Classification Standard

BRIEF DESCRIPTION OF CLASS SERIES

          Education Supervisors are characterized by the supervision of a professional instructional staff, the placement and evaluation of students, and the planning and evaluation of an education program.  The size of the subordinate staff may vary among positions in these classes due to the number of students served and the organizational structure of the education program.  Typically, incumbents supervise a staff of teachers and instructors constituting a major education segment or field of a larger education program directed by an Education Director.  However, they may supervise as few as six teachers and instructors in an autonomous education program, and may serve as the top education specialist responsible for the supervision and administration of a small education program.    

DISTINGUISHING CHARACTERISTICS

Classification of positions in this standard are distinguished from one another by the subject matter or field taught and/or the type of student taught in the education program.  However, any one position in these classes may supervise a mixed group of teachers or instructors concerned with the other specialties.  In such cases, the Education Supervisor is classified based upon the predominant specialty or the most critical knowledge needed.

          EDUCATION SUPERVISORS (GENERAL) are 10-month positions responsible for supervising an academic program (e.g. adult basic education, adult general education development, and special education) at the elementary and/or secondary school level. 

          EDUCATION SUPERVISORS (VOCATIONAL) are 10-month positions responsible for supervising the vocational program (e.g. electrical, plumbing, masonry, etc.) in correctional facilities of the Department of Corrections and Community Supervision (DOCCS).

RELATED CLASSES

          Education Counselors perform activities and tasks related to the guidance, placement, and direction of students within a large education program.  Where the size of the program does not support classification of Education Counselors, these duties are performed by Education Supervisors. 

          Teachers and Vocational Instructors perform activities and tasks concerning the actual delivery of instructional services to students. 

           In many agencies, positions in the Training Technician series plan, deliver, and evaluate training programs designed to improve the knowledge and skills of agency employees. 

ILLUSTRATIVE DUTIES

Supervises a facility’s education program:

· Assigns teachers and vocational instructors to specific classes and courses according to their qualifications.

· Assists staff in planning course outlines and curricula by defining goals and objectives and providing available material in those fields.

· Reviews teaching staff’s prepared outlines and curricula for adherence to program goals and objectives and individual student development programs.

• Reviews and acts on requests for material, supplies, and equipment for use in courses.

• Sets up class schedules and coordinates program area with other education and therapeutic programs so that student needs are met.

• Provides training to teaching staff and discusses teaching methods and theories designed to overcome students’ specific learning problems and disabilities.

• Approves and recommends college courses for staff to increase knowledge and skill in their assigned area.

• Prepares budget and justification for program area.

• Prepares applications and reports required for Federal grant programs such as Title 1 of the Elementary and Secondary Education Act (ESEA).

• Approves requests by teachers/vocational instructors for special projects according to applicability to courses, follow-up activities, and facility and agency regulations. 

Evaluates teachers or instructors in program areas:

• Observes teacher/instructor classroom performance on a formal and informal basis to identify deficiencies in instructional presentations and to insure adherence to lesson plans and any standing or special instructions.

• Evaluates teacher/instructor performance in regard to mode of presentation, use of teaching aids, adherence of daily lesson plan to course outline and curriculum, and control of classroom by reviewing records, observing performance, conferring with staff, and assessing student progress.

• Prepares written evaluations for each observation and periodic and annual evaluations indicating findings and recommendations, and addressing needed training, promotability, retention, etc.

• Interviews applicants for teacher/instructor positions in program area and makes recommendations regarding appointments.

• Orients new teachers/instructors in education policies, goals, and objectives, and safety and security rules and regulations of the facility and agency.

• Assigns experienced teachers/instructors to assist new teachers/instructors in adjusting to school environment.

Determines students’ needs and evaluates their progress in the education program.

• Interviews new students, gathering background information to determine their needs and interests.

• Arranges for a standard battery of achievement and aptitude tests to determine students’ educational levels and abilities to progress in specific program areas.

• Reviews students’ past school records and accomplishments.

• In conjunction with counselors and other program staff, develops individual programs and schedules for students.

• Reviews periodic reports and teacher/instructor evaluations of students’ progress within specific courses and within their individual development programs and discusses recommendations for promotion, demotion or change in program and any special problems with teacher/instructor.

• Maintains records of student achievement according to facility and agency guidelines.

• May discuss reports and evaluations with students to obtain comments.

• May propose and discuss a change in courses and program with the counseling and other program staff to insure its compatibility with students’ overall program plans.

• May arrange with local school officials and community service agencies to place students back into community schools.

Prepares various reports concerning program area, courses, students, and staff as requested and represents the education program on various committees within the facility and agency, and with outside community agencies.

• May serve on good behavior time allowance committees as outlined in Title 7, Chapter 5: Procedures for Standards of Inmate Behavior and for Granting Good Behavior Time Allowances.

• May serve as representative of facility on community service committees to explain programs to the community.

• May speak before community groups to explain educational programs.

• May participate in the update and review of facility procedures and internal controls for purpose of maintaining facility accreditation.

• May assist with, conduct, and/or make determinations on inmate disciplinary hearings.

Supervises the activities of school library in a small, autonomous education program.

• In association with Head Librarian, determines type of materials and services necessary to serve student population.

• Approves lists of acquisitions for library material with regard to priorities, budgetary restrictions, and facility rules and regulations.

• Arranges schedules with librarian for student use of library.  

• Reviews circulation and other work reports to determine level of library use.

• Discusses changes and additions in material or services to reflect use or to accommodate student requests.        

• In those instances where the Education Supervisor is the highest level educator, the incumbent performs some additional administrative tasks similar to those performed by Education Directors. 

COMMUNICATION

          Education Supervisors have frequent oral and written communications with members of the teaching staff providing evaluation reports, attending periodic meetings to discuss problems, planning teaching methods and exchanging information.  They have frequent oral and written communication with the Education Director or other supervisor, providing reports on the status of their program area and attending meetings to exchange information and discuss problems. 

          On occasion, Education Supervisors may speak before community groups to discuss the facility’s education program.

SUPERVISION EXERCISED

          Education Supervisors supervise teachers through periodic classroom observation and written evaluation of their performance, review of written reports on students’ progress and periodic meetings to discuss course outlines, curriculum, teaching methods, and specific problems.  In the case of probationary teacher observations, evaluations and meetings are held much more frequently than with permanent teachers.

          They are supervised by Education Directors, “Chief of Service,” or an administrative type position which is responsible for setting overall goals and objective of the education program.  Education Supervisors submit written reports concerning the status of their program, number of students, status of teaching staff and specific accomplishments and problems.  They also periodically meet to discuss recommendations for changes in the program and to deal with specific problems which exist with students, teachers or counselors. 

MINIMUM QUALIFICATIONS

EDUCATION SUPERVISOR (GENERAL)

Promotion: one year of permanent competitive service as a Teacher 4, Vocational Instructor 4, Youth Education Coordinator or Education Counselor AND a permanent School District Administrator certificate, a provisional or permanent School Administrator and Supervisor certificate, a provisional or permanent Principal certificate, or a provisional or permanent Supervisor certificate, issued by the NYS Education Department.

EDUCATION SUPERVISOR (VOCATIONAL)

Promotion: must be a qualified employee of the New York State Department of Corrections and Community Supervision and have one year of permanent competitive service as a Teacher 4 or Vocational Instructor 4 AND a permanent/professional teaching certificate, issued by the New York State Education Department, valid for vocational, commercial subjects, business and distributive education or Business and Marketing, industrial arts, or Provisional/Permanent Career and Technical Education Certificate, and have completed six graduate or undergraduate hours in educational supervision, education administration and/or educational guidance.
