BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series provide information, direction, and guidance to local schools, school districts, administrators, teachers, parents, and other internal and external stakeholders on State and federal laws, regulations and policies regarding instructional programs and activities for limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students. These positions are found only in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN BILINGUAL EDUCATION:  performs the full range of duties under the supervision of an Associate in Bilingual Education or other higher level staff.  An incumbent will assist with activities related to the review of grants and amendments, providing technical assistance and assisting with program monitoring, and may work independently on smaller projects or as part of a team on more complex assignments.

 

          ASSOCIATE IN BILINGUAL EDUCATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties, serves as the lead liaison for large and more difficult and/or complex projects, and may supervise professional and clerical staff.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN BILINGUAL EDUCATION

 

Provides technical assistance on law, regulation, policy and practice to school personnel, professional associations, community-based organizations, parents, and others related to limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students.

 

Researches and prepares professional development materials, grants, amendments, Memorandums of Understanding (MOUs), contracts, proposed regulatory and policy statements, and informational materials.

 

Assists with program monitoring, including providing assistance with on-site and desk audits, and assists with preparing follow-up reports.

 

Assists in the preparation of required program and fiscal reports.

 

Conducts activities related to the development of limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students educational resources and initiatives.

 

Assists management in initiatives for limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students.

 

Acts as key liaison with other Units within the Department and other state agencies to contribute to special projects as needed.

 

          ASSOCIATE IN BILINGUAL EDUCATION

 

Provides information, direction, and guidance to local schools, school districts, professional associations, community-based organizations, administrators, teachers and parents on State and federal laws, regulations and policies regarding programs and initiatives for limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students.

 

Coordinates and participates in activities related to the development of LEP/ELL educational resources and initiatives, including key consultant committee work and training sessions to provide content knowledge in the development of LEP/ELL regulations, programs and procedures.

 

Plans and conducts on-site program monitoring visits and desk audits, and program reviews of schools, school districts, and charter schools, and completes final reports, including recommendations to improve instruction.

 

Plans and provides professional development workshops and technical assistance for schools, school districts, charter schools, community-based organizations and parents.

 

Reviews and processes grant applications, and collects and analyzes data related to grant funding.

 

May review and approve allocation of funds to school districts for educational programming for limited English proficient (LEP) students/English Language Learners (ELLs), linguistic minority students, LEP/ELL students with disabilities, and immigrant students.

 

Prepares and reviews program reports, memoranda, instructional guides and other resources related to legislation, regulations, and policy statements.

 

Drafts legislation, regulations, policy statements, program and evaluation reports, memoranda, curriculum materials, and resource guides.

 

Provides ongoing leadership in the development of Regents policy and regulatory proposals.

 

Provides oversight and coordinates special projects as assigned.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN BILINGUAL EDUCATION

 

Open Competitive:  masters degree, New York State permanent or professional certification in Bilingual Education, Teacher of English as a Second Language, English to Speakers of Other Languages, or in classroom teaching with an extension in Bilingual Education, and three years of experience teaching in an education program for English Language Learners/limited English proficient students in grades K-12.  Up to one year of the three years of experience may be in an administrative or supervisory capacity in the field of Bilingual Education or English as a Second Language.  A Ph.D. in Education may be substituted for up to two years of experience.

 

ASSOCIATE IN BILINGUAL EDUCATION

 

Promotion:  one year of permanent service as an Assistant in Bilingual Education.

 

Open Competitive:  masters degree, New York State permanent or professional certification in Bilingual Education, Teacher of English as a Second Language, English to Speakers of Other Languages, or in classroom teaching with an extension in Bilingual Education, and five years of experience teaching in an education program for English Language Learners/limited English proficient students in grades K-12.  Up to two years of the five years of experience may be in an administrative or supervisory capacity in the field of Bilingual Education or English as a Second Language.  A Ph.D. in Education may be substituted for up to two years of experience.
