Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series monitor and evaluate academic quality in all undergraduate and masters degree programs in teacher education, educational leadership, and pupil personnel services programs in New York State colleges and universities to determine conformance with teacher education requirements. These positions are only found in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN TEACHER EDUCATION:  performs the full range of duties under the supervision of an Associate in Teacher Education or other higher level staff.  An incumbent will assist with activities related to the review and approval of grants and amendments, providing technical assistance to programs, and assisting with program monitoring.

 

          ASSOCIATE IN TEACHER EDUCATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties; may supervise professional and other staff.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN TEACHER EDUCATION

 

·       Assists in providing technical assistance to postsecondary institutions.

 

·       Assists in the development of policy and proposed regulations, training, research, data analysis, and preparation of informational materials.

 

·       Assists in monitoring grant funded program activities for compliance with statute, regulations and guidelines.

 

·       Participates in site visits for accreditation and other purposes.

 

·       Assists in coordinating grant proposals reviews and approving award recommendations; reviewing and approving program budget proposals, amendment requests and final budget documents.

 

·       Provides assistance to school districts concerning teacher personnel practices and the employment of uncertified teachers.

 

·       May supervise and train lower level staff in the review of applications for teacher certification; review teacher certification application appeals and unusually complex applications; and prepare reports regarding teacher certification.

 

ASSOCIATE IN TEACHER EDUCATION

 

·       Evaluates teacher education and educational leadership program proposals for initial registration and re-registration.

 

·       Leads site visits, including the coordination of site visit activities and recruitment and training of site visit team members; manages site visit budgets; prepares site visit reports; and drafts materials for action by the Board of Regents.

 

·       Conducts and analyzes research data and prepare reports.

 

·       Develops and revises regulations and guidance related to teacher education and educational leadership.

 

·       Provides expert assistance to management in developing and implementing policy to ensure compliance with relevant laws, rules and regulations.

 

·       Conducts comprehensive reviews of Master Plans and Master Plan Amendments

 

·       Develops recommendations for new and revised teacher certification requirements and policies governing application of the requirements. 

 

·       Develops and conducts training.

 

·       Prepares reports.

 

·       May prepare materials and make presentations to the Board of Regents.

 

·       May supervise Assistants in Teacher Education and other staff.

 


 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN TEACHER EDUCATION

 

Open Competitive:  a masters degree and two years of professional experience in the field of education at a college, university, higher education agency, or professional association and two years of specialized experience; this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs. One year of experience as a permanent certified teacher may substitute for up to one year of the specialized experience.

 

ASSOCIATE IN TEACHER EDUCATION

 

Promotion:  one year of permanent service as an Assistant in Teacher Education.

 

Open Competitive:  Masters and five years of professional experience in the field of education at a college, university, higher education agency, or professional association and two years of specialized experience; this experience must have been in an administrative or faculty position with responsibility for the preparation or certification of classroom teachers, school leaders, or pupil personnel service providers, in such areas as development, review, or offering of these programs.  One year of experience as a permanent certified teacher may substitute for up to one year of the specialized experience.
