Brief Description of Class Series

 

Transportation Maintenance Engineers 1 (Waterways) are responsible for the maintenance and operation of multiple Canal Sections and Floating Plants within their assigned Region.  They oversee various maintenance and regional engineering staff.    

 

Transportation Maintenance Engineers are classified only at the Canal Corporation.

 

Distinguishing Characteristics

 

Transportation Maintenance Engineer 1 (Waterways): provides professional engineering guidance and expertise to Section and Floating Plant staff; ensures that engineering standards and protocols are followed; and represents the engineering and resource needs of the Sections and Floating Plants to the regional division Canal engineer. 

 

Related Classes

 

            Transportation Maintenance Engineers are responsible for the maintenance of State highways and bridges. Incumbents organize and direct maintenance operations, recommend projects for construction and rehabilitation, administer a maintenance budget, establish work priorities, ensure the health and safety of their workforce and traveling public, establish and maintain contact with public officials, and participate in synchronized responses to disasters or emergency situations.

 

Transportation Managers oversee programs where an engineering background is not required. Incumbents are responsible for the overall administration and management of a specific office or regional function, including budget, personnel, program delivery and quality assurance functions.

 

 

Illustrative Tasks

 

·         Directs and leads all engineering activities and manages engineers and technical staff who are responsible for inspection and delivery of engineering projects and services. 

 

·         Develops the Section budget proposals, including costs for programs, special projects, supplies, equipment, and materials.

 

·         Directs the placement and monitoring of aids to navigation that are under the jurisdiction of the Canal Corporation to ensure compliance with rules and regulations regulating public waterways.

 

·         Reviews and approves annual, quarterly, and biweekly work and equipment schedules and coordinates work within and across Sections.

 

·         Prepares resourcing plans to meet navigation and maintenance seasons’ needs.

 

·         Recommends staffing plans and approves overtime, as necessary, to complete projects and respond to emergent conditions.

 

·         Reviews inspections of assets and structures conducted in the Sections and Floating Plants to evaluate their condition and determine repair and maintenance needs.

 

·         Recommends major reconstruction projects to the division Canal engineer.

 

·         Develops engineered designs for nonroutine or significant repairs to canal infrastructure.

 

·         Ensures recreational vessel passage and routine lock maintenance comply with Canal Corporation policies.

 

·         Ensures customer service and public interactions by Section and Floating Plant staff meet Canal Corporation standards.

 

·         Oversees maintenance and operation of the Empire State Trail sections under the responsibility of the Canal Corporation.

 

·         Ensures human resource management and policy compliance in the Sections and Floating Plants.

 

·         Confirms that grievances, disciplinary situations, relations with union representatives and the resolution of work-related problems are handled equitably, expeditiously and in accordance with Canal Corporation rules and regulations.

 

·         Represents the Canal Corporation with officials, the public and private parties; represents the Corporation in Court of Claims actions against the Corporation; and may provide testimony in a Court of Law.

 

·         Consults with local officials about maintenance and construction projects on the Canal System; ensures coordination of activities with other State entities and municipalities as appropriate.

 

·         Investigates and resolves complaints by internal and external parties as necessary.

 

·         Conducts stakeholder meetings and answers questions about Canal Corporation programs and projects.

 

·         Coordinates with Canal permit administrators regarding permits for private individuals or companies to perform work within Canal lands and waters.

 

·         Serves as Canal duty officer.

  

Minimum Qualifications

 

Promotion:  possession of a New York State professional engineer’s license and one year of service in a professional engineering position allocated at or above Grade 24.
