BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series plan and direct Food Distribution and Warehousing; Print, Mail, and Freight services; and State and Federal surplus property programs within the Office of General Services, Support Services Group.

 

DISTINGUISHING CHARACTERISTICS

 

SUPPORT SERVICES MANAGER 1: first managerial level; under the general direction of the Support Services Manager 2, oversees the daily operations of a major program segment within the Support Services Group, including the direct supervision of lower level staff.  When assigned to the Downstate Distribution Center within the Division of Food Distribution & Warehousing, the position supervises a Public Buildings Manager 1, and multiple Tandem Tractor Trailer Operators and warehouse support staff.

 

SUPPORT SERVICES MANAGER 2: second managerial level; under the general direction of the Director Support Services, functions as overall assistant by overseeing the daily operations of the entire Support Services Group, including the administrative supervision of the Support Services Manager 1 and other program managers.

 

DIRECTOR SUPPORT SERVICES: one position class; under the general direction of executive staff, directs the programs, activities, and staff of the entire Support Services Group; formulates and disseminates new policies and procedures; and, administratively supervises the Support Services Manager 2.

 

ILLUSTRATIVE DUTIES

 

          SUPPORT SERVICES MANAGER 1

 

·       Oversees the daily operations of a major program segment within the Support Services Group.

 

o   Reviews reports and documents submitted by lower level staff, and attends meetings with these individuals to determine present activities and predicted trends in each program area.

 

o   Trains and advises all program personnel on requirements, including emergency and disaster responses.

 

o   Establishes schedules that utilize program personnel and equipment in an efficient manner.

 

o   Investigates and resolves service complaints.

 

·       Develops detailed long-range plans and trend forecasts.

 

o   Performs management analysis and organization studies to review existing policies and procedures.

 

o   Participates in the development of annual budget requests and fiscal projections for use in the preparation of the program budget request.

 

o   Coordinates inter-agency and inter-program efforts to increase efficiency and economy in the provision of goods and services.

 

o   Participates in the agency internal controls program through the review and critique of annual testing submissions and vulnerability assessments.

 

·       Participates in the development of work standards and operational procedures.

 

·       Performs the full range of supervisory duties including approving leave and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations.

 

·       Interprets and communicates work procedures and policies to staff.

 

·       Analyzes internal processes and recommends procedural or policy changes to improve operations.

 

·       May perform any of the following activities when assigned to the Downstate Distribution Center within the Division of Food Distribution & Warehousing.

 

o   Maintains physical condition of the warehouse by planning and implementing new design layouts; inspecting equipment; and issuing requisitions for repair or replacement.

 

o   Maintains receiving, warehousing, and distribution operations by initiating, coordinating and enforcing program, operational and personnel policies and procedures.

 

o   Complies with federal, State, and local warehousing, material handling and shipping requirements by studying existing and new legislation; enforcing adherence to requirements; and advising management on needed actions.

 

o   Safeguards warehouse operations and contents by establishing and monitoring security procedures, quality standards, procedures and protocols.

 

SUPPORT SERVICES MANAGER 2

 

·       Reviews and recommends capital improvement and equipment purchases referred by the Director Support Services.

 

·       Reviews and approves all contracts for equipment purchase and maintenance.

 

·       Develops, prepares, and submits budget and spending plans for executive consideration.

 

·       Prepares budget recommendations to operate and maintain physical plant maintenance and rehabilitation, equipment maintenance or replacement, and additional staff.

 

·       Oversees the development and implementation of production control policies and procedures governing inventory, storage, and shipping to ensure that client requirements are consistently met.

 

·       Participates in and represents programs in labor-management and safety committee meetings with delegated representatives.

 

·       Serves as the principal representative for communications or meetings with the general public, supply contractors, manufacturers, and representatives from various State and federal agencies.

 

·       Represents programs in labor-management and safety committee meetings.

 

·       Performs the full range of administrative supervisory responsibilities.

 

·       Assumes the role of acting director in the absence of the Director Support Services.

 

·       May perform all of the duties and responsibilities of Support Services Manager 1.

 

DIRECTOR SUPPORT SERVICES

 

·       Directs the programs, activities, and staff of the entire Support Services Group.

 

·       Evaluates the effectiveness of all programs, establishes performance standards and criteria, and recommends improvements.

 

·       Reviews and submits financial statements and budgets for the entire Support Services Group.

 

·       Evaluates new service requests and resolves service discrepancies.

 

·       Formulates and disseminates new policies and procedures.

 

·       Oversees the preparation of contracts, letters of intent and letters of agreement concerning any area of jurisdiction of the Support Services Group with private companies, other State or local government bodies, and organizations representing State employees.

 

·       Represents and conducts special projects for executive staff.

 

·       Performs the full range of administrative supervisory responsibilities.

 

·       May perform all of the duties and responsibilities of Support Services Manager 2.

 

MINIMUM QUALIFICATIONS

 

SUPPORT SERVICES MANAGER 1

 

Open Competitive: eight years of experience planning, directing, and coordinating the storage and distribution of physical products and materials in a warehouse, product distribution center, or mail distribution center.  At least three years of this experience must have included direct supervision of warehouse, product distribution, or mail distribution center staff.  A bachelors degree will substitute for up to four years of the non-supervisory experience at the rate of 30 semester credit hours equaling one year of experience.

Promotion: one year of permanent competitive service as a Support Services Manager 1.
