Classification Standard
BRIEF DESCRIPTION OF CLASS
Civil Engineers 2 perform civil engineering work involving
the full range of professional activity in the planning, design,
inspection, construction supervision, maintenance and technical
review and evaluation of roads, bridges, railroads, airport structures,
materials, bedrock and geotechnical conditions, waterways, traffic
control systems and intersections and related structures and equipment.
Incumbents may also be assigned to review consultant and contractor
plans and estimates, or serve as construction project managers.
Although these positions are found in several agencies, most
positions exist in the Department of Transportation.
CLASSIFICATION CRITERIA
Civil Engineers 2 perform civil engineering activities requiring
a high degree of judgment, imagination, and resourcefulness in
the planning, design, construction, maintenance, and evaluation
of complex projects in terms of functional requirements, cost,
site features, existing or planned peripheral structures and roads,
high volume usage, public involvement, and/or complicated engineering
factors. For the performance of activities at this level, incumbents
are required to have a New York State Professional Engineer's
License. Civil Engineers 2 usually supervise subordinate engineers
and technicians and, when assigned to design functions or construction
supervision, may supervise a large group of subordinate engineers,
technicians, and seasonal construction inspectors.
RELATED CLASSES
Civil Engineers 1 are assigned to smaller and less complex
projects or parts of projects, the performance of work not requiring
a license, and with closer administrative supervision and review
exercised over their activities.
Civil Engineers 3 are characterized by their predominant assignment
to supervising subordinate engineering and technical staff, planning,
directing, and reviewing major projects, and serving as head of
a civil engineering section. Positions at the 3 level may also
be assigned to serve as the principal assistant to a Civil Engineer
5 responsible for a civil engineering program in a region or responsible
for a statewide engineering program.
Senior Transportation Analysts are characterized by directing
project and program development, review and analyses; and developing
and implementing planning programs. They are also responsible
for designing and implementing major surveys and studies; developing
and testing new methods for studies; planning, and project accomplishment.
Incumbents supervise Transportation Analysts and other professional
and technical staff. Typically, incumbents direct a planning
or program review section, although positions may be classified
to direct and implement special projects or programs.
ILLUSTRATIVE ACTIVITIES AND TASKS
- Establishes specifications, standards, policies, and procedures
for transportation services, highway and bridge design and construction,
utility relocation, bridge safety and integrity, geotechnical
design and construction, maintenance and protection of traffic,
and other matters concerning public safety.
- Oversees, prepares and develops project feasibility and scoping
studies, traffic forecasts, design criteria, environmental
studies, highway capacity analysis and performs complex highway
and bridge designs, including the economic analyses necessary
to select the most cost effective transportation facilities.
- Evaluates design criteria, access provisions, level of service
criteria for public/private financing including a thorough engineering
review of highway work permits.
- Develops policies and programs for bridge, pavement, safety,
and congestion management systems to set priorities for remedial
work on a cost effective basis.
- Manages consulting firms performing design services for State
projects including defining the scope of consultant work, negotiating
agreements, directing and monitoring the consultant's work to
ensure adherence to budget and schedule, coordinating the activities
of the consultant with Department organizations, coordinating
and clearing with Department officials requests for changes in
the scope of the agreements and/or requests for supplemental
agreements, and preparing performance evaluations of each consultant.
- Develops quality control requirements and quality assurance
programs to assure that designs and materials used in projects
meet the specified requirements.
- Develops solutions to complex highway and bridge engineering
construction problems resulting in field changes and orders-on-contract.
- As engineer in charge for large or complex highway or bridge
construction contracts, oversees contractor construction activities
to ensure conformity to contract requirements including the quality
of construction in adherence to predetermined schedules.
- Negotiates and manages multifaceted contractual agreements
with consulting firms, utility and railroad companies.
- Performs structural inspections in accordance with the policies
and procedures established by both State and Federal Law, sometimes
requiring the climbing of such structures.
