the largest statewide real estate programs.   

 

ILLUSTRATIVE DUTIES

 

Supervises and directs subordinate real estate staff including multiple technical units overseen by staff at Grade 23 who are assigned to specific areas of specialization or assigned responsibility for specific geographic areas of the State.

 

In centralized real estate programs, and when classified in the Main Office for agencies with regional real estate offices, Real Estate Officers 2 and 3 may supervise lower level Real Estate Officer positions. 

 

Provides guidance and technical direction to subordinate and other agency real estate staff regarding policies, procedures, laws, rules and regulations related to agency real estate operations.

 

Reviews and approves property acquisitions, assessment, dispositions, or other program actions having legal implications and/or involving large dollar values.

 

Develops and implements operational policies, procedures, guidelines, and directive regarding real estate program operation.

 

Provides real estate policy and technical advice to agency management staff regarding real estate program operations and legal limitations and requirements.

 

Ensures that the work performed by contract staff in areas such as appraisals, assessments, and surveys is technically accurate, market appropriate, and in conformance with agency and State rules, regulations, and policies by personally reviewing reports, assessments and other information submitted by contract staff or by supervising subordinate staff assigned to review such documentation.

 

Ensures that program activities are coordinated with capital improvement, reconstruction, rehabilitation, and/or construction projects as well as other State, federal, local, private, and not-for-profit programs and entities affected by agency real estate operations. 

 

Prepares or supervises the preparation of annual budgets and staffing plans for assigned program operations.

 

Oversees or personally conducts settlement meetings and other meetings regarding in terms and conditions of sales and acquisitions. 

 

May assist in or oversees public hearings and other public information sessions held in relation to real estate actions supporting agency operations.

 

May represent the agency or program by serving as a technical expert in legal proceedings involving the Court of Claims.

 

 

MINIMUM QUALIFICATIONS

Promotion:  One year of permanent competitive service in a real estate title allocated to Grade 23 or above.

 

Real estate officer 2

 

Promotion:  One year of permanent competitive service in a real estate title allocated to Grade 23 or above.

 

real estate officer 3

 

Promotion:  One year of permanent competitive service in a real estate title allocated to Grade 27 or above.
