BRIEF DESCRIPTION OF CLASS

Assistant Building Construction Engineers supervise and inspect building construction and rehabilitation projects of moderate size and complexity, coordinate contractors' operations, ensure conformity of work to contract estimates, specifications, and standards and construction practices, recommend and prepare contract change field orders, may supervise consultant work, and assist higher level staff on larger projects. These positions are classified primarily in the Office of General Services.

DISTINGUISHING CHARACTERISTICS

ASSISTANT BUILDING CONSTRUCTION ENGINEER: second level for building construction and rehabilitation inspection programs; supervises and inspects projects of moderate size and complexity; may supervise consultant work; appointment requires experience as an engineer or architect or inspecting building construction projects.

RELATED CLASSES

Higher levels in the Building Construction Engineer Series manage larger and more complex building construction and rehabilitation projects and supervise other engineers and inspection staff. Appointment to the positions requires a New York State license and current registration to practice as a professional engineer.

Superintendents of Construction and entry-level engineering and architectural positions supervise and inspect small projects and may assist higher level staff on larger projects.

Building Structural Engineers design and redesign structural details for building design and rehabilitation projects.

ILLUSTRATIVE DUTIES

ASSISTANT BUILDING CONSTRUCTION ENGINEER: supervises and inspects building construction and rehabilitation work to ensure contractors' adherence to plans, specifications, and appropriate construction practices and standards, including conducting field inspections to examine compatibility of design with site conditions, inspecting work performed by construction trades, analyzing and interpreting plans and specifications, recommending and preparing field order changes, and inspecting and testing materials and installations; supervises construction projects, including recommending changes in materials and methods necessitated by site conditions, preparing inspection lists, supervising repair and replacement of materials and installations, and coordinating training sessions by manufacturers of materials and supplies; coordinates construction activities at projects to avoid delays, including conducting job meetings, reviewing and modifying progress schedules and assuring that work proceeds according to schedules, expediting contractor submittals and approvals, recommending the delay or withholding of payments, and certifying project completion for code compliance; directs emergency construction projects; prepares a variety of reports, forms, and records; may supervise consultant work; and may supervise staff assigned to construction and inspection activities.

MINIMUM QUALIFICATIONS

ASSISTANT BUILDING CONSTRUCTION ENGINEER

Promotion: one year of experience as an Assistant Superintendent of Construction, Senior Superintendent of Construction, Junior Architect, or Junior Engineer.

Open Competitive: six years of engineering or architectural experience supervising or inspecting building construction or rehabilitation projects or a Bachelor's or higher level degree in architecture or engineering and one year of experience.