- Establishes traffic regulations, quality control requirements
and quality assurance programs to assure that projects meet specified
Department requirements concerning capacity, operational and
safety conditions of the highway corridor.
- Performs traffic engineering investigations, traffic signal
design and accident studies in accordance with Department policies
and procedures, and recommend appropriate actions based on findings.
- Reviews contract document submittals for conformance with
agency policies and standards.
- Participates in the consultant selection process; develops
Requests for Proposals, serves on consultant selection committees.
- Performs and evaluates traffic analyses for transportation
impacts of private development.
- Attends, participates in and conducts public meetings.
- Develops a maintenance by contract program and prepares contract
documents for projects to carry out that program.
- Serves as engineering staff assistant to a regional director
or program manager by conducting special investigations and research
about engineering problems, answering questions and complaints,
evaluating and summarizing reports, making recommendations about
project approvals, payments, and property acquisitions, and representing
the regional director or program manager on committees and with
other organizations and agencies.
- Participates in preliminary and final review of complicated
project proposals.
- Supervises and coordinates the work of subordinate engineers,
technicians, and administrative support staff.
- May perform any of the tasks assigned to Civil Engineers
1.
INDEPENDENCE OF OPERATION
This class works independently, but with guidance from higher
level civil engineers. Civil Engineers 2 are expected to plan
and complete projects and assignments and resolve problems with
only minimal review and advice.
COMPLEXITY
Civil Engineers 2 perform the most difficult and highest level
engineering work, requiring the frequent use of judgment and
decision making. Incumbents in this class must possess a Professional
Engineer's license.
COMMUNICATION
Civil Engineers 2 have frequent written and oral communications
with subordinates, supervisors, contractors, material suppliers,
and consultants, project or work crew supervisors, representatives
of local, State and federal agencies and the general public. Incumbents
investigate and resolve problems, plan and schedule work, explain
programs, projects, rules and regulations, provide technical advice
and assistance, and coordinate and evaluate programs and projects.
Incumbents must exercise tact and diplomacy to gain cooperation
for State projects and programs, coordinate work performed by
State and local governments, contractors, and private concerns,
and negotiate solutions to problems.
SUPERVISION EXERCISED
Civil Engineers 2 train and supervise engineers, technicians,
construction inspectors, and maintenance, repair, and construction
crews by planning, scheduling and coordinating work, determining
project and program priorities, evaluating work projects and programs,
evaluating individual and unit performance, providing procedures
and instructions, and providing technical assistance and advice.
Incumbents are usually supervised by higher level engineering
staff who make assignments, review completed work for technical
accuracy, provide administrative direction, interpret department
policy, and assure work performed complies with policies, procedures,
and program objectives.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of the Department's construction inspection program.
- Knowledge of the principles, practices, theories, and procedures
of civil engineering.
- Knowledge of construction materials, methods, standards,
and tests.
- Knowledge of the design, construction, and maintenance of
highways and transportation facilities, including related structures
and equipment.
- Knowledge of the Department's design and construction programs.
- Knowledge of the principles of supervision.
- Knowledge of applicable codes, laws, rules, regulations,
and policies governing and impacting on civil engineering design
and construction.
- Ability to prepare, in final form, complex plans, designs,
specifications, contracts, and narrative technical material.
- Ability to plan, schedule, coordinate, and evaluate design,
construction, and maintenance programs.
- Ability to establish cooperative relationships with subordinates,
public officials, other agency staff, and representatives of
contractors, consultants, and public interest groups.
- Ability to evaluate complicated proposals and designs and
select the most practical plan of work accomplishment.
- Ability to establish project and work priorities.
- Ability to evaluate roads, structures, and related equipment
and determine maintenance and rehabilitation needs.
MINIMUM QUALIFICATIONS
Promotion
Possession of a New York State Professional Engineer's license
and one year of permanent competitive service in an engineering
or drafting position allocated at or above Grade 15.
Open Competitve
New York State Professional Engineer's license with current
registration and two years of Civil Engineering experience.
