Classification Standard

 

Building Electrical Engineers design and redesign building electrical installations including distribution systems, generating plants, high voltage substations, building and grounds illumination, and elevator, fire alarm, intercommunication, and similar systems. Plans must be coordinated with other elements of design or components of existing structures. In some instances, these employees investigate operating difficulties in the field to determine means for their correction or to secure basic data for design.

 

In the Executive Department, Division of Housing and Community Renewal, Building Electrical Engineers review electrical and elevator plans, specifications and estimates of housing projects and advise consulting engineer, or analyze the State Building Construction Code, State Model Housing Code, and Rules and Regulations of the Multiple Residence Law concerning electrical and associated mechanical equipment.

 

Building Electrical Engineers may be assigned to train personnel in the operation of electrical equipment. The work includes making preliminary plans for cost estimates before the preparation of working plans and the checking of contractor's shop drawings and equipment lists before construction to insure adherence to contract specifications.

 

Positions of Senior Drafting Technician (Electrical) and Principal Drafting Technician (Electrical), and clerical employees assist the building electrical engineers in tracing, detailing, filing, record keeping, and the simpler arithmetical calculations.

 

SENIOR BUILDING ELECTRICAL ENGINEER is responsible to an Associate Building Electrical Engineer for a group of complex projects which usually are related to each other either by agency (e.g., all building electrical projects for a major depart­ment or group of departments) or by type of project (e.g., all generation or all intercommunication work): supervises Drafting Technicians and clerical employees; determines the general type of system to be used on each assigned project and assigns detailed design or checking projects to subordinates, advises them on work in progress, and checks it in detail upon completion; coordinates the work of estimators and specifications writers who work on projects; advises on institutional electrical systems, including the layout for new institutions, and the rehabilitation of existing equipment where adequate service lines were not provided; investigates operation difficulties in installations and instructs agency staff in the use of equipment; serves as general assistant to an associate engineer. Senior Building Electrical Engineers regularly supervise Drafting Technicians who are assigned to them as their workload requires. QUALIFICATIONS: Professional engineer's license and: Promotion: Two years of permanent service either (a) as an Assistant Building Electrical Engineer or (b) in an engineering position in Grade 19. The eligible list consisting of candidates qualifying under option (b) will not be used until the list consisting of candidates qualifying under option (a) is exhausted. Open Competitive: Two years of engineering experience in the preparation and checking of electrical layouts on building plans*.

 

ASSOCIATE BUILDING ELECTRICAL ENGINEER in the Office of General Services is responsible, under general supervision from a Principal Building Electrical Engineer, for the type and design of building electrical and related equipment in the con­struction and repair of State buildings and supervises a large force of subordinate engineers: assigns and reviews design projects; reviews plans, estimates, and specifications; confers with architects, contractors, suppliers, and representatives of State agencies; coordinates the work of the section with the work of the structural, electrical, plumbing and sanitary engineering branches of the State Architect's Office. A typical project is the rehabilitation of a power house which has served its normal life, and while the structure is still sound and useful, requires the installation of larger generators, and other equipment and complete new wiring, without interruption of service.

 

In the Executive Department, Division of Housing and Community Renewal, under general supervision, reviews electrical and elevator plans, specifications and estimates for housing projects or prepares, reviews and analyzes provisions of the State Building Construction Code, State Model Housing Code, and the Rules and Regulations of the Multiple Residence Law concerning the design and installation of electrical wiring and equipment and associated mechanical equipment: advises consulting engineers regarding requirements in the design of electrical systems and reviews shop drawings and recommended solutions to field problems; counsels construc­tion advisors in the inspection of installations, recommends action on electrical change orders, and after the completion of the projects, resolves electrical difficulties that may arise; studies operation of the State Building Construction Code in municipalities; consults with architects, engineers, and representatives of technical organizations regarding proposed modifications of the State Building Construction Code and makes recommendations to the Director; examines plans and specifications for building construction submitted by building officials of municipalities operating under the State Code and prepares comments; reviews and analyzes current additions of national safety standards concerning electrical equip­ment and associated mechanical equipment as to acceptability for inclusion in List of Generally Accepted Standards applicable to State Building Construction Code; writes reports and makes recommendations to Director concerning appeals for variances brought before State Building Construction Board of Review; consults with field representatives concerning questions arising from inspection of buildings for compliance with State Code; attends public hearings and meetings of municipal officials to discuss building code program and services. QUALIFICATIONS: Professional engineer's license and: Promotion: Two years of permanent service either (a) as a Senior Building Electrical Engineer or (b) in an engineering position in Grade 23. The eligible list consisting of candidates qualifying under option (b) will not, be used until the list consisting of candidates qualifying under option (a) is exhausted. Open Competitive:  Four years of engineering experience in the preparation and checking of electrical layouts on building plans* including at least two years of important supervisory responsibility.

 

PRINCIPAL BUILDING ELECTRICAL ENGINEER is responsible for the design of electrical installations and facilities on all State building construction and reconstruction projects: directs and plans the preparation of designs, specifica­tions, and estimates for electric generating plants, electrical distribution systems, high voltage sub-stations, buildings and grounds illumination, elevators, fire alarm, intercommunications, and similar systems; supervises the review of plans, specifications, and estimates prepared by consultants for this type of work; directs the review and approval of modifications in plans suggested by inspectors supervising construction and the review of contract change orders; supervises the field inspection of planned electrical facilities for design data and of existing installations to insure proper operation and maintenance; determines priority of work; answers questions of the staff where they propose deviating from standard design practices; reviews completed work plans; coordinates the electrical design work with the work of architects and engineers in other sections of the State Architect's Office, consultants, and department and institution representatives; prepares answers to correspondence from State departments, contractors, manufacturers, etc.; prepares analytical reports and tabulations for budget fiscal planning. QUALIFICATIONS: Professional engineer's license and: Two years of permanent service either (a) as an Associate Building Electrical Engineer or (b) in an engineering posi­tion allocated to Grade 27. The eligible list consisting of candidates qualifying under option (b) will not be used until the list consisting of candidates qualifying under option (a) is exhausted.

 

*Two years of satisfactory electrical engineering experience may be substituted for each year of this specific experience.
