Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series serve as representatives of the Education Department in relations with early child education program providers.  Incumbents provide support and technical assistance in the establishment, expansion and improvement of early childhood education programs. These positions are only found in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN EARLY CHILDHOOD EDUCATION:  performs the full range of duties under the supervision of an Associate in Early Childhood Education or other higher level staff.  An incumbent will assist with activities related to developing policies for local administration of programs, review and approval of grants and amendments, developing program performance indicators, providing technical assistance to local programs, and assisting with data collection.

 

          ASSOCIATE IN EARLY CHILDHOOD EDUCATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties, serves as the lead liaison for large and more difficult projects, and may supervise professional and clerical staff.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN EARLY CHILDHOOD EDUCATION

 

Provides technical assistance to early childhood education program providers on program implementation, improvement, and expansion.

 

Develops Requests for Proposals, forms, ratings instruments and other documents.

 

Assists in the review and approval of grant proposals and amendments.

 

Assists with program monitoring; making recommendations on program implementation and revision.

 

Assists in the preparation of status reports.

         

          ASSOCIATE IN EARLY CHILDHOOD EDUCATION

 

Provides technical assistance to staff and early childhood education program providers on program development, implementation and evaluation.

 

Reviews, approves and processes program budgets and amendments for grants and prepares status reports of various funded components.

 

Provides expert assistance to management in developing and implementing policy to ensure compliance with relevant laws, rules and regulations.

 

Reviews proposed State and federal legislation affecting early childhood education and provides in-depth analysis and recommendations to Department managers.

 

Provides assistance in the development of and presentation of inservice training programs for school districts and community-based organizations.

 

May supervise Assistants in Early Childhood Education and other staff.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN EARLY CHILDHOOD EDUCATION

 

Open Competitive:  a masters degree in education, social work, public administration, or psychology AND three years of experience in early childhood education programs or parent education and child development programs.  Two years of this experience must have been in an administrative or supervisory position.

 

 

ASSOCIATE IN EARLY CHILDHOOD EDUCATION

 

Promotion:  one year of permanent service as an Assistant in Early Childhood Education.

 

Open Competitive:  masters degree in education, social work, public administration, or psychology and five years of experience in the supervision or administration of early childhood education programs, or programs for parent education and child development, in a variety of settings, including schools, community-based organizations, and state and local agencies.
