Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

          Agency Program Aides perform a variety of paraprofessional technical and/or program activities to support the work of professional staff in the administration of agency-specific programs. 

 

These positions exist in various State agencies.

 

DISTINGUISHING CHARACTERISTICS

 

          AGENCY PROGRAM AIDE:  perform lower level professional analysis and program administration activities that closely resemble those performed by professional program and technical positions in the same organization. Assignments are typically characterized by the application of clear guidelines or precedents, which require basic analysis, review, and decision-making.  These duties are distinct from the record-keeping, tracking, and information gathering activities done by Secretaries 1 and 2.  Agency Program Aides do not perform a mix of professional and secretarial duties, such as distributing incoming correspondence, routing telephone calls, greeting visitors, responding to general questions, or maintaining calendars. 

 

Clerical activities are not characteristic of positions in this class.  Any clerical duties performed are incidental to the class; are directly related to the professional-level program administrative responsibilities of the organization; and exclude clerical work indicative of various Office Assistant classes.  

 

RELATED CLASSES

 

          Administrative Aides perform lower-level professional duties in finance, budgeting, human resources, and other administrative areas that closely resemble those performed by professional staff in the same organization.

 

          Accountant Aides perform paraprofessional duties to support the work of accountants and auditors.

 

          Legal Assistants 1 perform paralegal duties to support the work of attorneys.

 

ILLUSTRATIVE DUTIES

 

Apply analytical techniques as required by the program area.

              

·       Monitor and evaluate data for deficiencies and assist in correcting problems.

·       Collect, tabulate, and analyze data.

·       Implement methods of data analysis.

·       Draw conclusions from analyzed data.

·       Compile reports, charts, or graphs that describe and interpret findings of analyses.

·       Draft action plans based upon analysis of data.

 

Assist in monitoring compliance with administrative and programmatic financial requirements.

 

·       Review and make determinations on grant applications and contracts.

·       Monitor the use of grant funds to ensure compliance with applicable laws, rules, and regulations.

·       Draft reports and memoranda in accordance with agency guidelines.

·       Gather, review, and evaluate information required by professionals to conduct financial and program audits.

·       Draft procedures and provide guidance on requirements for budget revisions and amendments.

·       Assist in the preparation, review, evaluation, and analysis of a variety of reports and records.

 

INDEPENDENCE OF OPERATION

 

          Agency Program Aides work under the supervision of technical or professional program managers.  They exercise a considerable amount of independent judgment in the performance of duties and application of various State and federal laws, procedures, rules, regulations, and guidelines that require interpretation.  Incumbents independently determine the needs and priorities required to support professional staff; and provide input into the program areas operations.

 

SUPERVISION EXERCISED

 

          Agency Program Aide is not a supervisory class; however, positions may supervise clerical and/or technical employees by prioritizing work assignments, ensuring efficient and effective work flow, and training and evaluating staff.  In turn, incumbents are supervised by professional program and technical staff.

 

MINIMUM QUALIFICATIONS

 

Transition: One year of permanent competitive service in a clerical, keyboarding, secretarial, or paraprofessional title allocated to Grade 5 or higher.
