Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Under the general direction of a higher-level engineer, or regional or executive management, incumbents of these positions function as directors of one of the offices within the Department of Transportations Engineering Division.  These offices are each responsible for a major component of the civil engineering program of the Department of Transportation.

 

          These positions are only classified at the Department of Transportation. 

 

DISTINGUISHING CHARACTERISTICS            

 

Professional Engineers 5 (Civil/Transportation) and Professional Engineers 6 (Civil/Transportation) perform similar duties, managing the activities of a large number of technical and consultant staff in the Main Office, and overseeing and coordinating the activities of regional staff located throughout New York State.  The offices are responsible for large-scale and diverse projects, and oversee the execution of contracts of considerable monetary value.  Incumbents also have a significant role in the development and control of their offices budgets. The two levels are distinguished by the number and level of staff assigned to their office; total value and number of contracts managed and funding streams; breadth of responsibility over consultant work; and level of coordination with other government agencies.

Professional Engineers 4 (Civil/Transportation) manage organizations that carry out various engineering design and construction projects, including roads, bridges, waterways, dams, heating and ventilating mechanical systems, environmental remediation systems, and recreational facilities and associated infrastructure.

 

ILLUSTRATIVE DUTIES

 

Professional Engineers 5 (Civil/Transportation) and Professional Engineers 6 (Civil/Transportation) are distinguished by the scope of administrative and managerial responsibilities. These positions direct statewide activities of a large engineering program in accordance with agency policies and procedures, ensuring resources are used effectively to accomplish goals; coordinate program direction with regional managers; develop and oversee implementation of standards, policies and procedures for area of responsibility; evaluate standards, policies and procedures to determine need for revisions, and oversee compliance with standards, policies and procedures; establish long and short range goals for the office; provide expert advice to executive management in the development and implementation of long and short range goals for agency; develop performance standards for the office; evaluate performance data, and implement changes to program as appropriate; provide advice and assistance to executive management, other programs and agencies, and the public in areas of technical expertise; represent the agency in technical matters with other State and federal agencies, private citizen groups, professional associations, vendors and consultants; direct and oversee the development and execution of a quality assurance program for area of responsibility; initiate or review proposed legislation; and oversee the award and management of consultant agreements.

 

MINIMUM QUALIFICATIONS

 

PROFESSIONAL ENGINEER 5 (CIVIL/TRANSPORTATION)

 

Promotion: New York State Professional Engineers license and current registration, and one year in a position allocated to Grade 29/M-3 or higher, or two years in a position allocated to Grade 27/M-2.

 

PROFESSIONAL ENGINEER 6 (CIVIL/TRANSPORTATION)

 

Promotion: New York State Professional Engineers license and current registration, and one year in a position allocated at M-4 or higher, or two years in a position allocated to Grade 29/M-3.
