Classification Standard
ASSISTANT DIRECTOR INSURANCE RESEARCH AND STATISTICS, under general direction of the Director Insurance Research and Statistics, plans and directs research programs and studies in connection with the development of Department policies and procedures and the drafting of legislation and regulations; supervises staff; provides technical assistance to Department Bureau Chiefs on research matters; represents the Department at interdepartmental committee meetings and serves as consultant to other departments on insurance matters; directs the activities of the departmental library; prepares research material and reports for use in Department publications and press releases; answers inquiries relating to insurance research and statistical matters from within and outside the Department; and prepares the Department's Monthly Bulletin. QUALIFICATIONS: One year of permanent competitive service as Program Research Specialist 3.
DIRECTOR
INSURANCE RESEARCH AND STATISTICS initiates, plans, directs and coordinates the
major research programs and studies of the Insurance Department; directs the
publications program of the Insurance Department including annual reports, non‑repetitive
reports arising from special studies and investigations, consumer education
brochures, reprints of Department regulations and other publications; provides
technical advice and assistance to the Superintendent and Deputy
Superintendents in connection with federal and state legislative committees and
various associations and conferences; provides statistical and other research
data to Administrative Officer and collaborates with him or her in preparing
administrative surveys and programs involving expenditure appraisals, workload
measurement, staffing forecasts and operations analysis for use by the
Superintendent and Deputy Superintendents in overall supervision and direction
of the Department, evaluations of Bureau effectiveness, reorganization studies
and program budgets; provides technical advice and assistance to the Bureau
Chiefs of the Department on matters related to research, publications, budget
and work load analysis; directs library services of the Department; prepares
material for use in connection with speeches, brochures, press releases and
other publicity related to the research program of the Department for use by
the Governor's office and Department executives; and maintains liaison with
public and private trade and
research organizations to provide and obtain research data. QUALIFICATIONS: One
year of permanent service as Assistant Director Insurance Research and
Statistics.
