Classification Standard

 

 BRIEF DESCRIPTION OF CLASS SERIES

 

Incumbents of these positions direct environmental or transportation engineering projects of an engineering program in a small to mid-sized regional facility.  They may function as statewide technical experts in an engineering field.  They supervise organizations that carry out various engineering design and construction projects, including roads, bridges, waterways, dams, and recreational facilities and associated infrastructure. 

 

These positions are classified in the Department of Transportation, the Thruway Authority, the Department of Environmental Conservation, and the New York State Power Authority (Canal Corporation).

 

DISTINGUISHING CHARACTERISTICS            

 

          PROFESSIONAL ENGINEER 3 (ALL PARENTHETICS): second supervisory level; function as director of an engineering program or bureau, managing multiple projects that may span different geographic areas and high dollar value contracts.  They administratively supervise multiple engineering sections headed by Professional Engineers 2 (all parenthetics).  They directly supervise professional engineers functioning as team leaders in either a contract or state office organization.

 

RELATED CLASSES

 

Professional Engineers 2 (all parenthetics) are characterized by their predominant assignment to supervising subordinate licensed professional engineering and technical staff, planning, directing, and reviewing major projects, and serving as head of an engineering section.  Positions at this level may also be assigned to serve as the principal assistant to a higher level professional engineer responsible for an engineering program in a region or responsible for a statewide engineering program.  For any assignment, Professional Engineers 2 (all parenthetics) supervise at least two teams headed by Professional Engineers 1 (all parenthetics) engaged in a wide variety of engineering activities. 

 

Professional Engineers 4 (all parenthetics) direct a large engineering program for environmental, transportation or mechanical HVAC design and construction purposes.

 

ILLUSTRATIVE DUTIES

 

PROFESSIONAL ENGINEER 3 (CIVIL):  function as bureau director in a central office setting or manage the design and construction, inspection and related maintenance programs for recreational facilities, bridges, drainage structure, dams, building, ski lifts, wildlife facilities, roads and trails.  They have major responsibility for budgeting and contract management for facilities, infrastructure, and other real assets.  MINIMUM QUALIFICATIONS: Promotion: New York State Professional Engineers license and current registration and, one year of permanent competitive service as a Professional Engineer 2 (Civil).   

 

          PROFESSIONAL ENGINEER 3 (CIVIL/TRANSPORTATION): direct a major civil engineering program in a small to mid-sized regional facility, managing transportation projects complicated by large dollar value, multi-year rehabilitation and/or construction.  They manage the technical, legal, budgeting and financial requirements of engineering projects, and supervise multiple levels of engineer positions.  MINIMUM QUALIFICATIONS: Promotion: New York State Professional Engineers license and current registration and, one year of permanent competitive service as a Professional Engineer 2 (Civil/ Transportation).
