Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Developmental Specialists are certified teachers who specialize in teaching children with developmental disabilities.  They are the primary contributors to the individual education program (IEP) and are members of the program planning team responsible for developing the individual program plan (IPP) used to assist individuals with mental retardation and/or developmental disabilities in developing basic learning and self-help skills, as well as communication and prevocational skills.  Incumbents help consumers reach their optimal level of functioning by conducting initial evaluations of each individual’s strengths, setting performance goals and directly implementing the IEP and IPP. Incumbents work on a year-round basis and are primarily assigned to instructional settings throughout the residential and day program facilities of the Office of Mental Retardation and Developmental Disabilities. 

 

DISTINGUISHING CHARACTERISTICS

 

DEVELOPMENTAL SPECIALIST 2:  entry level; sets performance goals for consumers' IEP and IPP; develops, implements and evaluates consumers’ individual program plan.

 

            DEVELOPMENTAL SPECIALIST 3:  full performance level; may provide clinical and/or general supervision to developmental, habilitative and direct care staff.

 

            DEVELOPMENTAL SPECIALIST 4:  responsible for the overall planning, direction and coordination of the educational programs; supervises lower level developmental and habilitative staff; and provides clinical guidance to direct care staff

 

RELATED CLASSES

 

            Teachers 1-4 are professionals who, on a 10 month educational calendar, plan lessons and curriculums to instruct and evaluate the performance and progress of individuals in their care in academic and commercial subjects, and in daily living and motor skills.  In addition to instructing, they prepare curriculum, course outlines, daily or weekly lesson plans, and devise and conduct evaluations of performance and progress of learners.

 

Habilitation Specialists 1 and 2, as program planning team members assigned to both residential and day program facilities of the Office of Mental Retardation and Developmental Disabilities, support adult consumers diagnosed with mental retardation and/or developmental disabilities, by assisting them in developing basic pre-academic, academic and self-help skills, as well as communication and prevocational skills, and help them reach their optimal level of functioning by developing and implementing habilitation plans.

 

ILLUSTRATIVE DUTIES

 

DEVELOPMENTAL SPECIALIST 2:  participates in the development of a comprehensive individual educational program and individual program plan for assigned consumers.  Once a developmental plan is in place, the Developmental Specialist 2 is responsible for instruction in either a group or individual basis.  Incumbents evaluate each consumer’s performance and recommend modifications to individual program plans accordingly.  They also supervise or direct the activities of paraprofessional staff in their efforts to support these same instructional activities.  Typical duties include:

 

-          Actively participates in team conferences to produce a comprehensive individual educational program and is primary contributor to the individual program plan.

 

-          Based upon the individual educational program and individual program plan, devises and writes a basic skills development instructional program of intervention strategies and behavior management techniques.

 

-          Directly implements the basic skills development instructional program.

 

-          Compiles and reviews ongoing performance data; recommends modifications to the individual program plans as necessary to assure continual progress.

 

-          Administers evaluations at specified intervals to determine overall consumer progress.

 

-          Reviews and updates objectives at specified time and as deemed necessary.

 

-          Provides ongoing instruction to consumers as a result of the basic skills development instructional program either on an individual or group basis. 

 

-          Instructs and directs paraprofessionals in appropriate techniques to be used with consumers.

 

-          Supervises paraprofessionals assigned to an instructional setting.

 

-          Ensures consumers are provided with the level of supervision, which is based upon their needs.

 

-          As required, attends and actively participates in conferences and training programs.

 

DEVELOPMENTAL SPECIALIST 3:  participates in the development of a comprehensive individual educational program and individual program plan for assigned consumers; responsible for instruction in either a group or individual basis.  Incumbents evaluate each consumer’s performance and recommend modifications to individual program plans accordingly.  They also supervise or direct the activities of paraprofessional staff in their efforts to support these same instructional activities. Typical duties include:

 

-          Assesses individual consumer classroom goals and objectives.

 

-          Based upon the individual educational program and individual program plan, devises and writes a basic skills developmental instructional program of intervention strategies and behavior management techniques.

 

-          Compiles and reviews ongoing performance data; recommends modifications to individual program plans as necessary to assure continual progress.

 

-          Coordinates implementation of individual program plans with other clinical staff.

 

-          Provides direct educational programs and services to consumers daily.

 

-          Trains subordinate supervisors and staff regarding consumer program implementation.

 

-          Implements and monitors consumer programs.

 

-          Insures consumer information is properly recorded.

 

-          Actively participates in team conferences to produce a comprehensive individual program plan and is a primary contributor to the individual education program.

 

-          Supervises subordinate staff assigned to an instructional setting.

 

DEVELOPMENTAL SPECIALIST 4:  serves as DDSO's educational department coordinator directing the education program; supervises lower level Developmental Specialists and Habilitation Specialists, and provides clinical guidance to direct care staff in instructional settings; provides staff with in-service, training, and discipline meetings.  Typical duties include:

 

-          Addresses facility-wide education issues through participation on relevant education planning and coordination committees.

 

-          Insures that the facility education policies and procedures are implemented.

 

-          Coordinates facility's education program evaluation and planning activities.

 

-          Coordinates programs for students attending public and private community school programs, including enrollment, school/facility relations and issues.

 

-          Provides facility management and professionals from other disciplines with necessary information on education program performance and consumer development progress.

 

MINIMUM QUALIFICATIONS

 

DEVELOPMENTAL SPECIALIST 2

 

Permanent NY State certification in special education or Permanent NY State certification in Pre-K-6 extended to teach the mentally retarded.

 

DEVELOPMENTAL SPECIALIST 3

 

Permanent NY State certification in special education or Permanent NY State certification in Pre-K-6 extended to teach the mentally retarded;

 

and

 

one-year post certification education/habilitation experience in the field of special education.

 


DEVELOPMENTAL SPECIALIST 4

 

One-year permanent service as a Teacher 4, Developmental Specialist 2 or 3, Vocational Instructor 4, Habilitation Specialist 2;

 

and

 

a permanent or provisional principal's, school administrator’s and supervisor's or school district administrator's certificate issued by NYS Education Department.
