Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series provide technical assistance to programs providing continuing[A1] [A2]  education services, basic education, or career and technical education to adults and out-of-school youth. These programs are operated and/or provided by school districts, Boards of Cooperative Educational Services (BOCES), post-secondary educational institutions, library systems, unions, or community-based organizations.  These positions are only found in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN CONTINUING EDUCATION:  performs the full range of duties under the supervision of an Associate in Continuing Education or other higher level staff.  An incumbent reviews and/or assists with activities related to the review and approval of grants and amendments, providing technical assistance to local programs, and monitors grants and/or assisswith program monitoring.

 

          ASSOCIATE IN CONTINUING EDUCATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties; acts as supervisor within an office or region.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN CONTINUING EDUCATION

 

·       Provides educational guidance and technical assistance to state  or federally funded adult education agencies.

 

·       Develops and/or assists in the development of policy and proposed regulations, training, research, data analysis, and preparation of informational materials and mandated grant performance reports.

 

·       Monitors and/or assists other staff in monitoring adult education programs.

 

·       Provides general information on adult education and high school equivalency programs.

 

 

 

ASSOCIATE IN CONTINUING EDUCATION

 

·       Provides educational guidance and technical assistance to state funded adult education agencies.

·       Serves as liaison to the United States Education Department on grant compliance and reporting.

 

·       Provides on-site monitoring and technical assistance to adult education programs and high school equivalency (HSE) test centers to ensure compliance with state and federal law, regulations and Department policy.

 

·       Reviews and approves budgets and amendments for programs receiving grant awards; develops and reviews Requests for Proposals.

 

·       Develops legislative and regulatory proposals related to adult and continuing education; prepares program performance and other reports related to adult, career and technical and continuing education.

·       Manages program data collection and reporting.

 

·       Provides expert assistance to management in developing and implementing policy to ensure compliance with relevant laws, rules and regulations.

 

·       May supervise Assistants in Continuing Education and other staff.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN CONTINUING EDUCATION

 

Open Competitive:  a masters degree and three years of professional experience in continuing education*.  Two years of this experience must have been in an oversight or administrative capacity of a continuing education program or in the development and implementation of a continuing education program.

 


 

ASSOCIATE IN CONTINUING EDUCATION

 

Promotion:  one year of permanent service as an Assistant in Continuing Education.

 

Open Competitive:  masters and five years of professional experience in continuing education*.  Three years of this experience must have been in an oversight or administrative capacity of a continuing education program or in the development and implementation of a continuing education program.

 

 

 

*Continuing education is the instruction of out-of-school[A3]  youth and adults in such areas as:  employment preparation through career and technical education adult basic education, life skills, GED/TASC preparation, workplace literacy, adult literacy education and specialized instruction for English language learners.
