Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series design and redesign building structural elements for all types of structures up to and including multistoried structural steel frame buildings.  Incumbents work in conjunction with architectural designers and provide the structural elements to carry out the architectural design.  In addition to the original design of such structural elements, incumbents check the designs of their colleagues and of private architectural and engineering firms who have designed structures on contract.

 

Most Building Structural Engineers are classified at the Office of General Services with additional positions at the Division of Housing & Community Renewal, Department of Law, and Department of State.

 

DISTINGUISHING CHARACTERISTICS

 

          ASSISTANT BUILDING STRUCTURAL ENGINEER: under the direction of higher-level engineering staff, performs professional civil engineering work of moderate difficulty in the development of structural details in the design of buildings.  Incumbents may supervise consultant work and other staff assigned to engineering activities.

 

SENIOR BUILDING STRUCTURAL ENGINEER: first supervisory level; under the direction of higher-level engineering staff, supervises and performs difficult civil engineering work in the design or review of structural features.  Incumbents supervise the work of subordinate engineers, drafting technicians, and consultants in detail designing and preparation of contract documents and coordinate their work with architects, estimators, specification writers, and other engineering disciplines involved with the projects.

 

ASSOCIATE BUILDING STRUCTURAL ENGINEER: second supervisory level; under the direction of higher-level engineering staff, supervises an assigned section in the Structural Design Unit of the Office of General Services or serves as the structural specialist for the State Building Code Council in the Bureau of Building Codes of the Division of Housing and Community Renewal. 

 

RELATED CLASSES

 

Building Construction Engineers supervise and inspect building construction and rehabilitation projects to ensure adherence to plans, specifications, and appropriate construction practices and standards.

 

Positions of Senior Drafting Technician (Structural) and Principal Drafting Technician (Structural), and clerical employees assist the Building Structural Engineers in tracing, detailing, filing, record keeping, and simple arithmetical calculations.

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT BUILDING STRUCTURAL ENGINEER: plans and designs the structural details of various types of structures, such as hospitals, correctional facilities, warehouses, and power plants for strength, placement, and economy of size of members; prepares drawings of special or unusual features of such design for the preparation by others of working architectural drawings; checks shop drawings, specifications, and estimates on construction; and, may supervise consultant work and other staff assigned to engineering activities.  

 

In the Investment Protection Bureau of the Department of Law, reads, evaluates, and comments on engineering reports contained in offering plans and amendments for offerings of cooperative interests in realty and review re-submissions; evaluates engineering complaints, tenants engineer/architects reports and comments from outside and staff attorneys as part of the review of offering plans and amendments; inspects properties and reports on such inspection to determine the severity of conditions; provides statistical status reports on engineering activity and maintain engineering files, records, and architectural plans; and provides technical guidance to Junior Engineers, staff attorneys, and legal assistants, as necessary.

 

SENIOR BUILDING STRUCTURAL ENGINEER: designs or reviews all structural requirements for any type of building including the most difficult and complicated structural features and involving the coordination of architectural, mechanical, electrical, and plumbing design; checks the most intricate shop and contract drawings or collects data for use in connection with recommendations for approval; reviews, analyzes, and prepares estimates, specifications, and standards for structural construction; prepares drawings or sketches of special or unusual features of structural design; supervises the making of necessary engineering calculations; and, prepares technical reports.

 

In the Real Estate Finance Bureau of the Department of Law, initiates and performs research and investigation as well as provides engineering support for Bureau activities, including legal actions, negotiation, legislative initiatives, and formulations of policy positions; prepares engineering reports, affidavits, and testimonies; provides peer review of documents, testimony, affidavits, and public statements; prepares educational materials and answers inquiries from the public, outside attorneys, and other governmental agencies or Law Department bureaus; represents the Attorney General and the Bureau at negotiations, hearings, and public meetings; provides engineering training to other Bureau personnel; and supervises the work of engineering staff, interns, and volunteers.

         

ASSOCIATE BUILDING STRUCTURAL ENGINEER: in the Office of General Services, incumbents supervise an assigned section of the Structural Design Unit; supervise the preparation of structural steel or reinforced concrete designs, specifications, and estimates; supervise the preparation of chimney, underpinning, and retaining wall designs, specifications and estimates; supervise the review of plans, specifications, and estimates prepared by consultants; supervise the approval of changes in plans suggested by inspectors; assign design projects and review completed work plans; coordinate the layout of structural features of all State building projects with architects and engineers of the State Architects Office, soils engineers of the department, consultants, and department and institution representatives; answer correspondence from department representatives, contractors, manufacturers, consultants, and Federal and local officials; supervise the inspection of State-owned or rented structures; and supervise the preparation of reports concerned with structural safety, adequacy, and stability.

 

In the Building Codes Bureau, Division of Housing and Community Renewal, serves as the structural specialist for the State Building Code Council in reviewing, analyzing, reporting on, and making recommendations with respect to building code provisions covering structural work including steel, concrete, and timber work; prepares modifications and revisions of the structural provisions of the State Building Construction Code for approval by the Council; examines and analyzes data resulting from tests of new materials and methods of construction to determine acceptability under the provisions of the Code; examines and reports on structural details of building plans submitted for review and advisory consultation by local building officials; consults with local building officials; and studies the operation of the Code in municipalities where applicable.

 

MINIMUM QUALIFICATIONS

 

ASSISTANT BUILDING STRUCTURAL ENGINEER

 

Open Competitive: Bachelors degree or higher in civil engineering or civil engineering technology; AND one year of experience in the analysis and design of steel framing, concrete framing, concrete foundations, and preparation of building structural plans for institutional, commercial, or high-rise building structures of at least 10,000 square feet; AND proof of passing the Fundamentals of Engineering licensing examination.

 

Promotion: one year of permanent competitive service as a Junior Engineer; AND proof of passing the Fundamentals of Engineering examination.


 

 

SENIOR BUILDING STRUCTURAL ENGINEER

 

Open Competitive: two years of experience in the analysis and design of the steel framing, concrete framing, concrete foundations, seismic design and preparation of building structural plans for institutional, commercial, or high-rise building structures of at least 10,000 square feet; AND possession of a New York State Professional Engineering License with current registration.

 

Promotion: one year of permanent competitive service in an engineering position allocated to Grade 20 or higher; AND possession of a New York State Professional Engineering License with current registration.

 

ASSOCIATE BUILDING STRUCTURAL ENGINEER

 

Open Competitive: four years of professional building structural engineering experience including at least two years of important supervisory responsibility; AND possession of a New York State Professional Engineering License with current registration. 

 

Promotion: one year of permanent competitive service as a Senior Building Structural Engineer; AND possession of a New York State Professional Engineering License with current registration.
