BRIEF DESCRIPTION OF CLASS SERIES
Licensing Examiners review
and process alcoholic beverage license and permit applications in accordance
with Alcoholic Beverage Control laws, rules and regulations.
These
positions are classified at the Division of Alcoholic Beverage Control.
DISTINGUISHING CHARACTERISTICS
Licensing
Examiner 1: full performance
level; supervises Licensing Services Clerks, and lower-level clerical staff.
Licensing
Examiner 2: first supervisory
level; oversees a unit of Licensing Examiners 1 and Licensing Services Clerks within
a zone office.

Examiner 3: second supervisory
level, oversees two or more subordinate Licensing Examiners 2 within a zone
office.

Licensing Examiners 3, and coordinates and monitors the licensing bureau work on
a Statewide basis under general direction from agency executive management.
ILLUSTRATIVE DUTIES
Licensing
Examiner 1
- Supervise and train License Services
Clerks.
- Review documents submitted with
application to determine: if the applicant meets the statutory
qualifications to sell alcoholic beverages; if the location is zoned for
the specified use and has all required permits; and if applicant is in
control of proposed method of operation.
- Review financial documentation submitted
with application to determine if funds indicated are legitimate and
accountable.
- Research records to determine if the
proposed location has prior license history.
- Conduct personal and telephone
interviews with applicants to answer questions or obtain additional
information needed to process the application.
- Respond to inquiries from customers.
- Prepare written correspondence to
customers and their representatives detailing any deficiencies in the
application.
- Prepare detailed reports listing all
pertinent information necessary to present to Licensing Board and Full
Board in order to make reasonable determinations on the applications.
- Identify any school, church, or
synagogue within 200 feet of the proposed premises.
- Identify existing nearby licensed
premises, noting and measuring any potential instance where three or more
licensees fall within 500 feet of the applicants premises.
- Verify applicant representations in
block plot diagrams and premises interior layout.
- Conduct background checks and interviews
with all parties of interest, including principals, lenders, stockholders,
family members, employees, neighbors, area merchants, and municipal
officers.
- Acquire and serve subpoenas when
necessary to verify application statements, proposed method of operation,
financial records, and compliance with local ordinances.
- Conduct follow-up investigation of
applicant and/or proposed premises to obtain additional information or
clarification as requested by the Members of the Authority.
- Appear and testify at Community Board
licensing hearing committee meetings.
- Communicate with police jurisdictions
regarding the soundness of application and proposed location.

Examiner 2
- Ensure subordinates have reviewed all
applications for licenses and permits in accordance with office
procedures, rules, regulations and statutes; and meet with staff to review
current procedures and update them on any changes.
- Produce production reports and meet with
examiners to discuss their efficiency; and monitor the workload to ensure
equitable work assignments among staff.
- Analyze operations to ensure work flows
smoothly and is performed accurately, timely and in accordance with rules
and procedures.
- Reassign work and staff as necessary to
meet goals and evaluate application trends to determine necessary staff
and workload assignments.
- Provide clear and concise explanation of
policies and procedures to industry members, attorneys, applicants,
licensees and community groups.
- Serve as a member of Licensing Board,
which reviews the reports of License Services Clerks and Licensing
Examiners 1 and makes determinations on applications. Refer difficult cases
to the Licensing Examiner 3 for review and determination.
- Perform the full range of supervisory
responsibilities.
Licensing Examiner 3
- Periodically review bureau resources; and
prepare written justifications and budget requests for any additional resources,
including equipment and staff.
- Develop procedures to deal with
legislative and policy changes and implement them through subordinate
supervisors.
- Act as primary liaison with program
counsel and management on the more difficult licensing issues.
- Serve as a member of the Licensing Board,
which makes determinations on the more difficult applications.
- Review full board reports for accuracy
and completeness and advise management when the application is ready to be
placed on the Licensing Board agenda.
- Ensure the implementation of modified
forms and applications required by amendments to the Alcohol and Beverage
Control Law.
- Attend meetings or training seminars
with community groups, applicants, licensees, police agencies and other
agencies on behalf of the bureau.
- Coordinate the development, testing and
maintenance of licensing information systems with bureau and information
technology staff,
- Perform the full scope of supervisory
responsibilities.
Licensing
Examiner 4
- Review monthly reports and meet with
Licensing Examiners 3 to evaluate the functions in each zone office, and initiate
changes where necessary.
- Review enacted legislation to determine
the impact on operations and meet with agency executive management to
determine needed changes.
- Take the lead in implementing new
legislation and work process improvement initiatives.
- Develop procedures to deal with
legislative and policy changes and implement them through subordinate
supervisors.
- Coordinate the development, testing and
maintenance of licensing information systems with Licensing Examiners 3.
- Perform internal controls testing of
bureau functions to ensure that all procedures are being performed
accurately and efficiently and recommend additional security or changes.
- Serve as a member of Licensing Board,
which reviews the more difficult applications.
- Create and modify forms and applications
when required by amendments to the Alcohol and Beverage Control Laws.
- Perform the full scope of supervisory
responsibilities.
MINIMUM QUALIFICATIONS
Licensing Examiner 1
Promotion:
one year of service in a clerical
position allocated at Grade 9 or higher.
Licensing Examiner 2
Promotion: one year of service in a clerical,
secretarial, keyboarding, or paraprofessional title allocated to Grade 11 or
higher.
Licensing
Examiner 3
Promotion: one year of service
in a clerical, secretarial, keyboarding, or paraprofessional title allocated to
Grade 14 or higher.

Examiner 4
Promotion: one year of service
in a clerical or administrative title allocated to Grade 18 or higher, or two
years of service in a clerical or administrative title allocated to Grade 17
or higher.
