BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series provide administrative or program support to units within the State Education Department.  Assignments may include one or more of the following:  coordinating the development or preparation of statewide plans or policies, procedures, reports, legislation; conducting policy or analytical studies; preparing reports on educational issues; preparing data collection instruments or report forms to audit and evaluate programs effectiveness; providing technical assistance to schools, local educational agencies, other public or private agencies, professional groups or parents.  Positions in this series are found only in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN EDUCATIONAL PLANNING AND EVALUATION:  performs the full range of duties under the supervision of an Associate in Educational Planning and Evaluation or other higher level staff.  An incumbent will assist with activities related to developing policies and procedures for administration of programs, developing program monitoring and evaluation instruments, providing technical assistance to programs, and assisting with data collection.

 

          ASSOCIATE IN EDUCATIONAL PLANNING AND EVALUATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties, serves as the lead liaison for large and more difficult projects, and may supervise professional and clerical staff.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN EDUCATIONAL PLANNING AND EVALUATION

 

Provides technical assistance to schools, local educational agencies, other public or private agencies, professional organizations and the public.

 

Assists in the development of policy and proposed regulations, training, research, data analysis and preparation of informational materials.

 

Reviews and evaluates program applications or proposals and develops proposals for program initiatives.

 

Participates in and develops materials and facilitation guides for program monitoring site visits in districts and BOCES.

 

Assists other staff in monitoring educational programs, including the development of written recommendations, reports, and memoranda.

 

         

ASSOCIATE IN EDUCATIONAL PLANNING AND EVALUATION

 

Coordinates the development of statewide plans and reports.

 

Drafts policy statements, position papers, regulations and program guidelines.

 

Prepares written reports, informational materials, correspondence, grant proposals and evaluations.

 

Monitors and evaluates programs through site visits, report reviews, data analysis and written and verbal correspondence.

 

Reviews and analyzes legislation and regulations for programmatic impact and develops procedures to meet requirements and evaluation procedures to measure program effectiveness.

 

Prepares data collection instruments to audit and evaluate program effectiveness.

 

Develops RFPs for making funds available to schools, districts, and community-based organizations and agencies, according to federal and state legislation, and processes grant awards.

 

May supervise Assistants in Educational Planning and Evaluation and other staff.

 

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN EDUCATIONAL PLANNING AND EVALUATION

 

Open Competitive:  a masters degree and three years of professional experience in education or in public administration, two years of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.

 

ASSOCIATE IN EDUCATIONAL PLANNING AND EVALUATION

 

Promotion:  one year of permanent service as an Assistant in Educational Planning and Evaluation.

 

Open Competitive:  Masters degree and five years of professional experience in education or in public administration, three years of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.
