BRIEF DESCRIPTION OF CLASS

The Soils Engineering Laboratory Supervisor oversees the geotechnical laboratory programs proper sampling, testing and reporting activities.

This position is found only at the Department of Transportation.

DISTINGUISHING CHARACTERISTICS

SOILS ENGINEERING LABORATORY SUPERVISOR: supervises laboratory staff; consults with Engineers on methods and procedures used in testing soils, aggregates and geotextiles for production and forensic characteristics; reports test results on soil design and construction issues to Bureau and Regional personnel; and selects, designs, and maintains testing equipment.

Engineering Technicians (Soils) work in a Geotechnical Laboratory. Incumbents work under the general direction of a Soils Engineering Laboratory Supervisor, an Engineer, an Engineering Geologist, or a higher-ranking technician; assist in laboratory, office, and/or field soils engineering work; prepare soil samples, perform laboratory and field soil tests, and compute results; check computations for routine laboratory and field tests and assist in performing complex soil tests; and may collect and assist in analyzing field instrumentation data; perform technical work related to the design and construction of earthwork and foundations for highways, bridges, buildings, dams, and other facilities; may supervise a soil survey or field testing party, train and supervise personnel of a major section of a soils laboratory, and perform highly complex laboratory or field soils tests; as a member of a design squad, perform computations and cost estimates for the design of foundations for structures and embankments, cut slopes, and pavements; and collect and analyze field instrumentation data.

ILLUSTRATIVE DUTIES

Oversees the geotechnical laboratory:

• Plans, organizes, schedules and directs the entire laboratory work program.
• Supervises laboratory staff and ensures that all are trained and qualified for tests performed.
• Creates and updates policies, procedures and specifications related to the Departments geotechnical design and construction program.
• Ensures that all lab equipment meets the appropriate standards for tests performed.
• Executes and oversees programs to train Bureau and Regional personnel in proper sampling, testing and reporting procedures.
• Ensures that Department safety policies are followed by laboratory staff.
• Identifies laboratory needs and prepares budgets for laboratory equipment, supplies and personnel.

Represents the interests of the Bureau and the Department in discussions with industry organizations such as AASHTO, NETTCP, NTPEP and other State agencies.

MINIMUM QUALIFICATIONS

Promotion: One year of service as an Assistant Engineer (Civil/Transportation), Professional Engineer 1 (Civil/Transportation), Construction Specialist 1 (Transportation), Engineering Geologist 1, or Engineering Geologist 2, in which at least 50% of your duties directly involved geotechnical engineering program specialty activities.
